In the agreement, the township trustees promised to transfer $2.5 million in capital improvement funds to the water district, to lower the total cost of the project. Costs have not been recomputed since the original study was done a few years ago; however, the original entire package cost for the project at that time was $14 million, according to Brunkhorst. The board's decision was not based on cost figures in comparing the township and regional plans, but on the opinion of the people, said Phillip Fehr, treasurer and member of the Carroll Township sewer and water board. "When we brought (the levy) up for the vote of the people, they approved it right away, and so we decided to go with their wishes," Fehr said. The levy was approved before the regional concept was even a finalized decision, Fehr pointed out.

Commissioner Steve Arndt said the county doesn't have any problem with Carroll Township's decision. "They formed their district and went ahead with it. That's great," Arndt said. "They're just trying to serve their residents nothing wrong with that. It's just one of the options out there.

REZA Staff writer OAK HARBOR Economics and employee attitudes get the majority of attention of DavisBesse's Nuclear Power Station's new vice president. "There are a lot of changes coming in the industry," John Stetz said Tuesday during an informal luncheon in Port Clin- ton. Emphasis is put on driving costs down while maintaining efficiency and performance.

That can only be done by a wellspirited work force, Stetz said. Stetz, who has only been on board since July 25, says he has confidence in the people at the Carroll Township station and their record breaking history. It's his intention to give his people the general direction in which to go and open doors to innovation and planning to achieve those goals. "I find that the best ideas usually come from the people working close to the source," Stetz said. Good, and happy, employees make all the difference in a company's performance, Stetz said.

Stetz replaces Lou Storz who left in March for another nuclear industry job. A veteran nuclear power executive with 26 years of nuclear engineering and management experience, Stetz is leaving his Connecticut home of 17 years for the Midwest move. His wife, an Italian teacher at an East Coast college, will be making JOHN STETZ His former workplace, Connecticut Yankee Nuclear, was somewhat isolated from the community. So the recent round of resistance 1 to nuclear power storage proposals at the Davis-Besse site are somewhat new to him, he said. Every 18 months, used fuel removed from a reactor core is placed in pools of water to cool it and prevent a runaway chain reaction.

Davis-Besse, like other U.S. reactors, is running out of space in its spent fuel pools. Without more room to store additional high level radioactive waste, these reactors would have to close. Within a few months, DavisBesse plans to begin constructing 150-ton, non-transportable Nuhoms dry casks on the shores of Lake Erie. Each of the casks contains 24 irradiated fuel assemblies or approximately 12 tons of waste.

Miller was an area farmer all his life. He also worked for the Whirlpool Corporation. He retired from Whirlpool in 1982. He was preceded in death by his parents and a sister, Mina Rydka. Blakely had served in the U.S. Army and was a law clerk. Survivors include his parents, Ray and Jeni Blakely, Oak Harbor; and brothers, Michael, Oak Harbor, and Mark and Bryan, both of Minneapolis, Minn. Jan Strasma, spokesman for the Nuclear Regulatory Commission, Chicago Division, said the deadline for comment on the dry cask storage ended on Tuesday. Eleven citizens groups had requested a deadline extension, citing the serious and unresolved issues regarding the Davis-Besse project. Davis-Besse personnel expect NRC to go ahead with the Nuhoms method in October, said Janet Galecki, spokeswoman for Toledo Edison, owner of the nuclear plant. A space has already been dug out in preparation for the foundation.

Davis-Besse is expected to begin its next refueling shutdown shortly after Oct. 1. The shutdown is expected to last about two months. Plant officials are continuing "fire watches" on Thermolag insulated items at the plant following this year's discovery that a manufacturer faked test results on the fire retardant material. The material was installed at plants to protect electrical equipment.

As of yet, the NRC has not made a ruling on whether the plants using Thermolag must replace the material. The Utility Radiological Safety Board of Ohio (URSB) will be sponsoring a high level radioactive waste workshop on Friday in Columbus at 180 E. Board 11th Floor, Room A. Davis-Besse personnel will be speaking at the workshop regarding their dry cask storage proposal. The safety board was established by the state of Ohio in 1989 to deal with nuclear reactor safety issues and is comprised of Directors of the Ohio Department of Agriculture, Health and Industrial Relations; the Ohio Emergency Management and the Environmental Protection agencies; and the chairman of the Ohio Public Utilities Commission of Ohio.
