job" and they would feel uncomfortable with a female patrol partner Finley however believes a woman cop would be good for the police department If we had an all-male city maybe we could justify an all-male police department We need to be more responsive to the needs of the total community" This isn't the first time women have applied for patrol positions Last year two women and seven men were picked out of a field of 30 candidates as finalists for several job openings but the women dropped out before the selections were made And prior to that several women applied for the job but none ever followed through with the necessary testing When it was announced last year that the time seemed ripe for the introduction of Kingsports wanted to do for a long time Really that's the same reason the men give We hear that time and time again from applicants for the police department and the fire department Most have wanted to get into these fields since they were kids "Although weve had at least one in the past none of the present applicants seem to be strong womens lib types They see the job as a means to help other people the same reason a person might go into say nursing he added Three are students at East Tennessee State University majoring in correctional services law enforcement or criminal justice The fourth has a military background but neither she nor the others have any direct law enforcement job experience Three of the women now live in Washington County the other is a Sullivan County resident The women Finley said were just about unanimous in their reasons for applying for the job: They all say it's something theyve then moved up a notch on the list and the process is repeated for every new job opening Each separate eligibility list Is used for approximately one year Out of a total of 80 applicants 53 persons took the written test which purports to rate the applicant's potential as a law enforcement officer 35 made passing grades including four females Finley Department and two women have ben ranked within the top ll applicants Whether 1977 will be the year Kingsport hires its first female patrol person remains to be seen however The women who so far have qualified for the $652-per-month job are not within the top four on the eligibity list and from the last list only four new officers were hired So the issue seems to rest on how many additional street cops are needed throughout the year and how high a priority the police department places on hiring a female Were just looking for the best qualified people commented Chief Dykes It doesnt matter whether theyre male or female Dykes says he picks his applicants straight down the list" in the order of their numerical ranking which is based on written test scores At present only one vacancy exista and that should be filled by early January according to Pat Finley Kingsports personnel director Several of the highest-ranked applicants will be interviewed by the chief and after he makes a looked down to turn on his window wipers and the next thing he knew he was hitting the barrels the investigating officer wrote later The barrels were part of a row of markers and lights placed at the troublesome intersection by the state highway department In the collision the officer said four of the barrels were demolished along with one of the states warning signs Morris 38 of 1133 Westbrook Dr was uninjured but his car sustained $750 damages The officer gave Morris a ticket for failing to keep a proper lookout His trial is set for 4 pm December 27 Hurt In Wreck Sandy I Shepherd 17 of Route 11 Kingsport received a minor injury in a three-car accident at 3 47 Friday at Fort Henry Mall according to city police An officer said a car driven by Shepherd was involved in a crash with vehicles driven by Katherine Dickson 16 of 3060 Shipley St and Mabel Shipley 50 of 1424 Pineola Ave He said Sandy Shepherd received a cut on the nght hand She was given a ticket for failing to yield the
