She gets frustrated. She can be outwitted because she's so serious. Her determination boxes her in. Van Owen isn't known for doing things on impulse, but on a show early this year she did suddenly kiss Victor Sifuentes Oimmy Smits), fulfilling one of Grace's fantasies. She was not in the "L.A.

Law" pilot, but was cast after running into executive producer Bochco at a school function for their -children. Bochco was looking for a love in- terest for Kuzak. Dey says she spent about a month in court with a deputy public defender researching an earlier role for another pilot. She used that as background for the character of Van Owen. The daughter of a newspaper" editor from upstate New York, Dey had done commercials and modeling before making her debut as Laurie in "The Partridge Family" in 1970.

The show, starring Shirley Jones and David Cassidy, was about a singing family. Her next series was "Loves Me, Loves Me Not," a romantic comedy co-starring Kenneth Gilman that lasted only a few weeks in 1977. Allen Lawson, "Wizard of Oz" fanatic The Associated Press DAYTON To say Allen Law-son is a fan of "The Wizard of Oz" is a wild understatement; he boasts one of the largest private collections of memorabilia from the movie and watches the film at least once a week.

"It is more than a movie," said Lawson. "It's a transcendent way into another world." The 32-year-old Lawson, a truck driver, first saw the film when he was 7. From that point on he was hopelessly hooked. "It has magic," Lawson said. "It will cast a spell on you.

When I'm down, it lifts me up. When I'm sad, I can go home and watch that movie, and I'm fine." Lawson began collecting Wizard of Oz memorabilia when he was a teen-ager. He said he has accumulated posters, sheet music, lobby cards, photographs and previously untold stories about the history of the movie and the people who produced it. He has corresponded with Margaret Hamilton, the "Wicked Witch of the West," before her death in -1985, and has letters from Bert-Lahr, the "Cowardly Lion," and Jack Haley, the "Tin Man. In addi-, tion he has met with Liza Minelli, Judy Garland's daughter, and Ray, Bolger, the "Scarecrow.

Lawson has also met 10 of the midgets who played the "Munch-, kins" in the motion picture. "They still live very much in the shadow of the movie," he said of' the Munchkins. "They are very proud to have been a part of that" film. That movie changed all of. their lives." Lawson never tires of viewing the movie and has worn out two videotapes of it.

JACKSON, Miss. Laughter, music, happiness and even a few tears helped celebrate the 80th birthday of literary giant Eudora Welty here Sunday. Friends came from as far away as both coasts and from as near as Welty's Jackson neighborhood to show appreciation for the native who never left home. Welty joined an audience of about 2,000 for "The Welty Concert," by the Mississippi Symphony Orchestra in Municipal Auditorium. National TV newsman Roger Mudd, a friend of Welty's, was emcee.

By anybody's estimate, it was a birthday party to remember. "I felt like I was close to tears the whole time," Welty said at party's close. "And Roger, his was an expression of friendship and I valued it enormously. "I was really thrilled by the whole thing the whole occasion and what was behind it. I know my hometown has always been good to me and sympathetic.

The 1-12-hour concert included performances by the symphony and four combined college choirs. Highlights were two works dedicated to Welty, "Concerto for Orchestra" from by James Sclater of Clinton and "Welty Women: Lotte Elisabeth Eckhart" by Kenneth Haxton of Greenville. Conducted by Colman Pearce, both earned standing ovations.

Sclater's was a world premiere piece commissioned for the concert. Between pieces, Mudd gave a fond, humorous tribute to Welty. "Eudora Welty's magnificent presence in Jackson all these years should tell all of us in this hall something about loyalty and fidelity," he said. "It is here that Eudora listens to your words and watches your lives and ob you to reveal yourselves. "What higher compliment Eudora could pay her hometown and its people, I cannot imagine." At concert's close, Welty was visibly moved when all sang Happy Birthday and her five grandnieces and grandnephews filed by her chair.

Four gave her kisses and 11-year-old Elizabeth Eudora White presented her with flowers. Later, hundreds went to a Governor's Mansion reception for Welty. Gov. Ray Mabus said of Welty, "For somebody with that talent and that much acclaim to be as down-home and hospitable and humble as she is, it's such a joy. She's a Mississippi treasure, a human treasure and a good friend." Mudd said, "It's so rare to see an outpouring like this for somebody who has been in the public eye so long.

His most cherished possession is a full-page color ad that appeared in the Chicago Sun-Times in 1939 as original promotion for the movie. Lawson hopes to exhibit his collection so he can share it with the public. But security is a concern and he won't leave the collection alone with anyone.
