12-Press Democrat, Santa Rosa, California, Wednesday, Timber Regulation Bills Advance SACRAMENTO (UPI) Two! bills designed to establish permanent regulation of logging operations on private lands have been quickly approved and sent to the Assembly by the Senate. One proposal by Sen. Randolph Collier, D-Yreka, was passed Monday on a 22-6 vote and the other measure by Sen. John A. Nejedly was approved 26-3.

More stringent logging operation legislation supported by the conservationist Sierra Club is pending in the Assembly. Lesbian Gets Custody Of Children SAN JOSE (UPI) A lesbian has been granted custody of her three children by Santa Clara County Superior Court Judge Gerald S. Chargin after two, years of legal battle with her former husband. Lawyers and the Lesbian Mothers' Union said they believed the decision granting custody of children to an admitted homosexual was the first such case in the the United States. The 34-year-old mother, whose name has not been disclosed, has two sons, aged 9 and 14, and a daughter, 12, who live in this rapidly growing city 50 miles south of San Francisco.

Provisions of the custody decision, disclosed Tuesday, limit the mother's communication with the woman she loves to occasions only when the children are at school or with their father. The three youngsters testified they preferred to live with their mother, who had told them of her lesbianism. The father, 42, argued to the court that the children might become homosexuals because they would be surrounded by lesbians. There was little debate on either Senate measure, but Nejedly said one of the main differences between the two was that his bill would allow counties to impose stricter standards logging than the state may establish. Both bills are designed to fill a void in regulation of logging operations which resulted from a I court decision last year.

The court held that the legislature had unconstitutionally delegated power to regulate logging to committees composed of timber industry representatives. Currently, the state Board of Forestry is overseeing logging on a temporary, "emergency" basis. Collier's measure was supported by the California Forest Protective Association, a timber industry group. Conservationists have complained the measure would do little to curb abuses by logging companies. Under Collier's bill, the forestry board would develop forest practices rules and committees would be created to advise the board on logging.

Nejedly's bill abolishes the present Forestry Board and creates a new nine-member panel, three of whom would be industry representatives. Bordello Operator Files for Office CARSON CITY, Nev. (UPI)A Democrat who has a bordello on his property filed for a Nevada Assembly seat Tuesday, but told newsmen, "I'm pimp." George V. Wilmot, 51, said the house of prostitution was leased out and sits apart from the motel-bar-restaurant which he operates. Wilmot worked for the security force of Howard Hughes in Las Vegas before moving to northern Nevada six months ago and buying Meadows Sky Ranch, Ltd.

The state Personnel Board alearlier has approved a 7.5 per cent wage hike for correctional officers, carrying out Reagan's order for the 1972-73 budget. But spokesman for Reagan said the personnel board found it had made a mistake in computing its pay recommendation and suggested a 15 per cent increase for prison guards.

Reagan Agrees to Prison Guard Pay Hike Proposal SACRAMENTO (UPI) Ronald Reagan has agreed to proposed 15 per cent pay increase for prison guards. A spokesman for Reagan said Tuesday Reagan agreed by telephone to a recommendation for the pay increase by Earl W. Brian, secretary of the Human Relations agency. Reagan is on European goodwill tour for President Nixon. Russian Spassky Favored in First Match REYKJAVIK, Iceland (UPI) -Caught in a hopelessly drawn game, tempermental American challenger Bobby Fischer took a chance to bring some life into his first world chess championship game.

In that moment, soft-spoken and mild mannered Bor is Spassky proved why he is the world champion in the noblest of games. He immediately pounced on Fischer's bishop--left trapped after capturing one of the Russian's pawns--and the game turned distinctly in favor. Spassky asked for adjournment after 40 moves and 4-1-2 hours play. When the two resume the game the first in their $250,000, 24-game world match -Spassky has a bishop and three pawns against Fischer's five pawns. Play resumes at 5 p.m.

(1 p.m. EDT). Most experts assembled here seemed to agree that Spassky has a chance to win, while Fischer should be happy if he salvages a draw. But nobody has come up with an explanation why the Ameri-5. can chess genius went straight (into what appeared to be Russian trap.

"'He took a chance to win a said Danish grandmaster Jens Eneveoldsen. "We will never know until Fischer tells us-if he does," said another international grandmaster. Fischer obviously was displeased with his game. After the adjournment he angrily demanded a meeting with the Icelandic organizers to com-1 plain against what he described as the noisy audience. Some 3,000 Icelanders and foreign enthusiasts had into the Lagardur Hall for the opening thriller.

But most knowledgable observers said they felt the audience was more quiet than is normal at top chess games. The Icelanders rejected Fischer's demand and told him it is up to the official referee, Lothar Schmid of West Germany, to run the game from now on. Spassky's seconds, including international grand Efrim Geller and Nikolai Krogius, sent their world champion to sleep and then spent the night and the morning hours analyzing the position to find a winning combination for Spassky. Many experts feel they will (suceed, even if Geller himself modestly suggested: "I believe we will have a draw." North 1 Vietnamese and Viet Cong negotiators met while the American and South Vietnamese delegations held another meeting to refine their papers. President Nixon asked for the session in the hope of striking a compromise.

The preparations for the 10:30 a.m. (5:30 a.m. EDT) meeting, the 151st weekly session of the year parley, were under way as Schumann carefully expressed the hope to newsmen that the conference would finally start producing results. Schumann spoke at Orly airfield on his return from talks on 1 Vietnam and other world issues in Peking with Chinese Premier Chou En-lai, foreign minister Chi Peng-fei and a 90- minute session Monday with Chairman Mao Tse-tung.
