Unless, that is, they care to risk being shot by border guards. Travel to other Communist countries is reserved for the pr ileged few because of shortage of foreign exchange. Facilities in East Germany are completely inadequate to deal with the numbers who would like to have a break in the country or by the sea. Tight Controls Vacation travel is tightly organized by the state and preference is given to the best workers or most loyal party supporters. Private travel is virtually impossible.

Besides, most spare beds in vacation areas are requisitioned by trade unions or the official travel organization. Priority at camping sites is given to youth groups or other mass organizations. Inhabitants of resort areas are allowed to put up only their nearest relatives. Most vacations are organized by the Trade Union Federation. But it has only 1,260,000 "vacation checks" to give out for the whole year to its 6,300,000 members.

That works out roughly at one for every five workers. The federation owns 400 vacation hostels and rents another 812. It has requisitioned 30,000 rooms in private houses. Union Subsidies The cost of a 13-day vacation ranges between 30 and 100 marks to $25 according to wage rate and quality of accommodation provided. Subsidies from the unions makes up the difference in the real cost.

The vacations are cheap, but the workers don't get standards their Western counterparts expect. More than half of them must share rooms with three beds. The chronic food shortage is reflected in the fare provided. Rarely can a whole family vacation together. Nonworking wives are ineligible for the scheme.

It's hard to be optimistic while you wait for hours in lines to buy food which daily costs more. It's difficult to get excited about economic recovery plans when your salary buys less and less each month.

"What we need is a good dictatorship," says laborer Joao da Silva, 30, a father of three who makes about S30 a month. He says many of his neighbors and coworkers feel the same way. They want leadership. Joao isn't worried about losing his democratic freedoms and he isn't particularly communism. He is interested interested in how he's going to feed and clothe his family.

"The way it is now, the president can't just up and do what needs to be done," says Joao. "He has to ask Congress and a big fight gets started and it never gets done." The Brazilian government's efforts to solve this nation's financial problems have been hampered by continuing internal political and economic pressures, unrest in the armed forces and a slow-moving Congress. Despite the ambitious aims of the three-year economic recovery plan, the cost of living in the-first five months of 1963 has shot up dation, compared with a 14.3 per cent increase for the same period last year. The price climb leveled off in April and May to about 4 per cent after hitting a peak of 9.7 per cent in March. The problem for the low-income worker is that the big increases recently have been in areas of basic necessity such as food, clothing and medicine.

Clothing last month took a 14.1 per cent jump. Even so, there is no sign of any imminent leftist coup. Leftist leadership is scattered. One leader is Leonel Brizola, a brother-in- law of Brazil's president, and signs have popped up recently on Rio walls saying: "Agrarian reform or reform by revolution" and "Brizola is right." But nationally Brizola carries scant weight. A noted columnist, Ibrahim Sued, seemed to be speaking for many when he asked of Brizola: "Leader of what" On the positive side, Finance Minister Francisco Santiago Dantas, the strong man of President Joao Goulart's Cabinet, says a new SCO-million credit released by the International Monetary Fund will take care of Brazil's balance of payments problems for the re-j mainder of the year.

Dantas and other Brazilian economists interpret the credit as tion and achieve stabilization. Goulart meanwhile has informed a labor union group that he op-; poses any attempts to put strike! pressure on Congress to speed up! action on reform legislation. The leftist-dominated unions! want to call a general strike to hasten congressional action on agrarian reform. Despite the gloomy outlook at the moment, there are long-range signs of great promise for South America's largest nation. Brazil's steel industry is becoming an important economic factor.

New mills are constantly increas- ling steel production. Sao Paulo's industry appears to be coming out of a slight recession. A highway has been opened linking Bahia in the poverty-stricken northeast with the industrial south. Another highway linking the capital. Brasilia, with Belem in the north is nearing completion.

Brazil has often been called the "sleeping giant of the Americas." The optimistic see the nation's current struggles as the first toss- ings of the giant as it awakens.
