Miller, who will turn 30 in October, is taking steroids in an attempt to reduce the bulge located between his sixth and seventh cervical vertebrae. If that two- to three-month treatment fails. Miller could opt to have season-ending surgery or try rehabilitation through rest. Miller said Tuesday that his neck has been bothering him for the last four or five days, during which time he has experienced tingling in his left arm and pain that caused sleeplessness.

Bears sign Morris: Running back Bam Morris, who was suspended twice for violating the NFL's substance abuse policy and who spent 89 days in jail this year for marijuana possession, was signed to a one-year contract by the Chicago Bears. Terms of the deal were not disclosed. Morris, 26, rushed for 744 yards in 1 1 games last season for the Baltimore Ravens, the team he led in rushing in 1996. With contract talks with first-round draft pick Curtis Enis at an impasse, the Bears have been looking to add some backfield help.

Morris, who was released by the Ravens in January, played at Texas Tech where he won the Doak Walker Award as the nation's top collegiate running back in 1993. He helped lead the Pittsburgh Steelers to the Super Bowl in 1996 and was the game's leading rusher. Brown returns: Offensive tackle Jamie Brown was back in San Francisco's camp after failing to show up for Sunday's exhibition game with New England. Though injured and unable to play, Brown was expected to be on the sidelines. The team eventually contacted him at his Santa Clara apartment late Sunday night and Brown then returned to the team's Stockton training camp, where he addressed players and coaches during a team meeting Monday night.

"I accept his explanation, his apology," coach Steve Mariucci said Tuesday. Brown, who missed practice last week because of a left hamstring pull, apparently was upset over the lingering nature of the injury and the perception by some in the 49ers organization that he was taking too long to get back. Lions add Jennings: Concerned about the recovery from knee troubles of starting tight end David Sloan, the Detroit Lions signed veteran tight end Keith Jennings. HAi ft i -Ml Five members of the Green Bay Bombers were selected to the first team of the Professional Indoor Football League. The top vote-getter was quarterback Jay McDonaugh. The former Western Michigan University star led the league in completions (220), completion percentage yards (2,385) and touchdown passes (56). Wide receivers Chris Perry and Heath Garland joined McDonaugh as offensive first-team selections. Perry, a former Adams State University standout, led the league with 88 receptions, 942 yards, 26 touchdowns and 172 points.

Garland caught 64 passes for 868 yards and 21 touchdowns and as second to Perry in scoring with 126 points. On the defensive sid of the ball, defensive lineman Derrick Coakley and defensive back Derf Reese were named first-team selections. Coakley, a native of Detroit, led the PIFL with 18.5 sacks and was eighth in tackles with 60. Reese, a former University of Wisconsin-Stevens Point cornerback, had six interceptions, second only to Madison Mad Dogs defensive back Ryan Buchanan's seven. Also recognized by the league were offensive lineman Jim Hob-bins and kicker Bryan Mader, a Kimberly native, who were both named to the second team.

Willie High, who had 106 points (fourth in the league), was named as an honorable mention selection.
