GODWIN United Praaa infarnaHonal (WASWGTflN (iOPI) — The Agriculture Department is doing a thriving business in the .bartering of surplus farm commodities for strategic and other materials for stockpiling and for certain supplies and equipment required by the Defense Department and other government agencies. During the October • December quarter of 1961, the department negotiated $17.7 million in barter contracts calling for the exchange of surplus farm -commodities for materials from foreign countries. The contracts provided for the exchange on an equivalent value basis. Barter contracts in the previous quarter -totaled $27. million. The barter contracts in'the October-December quarter covered wheat, tobacco, com, grain sorghums, barley.cotton, rye, rice, dry milk, and butter. Wheat exchanges accounted for 42 per cent of the total, tobacco for 28 per cent, corn for 21 per cent, and grain sorghums for 6 per cent. The other commodities covered the remaining 3 per cent .Operators of 75,621 farms had agreed through March 15 to divert 1,861,000 acres of barley-producing Hnd from production - under the -jed grain program. O. Hooper of W. E. Button & Co. The analyst says there is little evidence. of domestic selling in them, "largely because the impact of the' health factor long since has been pretty well absorbed by American investors." Martin Gilbert of Van Alstyne Noel & Co. says stock prices at Tuesday's opening had lost over 15 points from their infra-day high of March 16 and should now begin to attract buying. In this respect, he says, there should be support in sufficient quantity to take everything offered. There continues to be consider- far as the immediate stock market is concerned, Walter Mintz of Shearson, Hainmill & Co. feels. He points out that the April 15 tax' deadline is approaching and some funds may have to be withdrawn from the -market to meet the demands of the Treasury. James Dines, the A. M. Kidder & Co. analyst, says there is still no change in his conviction that April will see the start of a spring rally that should extend into new all-time high ground towards the 750 level in the D-J industrial average by April 30.
