McGovern's Race Began And Ended In Black Hills By WESLEY G. PIPPERT SIOUX FALLS, S.D. (UPI) George McGovern's stretch run for the presidency began in the Black Hills in late July. It probably ended there, too. In a rustic lodge in the first flush after the Democratic national convention, Sen.

Thomas F. Eagleton revealed to the nation that he had a history of psychiatric problems. Calmly, McGovern stood at his running mate's side during the anguished news conference and expressed his support in compassionate terms. When controversy continued to build over Eagleton's fitness, McGovern posted a press notice on the motel window saying he supported his running mate "1,000 per cent." But the very next night, McGovern went table to table at the Sylvan Lake Lodge and let reporters know that he was having serious second thoughts about Eagleton's place on the ticket. And on the following Monday night, in a Capitol cloakroom in Washington, McGovern asked Eagleton to leave the ticketnot, he said, because Eagleton had a history of mental problems but because the discussion of it threatened to dominate the entire campaign.

Miller, 54, of Lancaster scored a resounding victory for reelection to the U.S. House of Representatives from the 10th Ohio Congressional District over Ohio University history professor Robert H. Whealey. The 10th District gave the incumbent Republican 128,883 votes to Democrat Whealey's 47,287 votes.

The near 3 to 1 vote margin launched Miller on his fourth two-year term to the $42,500 a year congressional post. This was Whealey's first try for public office. A former Lancaster mayor, Miller also served as a member of the Lancaster City Council. He has served on the legislative committees of both the Ohio Municipal League and the National of Cities. Additional community service included membership in the Lancaster Community Improvement as well as the Chamber of Commerce and the Fairfield County Red Cross.

In the Congress, he has held membership on the House Agriculture and Public Works committees. An associate professor of Utah's Uinta Miller Is Returned To Congress history at Ohio University, Whealey holds a doctorate degree from the University of Michigan. He has specialized in the history of international relations since 1914. The Athens professor is 41 years old. He polled 110,795 votes to 82,267 for his Republican opponent, Kenneth F. of Coshocton, a state senator who served the 19th district before reapportionment. present 30th district includes Zanesville and 10 townships, motly the northwest quarter of the county. In Muskingum County, Applegate was edged by Berry, 9,892 to 10,737. He polled most of his votes in his home county, Jefferson, where he led Berry, 70,955 to 45,569.
