MieaffFsr CLEVELAND (UPI)-Leroy Kelly capped a 56-yard drive by circling end for two yards and going in for a touchdown in the first quarter and quarterback Mike Phipps hit Frank Pitts with a 68-yard scoring strike in the final period Sunday to lead the Cleveland Browns to a 27-6 victory over the Cincinnati Bengals. Kelly, who carried 22 times for 84 yards to move into fifth place among the all-time rushing leaders with 6,250 career yards, and Phipps sparked the Browns to their first score.

Phipps, making his first start before the hometown fans, connected on only one of four third down plays in the first quarter, but it was a big one. With third and six on the Browns' 48, Phipps hit Pitts with a 17-yard pass to the Bengals' 35. Kelly carried four straight times to the Cincinnati five and scored two plays later. Bernard Johnson fumbled the ensuing kickoff and Chip Glass recoverea tor tne Browns on the Bengals' 29. Three plays later, Don Cockroft booted a 31-yard field goal.

(UPI)- Josh Ashton hauled in a 24-yard touchdown pass with 4:12 left in the game Sunday to give the New England Patriots a 24-23 win over Washington as Red skins kicker Curt Knight missed two field goal attempts in the final 1:17. Ashton, a 23-year-old rookie from Tulsa, had his best day as a pro. (UPI)-i The Green Bay packers, taking advantage of Dallas mistakes and three field goals by rookie Chester Marcol, upset the Cowboys 16-13 Sunday to end the National Football League champions' winning streak at 12 games. Two of Marcol's field goals came after Interceptions off Cowboy quarterback Craig Morton. Mistakes Oilers HOUSTON UPI)-Quarter-back Dan Pastorini guided Houston to two first half touchdowns and a fumbling New York Jets offense gave the Oilers three second half "field eoals to enable the Oilers to upset the previously unbeaten Jets 26-20 Sunday. Pastorini hit flanker Ken Burrough on a 52-yard touch down pass in the second period to put the Oilers ahead 14-10 and Joe Namath, plagued by receivers who could not hold on to the ball, could never bring the Jets closer than three points. Hampton, who scored touch downs on runs of 56 and one yard, set Falcon rushing records when he gained a total of 161 yards on 29 carries Malone rushed for 103 yards on 18 carries and thus gave the Falcons two 100-yard perfor mers in a single game for the first time in their history. The Falcons, who had lost nine and tied two in 11 previous contests with the Rams, domin' ated play throughout. Bradshaw moved the Steelers in less than two minutes from their own 20-yard line. He hit Lewis for 16 yards during the drive before the scoring play The Steelers made their win ning march in seven plays.

The Cardinals had taken a 19 18 lead with about three minutes left when Norm1 Thompson blocked a punt by Bob Walden and ran eight yards for a touchdown. Jim Bakken, who had missed an extra point earlier the name, kicked the conversion for the one-point margin.
