The state Board of Vocational, Technical an Adult Education took the action because of a provision in the state budget review bill. It called for the tuition, which was imposed for the first time in the 1975-77 state budget, to increase from 7 per cent to 9.5 per cent of instructional costs. But tuition for college parallel courses at vocational-technical schools was kept at $15 per credit, or 25 per cent of instructional costs. The board also approved new materials fees ranging from $2 per credit to per credit. Opposes SSI increase MADISON, Wis.

(AP) Only a few verbal warnings have been issued this week since the La Courte Oreilles band of Chippewa Indians said it would require purchase of a tribal license by those non-Indians fishing within the reservation. "We are trying to give people plenty of time to get in compliance with the tribal code," tribal chairman Odric Baker said Tuesday.

"We are not coming in with any high handed tactics." Paul Belokin of Hayward, one the area businessmen who formed the Citizens League for Civil Rights recently, said he had heard of no incidents as a result of the new requirement. Baker said there had been a rapid increase in the number of individuals purchasing the tribe's $4.25 license since the requirement took effect Monday. (AP) An application will be filed with the Interstate Commerce Commission to abandon 50 miles of lines north of Baraga to Lake Linden and Calumet in Michigan's Upper Peninsula, Soo Line Railway officials said Tuesday. Soo officials said there has been only a minimal amount of traffic in the area. They said one of the main expenses is the cost of operating over the Portage Lake liftbridge. Soo President Leonard Murray said the state highway department recently billed the firm for $348,000 for past operating costs. Leonard said he hopes the action to abandon goes through speedily.
