Minister in the Kremlin's cabinet shakeup Smooth mannered but tough Gromyko stepped up as No 1 to the new Foreign Minister Andrei ishinsky who was elevated Friday night from the fuss deputy post Most diplomatic observers studying the Kremlin's cabinet agreed Saturday night a bid for a truce in the cold war is hardly in the cards AU of them conceded it might presage some Russian plan to woo the West A minority thought it did But In general the am that tough-talking had been released as Foreign Minister and would be succeeded by tough-talking Andrei Vishinsky was construed as not much of a peace sign Many diplomats speculated that Molotov is on the way upstairs to greater power although conceding frankly they have no inside information to guide them There was speculation (6at the aging filibuster in the Senate Dixie Democrats riding what they think is a victory crest kept the Senate for the sixth day from acting on a motion by Senator Lucas of Illinois their party's leader to take up a rules change which hits at filibusters Senator Fulbright (D-Ark) held the floor during most of an abbreviated Saturday session Outside the chamber itself Lucas and Senator McGrath of Rhode Island the Democratic National Chairman proposed a compromise to Republicans after a meeting with a score of northern and border state Democrats In effect they offered this guarantee to the Republicans: If the GOP supports a move to force a vote on the pending proposal to let two-thirds of those present gag debate at any time the administration will oppose lettipg fewer than two-thirds have that power McGrath said this was offered to try to convince Republicans that if they go along they run into an administration effort to cut the two-thirds down to a majority Thus the leaders cut the ground from under President Truman's position that a simple majority of those voting ought to be able to curb debate Lucas said previously he want debate shut off by the affirmative vote of less than 49 of the 96 Senators McGrath sided with Lucas despite the position But the Republicans in a receptive mood 4 Senator Ferguson (R-Mich) an advocate of a debate gag by two-thirds said he think the compromise plan will change any Republican votes on the first issue thatSnay arise That would involve an expected ruling by Vice President Barkley that a debate-limiting cloture petition which may be filed next week Congressional fears of possible new billions in cost apparently had doomed Saturday President Truman's proposal for expansion of federal public assistance or home relief to include needy persons able to work There were signs that Congress may bring no more than 10000000 additional persons under the old age insurance program Mr Truman has asked that 20000000 be added bringing the total to 50-000000 After a week of House Ways and Means Committee study of Mr proposal for a vast expansion in the social security program the picture shaped up about like this: 1 Congress may expand home relief to cover persona disabled and unable to work but not to include as the President requested The direct assistance program now costing the government $1100000000 a year in a funds-matching arrangement with the states is limited to aid for needy aged the blind and for dependent children 2 Old age insurance benefits may be boosted and some additional millions may be blanketed under this program possibly including some self-employed also employes of state and local governments and maybe some other small groups But two big groups farm workers and household workers may remain outside the program 3 Congress may increase the social security payroll taxes to cover any increase in benefits Mr Truman has asked that the one per cent tax on pay and payroll be boosted July 1 to 1 per cent against each and on January 1 to two per cent Truck Caused Light Failure A brilliant flash which lighted the downtown section of Kingsport at 7 pm Saturday proved to be nothing akin to an atomic bomb but simply the result of a truck's backing into a power pole on East Wanola Street Lights in the Five Points section were turned off by a repair crew which arrived on the scene shortly after the accident and were kept off until 8:30 Street lights were off momentarily throughout the city as a result of the accident Firemen reported they were called to the scene but found upon arrival that the hot wires give his defense secretary the full authority he needs to direct the frequently feuding armed forces To bring this about he recommended that the service unification law be changed to set up the present National Military Establishment a full-fledged "Department of Defense" In a special message to Congress where lawmaking currently is slowed down by a Senate filibuster urged consideration for his recommendations This urgency sprang from two things: 1 The assertion that it is essential to have an effective and workable organization in a world of long range bombers guided missiles and atom bombs 2 The fact that within a month new defense secretary' Louis Johnson will succeed James Forrestal The outgoing secretary has complained of insufficient authority over the three elements of the unified military establishment the Army Navy and Air Force While Mr Truman did not mention this point one of the basic troubles of the defense establishment Is that it existed chiefly as coordinating agency of govern ment It has not been a true department of government with the department chief having full au thority over all units in it Nor docs it have as other departments an undersecretary and happened to the hospital building program for the state of Tennessee? What happened to the bill introduced in the legislature that would make state funds as well as federal funds available for hospital construction? Did it pass? Is it going to pass? So many people deeply interested in the subject are asking these questions that a checkup seemed to be in order so that information could be brbught up to date What has been learned appears to justify the conclusion that there is reason for optimism Nothing has yet been done and there is many a slip twist the cup and the lip but the chances are very good that the program of a three-way division of the cost of building hospitals using local state and federal money will become a reality shortly after the legislature reconvenes on March 21st The situation is this The hospital building program is presently embodied in Senate Bill 227 and House Bill 357 The essence of the bill is that the state match federal funds which are allowed for the construction of hospitals Since under the Hill-Burton Act a state may pay one third of the total cost of building a hospital out of Federal funds which are alloted to the state This matching program means that the state would also match the amount that the local community or agency would put up As it is now the local community must pay two thirds of the cost But it now develops that there is a possibility that the 81st Con gress may amend the Hill-Burton Act so as to make it possible for the state to pay a larger share of the total cost of a project out of federal funds This is so far only a rumor It is known that there is strong sentiment for such action but the chance that it might happen has necessitated a change in the wording of the bills It is ore understood that the bills read that in the case of tv hos al building project which has been approved for the use of fedial funds the state will share equally with the local community or agency whatever part of the total cost is not borne by federal funds Thus if the federal government pays fifty per cent of the cost the state and the local community would each pay twenty five per cent if the federal government paid forty per cent then the state and local sources would each pay thirty At the same time Jf the federal law is not changed the new wording of the bill would have the same effect as the original wording The bills have been passed on first and second reading and are now in the Finance Ways and Means Committee No opposition to the proposal has been heard As one of the plan's sponsors said it was only necessary to point out the obvious in order to convince everyone that it should be done There is a general acceptance of the fact which has been nailed down by comparative statistics that the per capita number of hospital beds in this state is woefully low Everyone agrees that the federal money will not be put to work where it is needed most because the (See HOSPITAL Page 6-A) have cried yourself out of this the judge said She gave him a suspendetf fine couple of hours off the of the Robert Lee's speed run up the Mississippi River is the target for the new river towboat Truman" The Lee a steamboat raced the Natchez from New Orleans to St Louis in three days 18 hours and 14 minutes That was in 1870 said in a speech that efforts to reach an agreement between the Roman Catholic Church and the Hungarian government failed the Vatican placed their interests at the disposal of American (The Vatican has refused to negotiate church state differences with Hungary until Cardinal Minds-zenty is freed from his life sentence and freedom of religion is guaranteed in Hungary) tion against an American woman for an alleged cruel attack on his daughter The father Karl Bauer said an American Army wife enticed his daughter who had een dating the sergeant into her car and drove to a lonely spot There the American woman and her maid according to Bauer stripped the Bauer girl sheared her hair beat her and poured "a corrosive over her 4.
