Increase in Ohio poverty reverses four-year trend CLEVELAND (AP) After' a four-year diminishing trend, poverty has edged upward in Ohio during 1989, according to the research of The Council for Economic Opportunities in Greater Cleveland. According to the report made public Monday, 13.69 percent of the" state's population in 1989 lived at or below federally established poverty levels. The figure was 13.55 percept in 1988. The council uses a statistical model for its annual study, based on U.S.

Census Bureau data, Food Stamp program statistics and population information from Ohio's 88 counties. Prior to 1989, the poverty figure, had declined annually for four years. They also have access to details of battle plans and troop deployments in potential war theaters around the world, he said. The deputy commander of the 251st, Ll Col. Robert E. Canter, has not had his top-secret clearance updated for 32 years.

The Columbus Dispatch today cited a letter from the unit's former commander as saying. The Feb. 16 letter to Canter from retired Col. David F. Howard said Howard had exempted Canter and the other 15 men from the five-year updates.
