I I OtW 4i'Wv'PW is r1 vr'VT rr V' 4' -1 tfcw I 'rr-i PV V' J1 'y i fjf i t- TV tt is at ry''r ttiftjfA vl 'Tl S- fj rw (j 1 4 Af iff 'll rf1- 4 -i 4h jS 41 -i( ft jw 10 t- (f -B KINGSPORT TIMES-NEWS Sunday July 31 1 DAVID LAWRENCE wwwy'wyA wn hi 1 Ban On Labor Trust Needed rsic ft A as a violation of the civil rights of the consumer it would be logical also to prohibit the formation of any national unions When it is required by law that only the recognized union or group of unions within each plant shall have the right to deal with the employer and when one union is forbidden to conspire with any union in other plants the concept on which the anti-monopoly statues of the country have been built would at last be fairly applied American businesses would then be able to enjoy as would individual unions the equal protection of the laws Thats wha civil rights for all the people is supposed to mean (Copyright 1966 Publisners Newspaper Syndicate) wide bargaining But the political power and financial contributions from Labor are enough to prevent the passage of such legislation If industry-wide bargaining were banned by law it would not be possible for a whole industry to be tied up by a strike There are employers who prefer industry-wide bargaining but they would be far better off in the long run if unions were required to bargain separately with each company In the case of the auto manufacturers while the bargaining isnt done on an industrywide basis the union sees to it that all contracts expire on the same date This makes it possible to select one company for a crucial negotiation which naturally has a direct sion of the Department of Justice has filed suits to block mergers even when as little as eight or ten per cent of the volume of business done by grocery chains in a given area would be the total resulting from a consolidation of two or more companies Yet by means of industrywide bargaining it is possible for one national labor union to fix tiie wage costs of competitors within a whole industry This means that weaker companies often must pay higher wages than they can afford The larger companies soon find it possible to force some competitors out of business or at least to compel them in effect to accept a lower and lower margin of profit Bills have been proposed which would prohibit industry effect on the contracts with the other companies Wage costs therefore eventually are fixed by the consensus of employers and labor-union leaders This of course violates the spirit if not the letter of the anti-trust laws If the anti-trust doctrines imposed on business during the last half-century or more were adhered to it would not permissible for labor unions to exercise control over the employees throughout an industry Collusion between agents of employees of one company with agents of employees of another company in fixing wage rates would be as unlawful as concerted action by employers representatives in fixing prices Whenever industrywide bargaining is outlawed of time is given to hearings on questions of ethics involv-i inconsequential contributions in political campaigns but no investigation is undertaken that tells the people the facts either to confirm or deny the growing belief that congressional elections are regularly won nowadays by the financial contributions derived directly or indirectly from labor-union members The enactment of a law forbidding labor trusts or monopolies is long overdue The theory imbedded in existing anti-trust laws is that there shall be no price-fixing or cost-fixing by competing companies Not only is it forbidden for competitors to act in concert in deciding on their prices but the anti-trust divi What has become of the Civil Rights of the American people as a whole? Why should they be subjected to financial damage and interference with their travel plans because of a big strike on the nations airlines? And why should the Congress discriminate as between big business and big unions forbidding a monopoly in one and permitting it in the other? The electorate is entitled to answers to these questions before it is called upon to pass judgment this November on the candidates for Congress in both parties It is an open secret that the labor unions furnish big sums of money to help elect a majority of the members of the Senate and the House Plenty McAULlFFE Macs Window mm WfLMtt OFBI40TW EVANSNOVAK At the breakfast table where there are several kids there is likely to be a big jam traffic There is no real danger in letting kids go camping Unless they have to eat what they cook themselves What kind of a home is yours? The one in which the son and heir says at the supper table Dad Can I have the car tonight? Or the one in which Dad says Son is it all right if I take the car tonight? Many blondes will truthfully say They have trouble staying that way And what for some makes this go double Is getting at the Roots of the trouble As we understand It the production of milk has fallen off and that makes the price rise Sound logical to you? But it looks like the Cows are falling down on the job instead of letting down on the job Gosh could it be that bo-vines have been unionized and agree on how much they will turn out or rather on? Do you suppose President Johnson could get the cows to get a moooooove on? Our Choices This years campaigns for the county general election and the Democratic and Republican primaries are entering the last mile Thursday the voters will take over after the candidates have had the limelight for the past several months As the time of decision nears it becomes neces- sary to separate the idle campaign chaff from the whole grain Thousands of words have been spoken by the candidates now the voters must decide whom to believe Its a lot easier to make that choice in the privacy of a polling booth than on the editorial page of a newspaper with thousands of readers looking over your shoulder For every candidate who is pleased with a public endorsement another is Sound to be offended But we can hardly ask the voters to make a choice without standing up to be counted ourselves So here goes: BUFORD ELLINGTON: We remember when he was governor before and what he did for the state and Upper East Tennessee We have no reason to believe he has changed He is still A man of his word HAMMOND FOWLER: After 18 years as a member of the Public Service Commission we believe he can do more in the future than any newcomer who might be elected MACK RAY: For two terms he has given Sullivan County excellent representation in the State Senate With third term seniority he can do more for the county than before FRANK SLAUGHTER: Although he will be new member of the Sullivan County legislative delegation he is aware of our problems and has pledged to work with the other members of the delegation LON BOYD: Although both he and his opponent are excellent candidates we feel that Boyd would bring fresh ideas to the courthouse BILL WRIGHT: Law enforcement has become a profession and his training and experience should bring to the office of sheriff much needed improvement CHESTER CIIATTIN: A distinguished attorney we are confident he will continue to be a fair and just associate justice of the State Supreme Court While we have not formally endorsed them we recommend that Democrats vote for Frank Clement for Senate and Republicans cast their ballots for Kenneth Roberts for Senate A Better Way The dog problem like the poor we have with us always We have two facts that to some extent are in conflict and both must be taken into consideration The first fact is that every normal person likes a dog and some feel very strongly on the subject of mans best friend The other fact is that we have dogs running loose on the streets that become a nuisance and even a danger for dogs will be dogs How do we handle the second problem without raising a storm of protest from dog lovers? While we have an ordinance that requires dog owners to keep their pets from running free it is obviously impossible to enforce that ordinance 100 Eer cent Dogs do run loose and some times they other people who complain What should the police do about such complaints? To shoot a dog any dog creates a public outcry and the police are criticized yet they are only carrying out their duty as they see it Aside from creating ill will any police officer will tell you that shooting a dog is about the most unpleasant job he is called on to do and it is one he wants to avoid As one man said I would rather be called on to get someone out of a burning building or go after an armed criminal than draw my min and put a bullet into a cowering dog even if it is just a mutt But what choice do we have under certain circumstances? Well there is such a thing as a tranquilizer gun which shoots pellets and puts a dog to sleep temporarily like an anaesthetic Then the animal can be examined by a vet and judged either dangerous or harmless Whether the city is prepared to invest in such equipment we do not know Whether some private agency might bear the expense we do not know We do know that when the police are called on to shoot a dog that may be some little childs pet especially when it is not certain that the animal is vicious that creates an abominable situation and there ought to be some better way some less drastic way to protect people from unfriendly dogs Meantime dog owners are reminded that the ordinance does hold them accountrble for keeping pets from running loose Birchites In Houstons Reoieti' Fom Thanks From Hammond Post No 3 boasts that Houston ranks second only to southern California in hatching Birch recruits The Birfhers have now established a regional headquarters on Houstons fashionable Northwest Side This union of a modem industrial city with a vigorous far right minority produces a schizophrenic Republican party On one hand are pragmatic Republican leaders headed by County Chairman James Mayor who perceive the golden opportunity On the Northwest Side seven Republican nominees for the State House of Representatives are clearly to the left of their Democratic foes and are attracting liberal-labor support This is even more evident GOP half or better Once again the far right simply outworked and outorganized the mode-rates Interlocking rightist groups the Texas Association for Poligal Education and the Conservative Action Committee helped secretly by the Birch Society itself did a masterful job of finding candidates for precinct com-mitteemen and electing them One ludicrous aspect of the election was the fate of Thad Hutcheson a highly respected Houston lawyer who a decade ago tried to give a moderate cast to the state party in an excellent race for the Senate Talked into returning to politics by Mayor Hutcheson was rewarded by losing his race for precinct committeeman to a right wing activist The next goal of the far right is to strip tough outspoken Jim Mayor of his powers as county chairman (for example by putting the partys local publication in the hands of the county committee instead of the county chairman) They may succeed And if they do the Republican party may degenerate into a coterie of ideologues with only incidental interest in winning elections This menace is greeted with silence Although Sen John Tower and State Chairman Peter ODonnell gingerly backed Mayor against the extremists in 1965 they would rather risk Birchite subversion now than alienate any element that calls itself Republican The advocates of unity-at-any-price are paying a high price indeed (c) 1966 Publishers Newspaper Syndicate with oilman George Bush who ran a losing but impressive campaign for the US Senate last year and is now running for Congress from a newly carved district Moderate Bush is getting Negro and labor union backing against a right wing Democrat On the other side are hundreds of right wing Republican precinct workers Although Bush may be the partys brightest figure in Texas these extremists refuse to work for him Their entire attention is on taking over the party organization and using it to nominate their candidate for President in 1968 (who at the moment is Ronald Reagan) The primary election here May 7 illustrates this schizophrenia Mayor openly campaigning as a moderate rather than a conservative" for the first time in any Texas intra-party Republican race scored a 2 to 1 victory over his rightist foe for county chairman But simultaneously the rightists Increased their strength on the county committee from one-third to one- Cm dr Francis Flanagan asked what his thoughts were when accused nurse-slayer Richard Speck was found: I thought about why anybody bothered to call the police when he was bleeding in so I just looked at him and I got very tired Very tired his room Then I dont know I knew I could think like that Just as Houstons Republicans have a golden opportunity to start winning elections the partys grass roots organ-' ization is falling into the hands of the far right The alarming fact is that the John Birch Society and fellow travellers are on the verge of seizing full control of the Republican party in Texass largest city Although responsible Republicans keep quiet about it they concede privately that the extremists may actually enjoy a slight majority on the Harris County (Houston) Republican Committee This silence in the face of impending disaster is typical of the national Republican party today Under the unity-at-any-price doctrine of National Chairman Ray Bliss it is exceedingly bad form to suggest that Birchers have any affinity for the Republican party But at the recent gathering in Washington of big city Republican chairmen many agreed that the Bircher menace is now at an all-time peak particularly in Houston That Houston should be a trouble spot is steeped in irony The nation's fastest growing city Houston is taking on the political characteristics of a Northern metropolis As such the one-party conservative Democratic establishment that long ruled here is in danger of being replaced by a two-party system: a moderately conservative Republican party and a moderately liberal Democratic party- But this same city is also a power base of the far right Chief Bircher Robert Welch To the Editor: On behalf of Hammond Post No
