Kven tually tha Idea waa taken up by the Commercial Club, of Dee Moines, Iowa, an exhaustive study of tha subject waa made, and by taking advantage of the experience of tha Texas cities. For the purpose of enabling tha peo pie to exercise complete control over the board of dtrectora they can use tha recall on one or all of the board. These five positions are responsible ones, having tun control over ail affalra ol tha city therefore requiring experienced, and trained men each one especially se lectad for the work of hla department. Under the business system th five officials who manage the city are appointed and remain In office ao lonsj aa they doj satisfactory service, conse quently we get long tenure of afftoa.
