Smith on conspiracy charges went, into its fourth day after Smith and his honey-haired wife took the stand yesterday.

Smith, former Charles County owner, testified more restaurant, hours Wednesday in the confusing robbery case that resulted in the fatal shooting of a State Police officer two years ago. Smith denied knowing a former Washington policeman involved in Honor System Works LOCKPORT, N.Y. (AP) iff's deputies say the honor system of self service drinking underwent a successful test at the Walmore Inn, Town of Niagara. Answering a report of four men being inside before opening time, they sped to then tavern. Sure enough, the were inside "drinking and paying for each drink and making the right change from the till." Owner Stanley Gibbs said he forgot to lock the door.

Officers took the drinkers' names but no charges were placed. A third defendant, Albert G. Carbonneau, 33-year-old television repairman, is serving a nine-year prison term for manslaughter in the fatal shooting of Lt. Leonard N. Brown. The officer was hit by a bullet as he and several other officers were staked out at Smith's house," in the early morning hours.

Smith, 35, is accused of conspiring with Salem to prejudice Carobonneau. Smith told Judges J. DeWeese Carter and Thomas J. Keating in Queen Annes County Circuit Court yesterday that was stranger to him when telephoned salere an alleged robbery tip. Salem related that Carbonneau was planning to rob the restaurant, vised Smith to tip off police, Smith said.

Smith's ex-wife Betty married Carbonneau after the shooting the couple was divorced. Bailey Attorneys and Agents Colonial Building Salisbury, Maryland Phone: Pioneer 9-5144 6 26, 6-2, 6-9, 6-16 Pursuant to the provisions of Article 14-B, Annotated Code of Maryland (Chapter 69, Laws of 1960) the following regulations govthe numbering, operation, and equipment of vessels on the erning waters of the State of Maryland have been adopted jointly by the Tidewater Fisheries Commission and the Game and Inland Fish Commission to be effective July 3rd, 1960: Regulation No. 1 Numbering Pattern. The following numbering boats ads under the Maryland numbering pattern is herewith established: "(a) The identification numbers awarded under the State tem shall consist of three parts.

The first part shall consist of the letters 'MD' idicating this state. The second part shall consist of not more than four (4) arabic numerals. The third part shall consist of not more than two (2) letters. (b) The parts shall be separated by a hyphen or an equivalent space. As examples: MD-1A; MD-1234-AA; MD 56 ZZ (c) Since the letters 'I', 'O', and 'Q' may be mistaken for arabic numerals, they shall not be used in the suffix," Regulation No.

2 Display of numbers on vessel. 1. The identification number awarded to any vessel under the Maryland numbering system shall be displayed thereon by being: (a) Painted on, or attached to, each side of the bow (i.e. the forward half) of the vessel; read from left to right; and in such position as to provide maximum visibility; (b) In block characters of good proportion not less than 3 inches in height; (c) Of a color which will contrast with the color of the background (i.e. dark numbers on a light background, or light numbers on a dark background) and so maintained as to be clearly visible and egible.

2. No other number shall be carried on the bow of the vessel. Regulation No. 3 Application for number, The application for a number shall include the following: (a) Name and address of owner. (b) Citizenship of owner.

(c) Hull material (wood, steel, aluminum, plastic, other), (d) Type of propulsion (outboard, inboard, sail, or other). (e) fuel (gas, diesel, other). (f) Make, model and year built known). (g) Length, measured from end to end over the deck excluding sheer. (h) Statement as to use (pleasure, livery, dealer, manufacturer, commercial, other), (i) A statement of ownership by applicant.

(j) Signature of owner or owners. Regulation No. 4 Certificate of Number. The certificate of number shall include the following: (a) Name and address of owner (b) Number issued (c) Expiration date (d) Make or model or type of boat (e) Hull material (wood, steel, aluminum, plastic, other) (f) Length of vessel (g) Propulsion (inboard, outboard, sail or other) Regulation No. 5 Reporting of Boating accidents.

Reports of boating accidents shall be made on forms to be provided under the following circumstances and shall contain information as set forth in this regulation. "(a) A written report is required whenever any one or more of the following occurs on board, or involving any vessel: (1) the death of any person from whatever cause; (2) the disappearance of any person from board under circumstances which suggest any possibility of their death or injury; (3) the injury of any person sufficient to require medical attention; (4) the loss or damage to property of any kind (including the vessel) in an amount of $100.00 or more, (b) Whenever death is the result from a boating accident, a written report shall be submitted to the Department of Tidewater Fisheries within 48 hours. For every other reportable boating accident, a written report shall be submitted within five (5) days. (c) Every written report of a boating accident shall contain the following information: 1, The numbers names of the vessels involved. 2.

The locality where the accident occurred. 3. The date and time of the accident, 4. The weather and water conditions. 5.

The name, address, age, and boating experience of the operator of the reporting boat. 6. The names and addresses of the operators of other vessels involved. 7. The names and addresses of the owners of vessels or other property involved.

8. The names and addresses of all persons killed or injured. 9. The nature and extent of injury to any person. 10.

A description of damage to any property (including vessels and estimated cost of repairs. 11. A description of the accident (including opinions as to the causes). 12. The length, propulsion, horsepower, fuel and construction of the reporting vessel.

13. Names and addresses of known witnesses." Regulation No. 6 Change of address. Notification as to any change of address or of loss of a boat shall be governed as follows: (a) Whenever the owner of a vessel numbered in Maryland changes his address from that shown on the Certificate of Number he shall, within 15 days thereof, send written notice to the Department Tidewater Fisheries of his new address. (b) Whenever a vessel numbered in Maryland is lost, destroyed, abandoned, or sold and transferred to another person, the owner thereof shall, within 15 days thereof, send written notice of such change of status to the Department of Tidewater Fisheries.

Regulation No. 7 License Fee for fleet owners. Special licenses granted to owners of fleets of boats shall be $2.00 for each boat, but shall be for a period of only one year. Regulation No. 8 Temporary Numbers for Dealers.

Numbers for dealers and manufacturers may be purchased for the same fee as for fleets (Regulation No. 7.) They may be transferred from one boat to another and affixed in a temporary manner. In making application the dealer or manufacturer must state it is for this type of number. The number may be used only on a boat being demonstrated, tested or photographed by the dealer. Regulation No.

9 Reciprocity, The reciprocity to be granted by Maryland shall consist of recognition for a period of at least 90 days of the validity of a number awards to any vessel by the Coast Guard or by another State under a numbering system approved by the Coast Guard. Regulation No. 10 Inland Rules of the Road. In navigating boats, the inland rules of the road, as set forth the Coast Guard pamphlet CG-169, dated May 1, 1959, and amendments thereto shall be observed. Regulation No.

11 Equipment for Motor Boats Equipment for Motor Boats be the same as is provided in the Federal regulations set forth in the Federal Boating Act of 1940, amendments thereto of 1958, and as may be amended. 5. No garbage, sewage, or other like waste material may be dumped, discharged or otherwise placed in the waters of said Lake from any vessel. 6. No vessel, except those manually propelled, shall be operated inshore from yellow tuovs which designate wharves, piers, docks, and bathing beaches on said Lake, except for departure and landing. The positioning of said buoys on the waters of said Lake shall be determined by the Game and Inland Fish Commission.

7. No aircraft of any description shall be permitted to land. remain or take off on or from the waters of said Lake without written permission first having been secured from the Inland Fish Commission and the Pennsylvania Electric Company..
