A more detailed digest of th new law la filed herewith, Weleeer Park Enlargement Th moat extensive work under takes by our board during the past year has been the enlargement of Welsser park by the addition of fir acres to the north, to the centei line of Eokart street. Once before the board. In obedience to the practically unanimous vote of the qltlxena of the district to consider the matter, under took this enlargement, sut by reason of gross misrepresentation which were made, the Interested property holder, while not filing a sufficient re monstrance, did show such hostility to the movement that the board de elded to rescind Its resolution and drop th matter.

This year it was again taken up, but not before the board had received a petition to do ao by over coo Interested property holders, and on the further representation that the enlargement was very generally desired The average assessment upon the lots In ths benefited district was but IS. certainly 'a small sum to pay for a benefit that win be enjoyed by the city for a thousand years to come During the coming year this park will be greatly Improved, a fine two etory pavllon having already been arranged ror Other 1816 Acquleltiene, During the year a heavily wooded tract of land of about two acres, lying in tne northeast section or the city. waa donated to the board by Nicholas Kluav the Driving Park association and Qrover Layman, owners of the Grasamere addition The park will be known ae Klug park, named In honor or one or tne donors, it will make an meal neignoornooa paric it was chiefly through the efforts of Louis F. curdes that this donation was secured Lot 10. which Jutted into the southwest comer of Lawton park, was pur chased during the year for It 0 and aaaea to tne park area.

When Fort Wayne's Indlahn renten. nlal celebration waa to be held, the committee decided that there waa no other place so suitable to atage the pageant as at Reservoir park. The building of the atage upon the Island and the amphitheatre tison the anaca In front running back to and up the reservoir embankment, necessitated the removal of our tool house 'and quite a number of the tree which had attained a considerable growth As much as ws disliked to give our consent that this should bs done, we finally yielded In acquiescence with what seemed to be the general desire of the people ofrort Wayne, It was agreed by the fentennlal committee that a thousand dollars ahould be paid to our board with which to repair the damage that would be done to the grounds. This sum was therefore ex pended In restoring conditions to what Itney were oerore the celebration, ao far a that was possible.

Sr streets, which this new highway and nleaaure driveway would practically abolish, and at the same time greatly shorten the distance that now has to be traveled around by West Main street the only present approach In that part of the city from tne west Wt believe the nrlnclnle to ber cor rect that park' lands which always remain an lncreaalngly aluable asset of the city, should be purchased by an Issue of bonds that all the burden of their acquisition and Improvement should not fall upon the present gen eration, but that generatlona to follow should be given the privilege for aa a privilege they should rekard It Of contributing a part lowara me com pleted park system they will enjoy. The issuancs of Bonds But city oOlclala have felt that the comparatively small borrowing capacity of our city, under our low atata constitutional limit of debt ahould not be lessened, for fear some emergency might arise where all that capacity would be needed. They have therefore been a erse to an Issue of bonds 1 for acquiring, park, ah4 have been inclined to beueve inai in this they represented the wishes of their constituents The readiness with which our people recently voted ten to one, for the Issue of 1225,000 of bonds for the building of an auditorium Is calculated to lead one to doubt whether our officials have correctly Interpreted public aentlment Statistics gathered by our board a few years ago from all the cities of the country demonstrated that proposed" bond Issues for park purposes had almost Invariably carried, by large majorities when sub mltted to a vote of the people An Investment. Not a Tsx. Acquisition of land properties by the city Is an investment not a tax, and an Investment which so rapidly Increases In value that If our American cities were run simply as great business enterprises which la all they really are could be.

If such lands were wisely handled made to pay the running expenses of our city government as Is to day the situation In certain German cities Een now, when Fort Wsyne has any bonds to anil, she can say to probable pur Chasers that our park lands alone are worth over 1750 000 more than double our entire city debt Qur New parK peara uw, Ruv accenting' the situation aa It exists our beard. In common with the park boards or otner secona cimse Indiana cltjes, worked out a law supple, mental to that under which we now operate, which provides that upon aJ favorable vote or me peop ij constitute out nf th entire dty a single park district for tne purpose oi acquiring and Improving park proper ties by n.v Issue of Improvement oj assessment bonds; that do not become a debt of the city, and do not there fore, lessen 1U power to market Its own bond under the 1 per cent debt nitatinn of our Indiana constitution. These Improvement bonds may run for any period not to excesa rurcy years, and may not to exceed per cent, and may not be Issued In ar skim exceeding I per eenC of the assesssd valuation of all property within the park dlstrlot thus formed As ths bonds thus Issued are not tax able, they could at present be easily sold en a 4 per cent basis They are to be Issued In series, and an equal amount paid each year sufficient to retire alt the bonds within th limit 4 ttme 4I ene i run Three Valuable Conslderetlene.
