Sen. Peter Behr outlines 11-point action program UKIAH State Sen. Peter Behr, R- Tiburon, opened his campaign in Mendocino County Friday by announcing an 11-point action program. The program, he said, "will get us a long way down the road to full employment, a strong local economy and a thriving visitor industry." Behr, who is seeking election in the new Second Senatorial District, is opposed by Mendocino County P.D. Bureau Supervisor Ernest Banker.

He held a press conference Friday at the opening of his campaign headquarters at 111 West Perkins, Ukiah. Persons with no criminal backgrounds who are charged with misdemeanor drug and marijuana offenses are eligible to have their cases continued for six months at which time their cases can be dismissed if they do not run afoul of the law.

"When an individual enters public life." said Banker, a Mendocino County supervisor, "'he forfeits certain personal rights in return for the public trust.

The right of the voters to know is in every way as important as my right of privacy." Banker said his $45,000 home has a $15,000 mortgage on it. He listed equity of $6,000 in the Mendocino County pension fund, $5,000 in personal property and less than $400 in savings and checking accounts. He intended to reply to Klein's letter Friday, he said. Klein said there is apparently to be no further administrative procedure in the case because the city manager has power to hire and discharge by state law, confirmed by local ordinance. However, Klein added, the 'only opportunity to reverse the decision would be if evidence could be shown that the city manager's action was retaliatory. In that case, Klein said, he would consider advising that the council hold a hearing in closed session under provisions of the Ralph M. Legal Notice least partly, on yield rather than entirely on traditional property assessments, and called for the inventory and preservation of key historical sites and structures throughout the county. Other issues in the 11-point program are: a state loan program to stimulate new housing construction; an alternative means of taxing agricultural property, according to actual use rather than "highest and best possible use;" and increased state funding and support of all local planning that has been mandated by state and federal agencies. Behr called for the conservation and development of North Coast fisheries, greatly increased state funding for public schools, and increased controlled burning of brush for proper range management. The action plan will be the heart of his legislative efforts for the 1975-76 session of the State Senate, Behr said. The Senator and Mrs.

Behr met with Mendocino County residents during a social hour. Behr said he is "vitally interested in the economic enhancement of the North Coast." and is anxious to listen to county residents.
