Three Planners OSHKOSH, Wis. (AP) Creation of the East Central Wisconsin Regional Planning Commission by Gov. Patrick Lucey before Saturday, when all regional planning activity in the area will ceased, has been urged by county officials. A state Department of Local Affairs and Development planning specialist, Paul Van Rooy, said after a hearing on the issue here week that nine county boards have officially endorsed formation of the council.
