The grant money is expected to be divided between ERVTNG and a similar consortium located near Superior By Sherry Breiting Rlndt Post-Crescent correspondent CUNTONVILLE Despite the governor's continued commitment to providing a grant for the Embarrass River Valley Instruction Network Group (ERVTNG), a fiber optic distance education consortium, the needed $150,000 is not yet provided in the mini-budget "The governor has not loosened up his commitment to the program He wants the fiber optics program to be a success and he wants me to help him find the money," state Rep. William Lorge, R-Bear Creek, said Tuesday after meeting with Gov.

Earlier this year Thompson cut the grant funds from the state budget, but later promised to restore those funds in the mini-budget Thompson has now asked Lorge to help him trim $300,000 from other budget cat vanced placement classes, college and technical college courses, staff development programs and adult education courses. The system will also allow the schools to share instructors for programs that would otherwise be at a low enrollment leveL The telecommunication system makes it possible for smaller school systems to provide the same quality curricular offerings as larger systems. Members of ERVTNG studied the system for two years before entering into a contract agreement with Urban Telephone Corp. early this year.

Each district has agreed to make a $100,000 payment to Urban for equipment and transmission lines. Lorge has argued that because the ERVTNG system and a similar program in Superior are pilot programs and distance learning will eventually become a viable option to other school systems in the state, the finan cial burden of the start up costs should be shared at the state level Unfortunately, the state's budget deficit has nearly doubled since the governor recommitted to the grant program in October. In order to include the grant funds in the mini-budget Thompson is preparing, a like amount of funds must be trimmed from other areas of the budget. "The Legislature has passed too many spending proposals in the last year," Lorge said, adding that as a result the mini-budget is becoming a cost control plan. "We are going to get the grant money one way or another, but the budget is that tight," Lorge said, but he stressed that the fiber optics grant is not at risk.

Tommy Thompson nominated Wisconsin Public Service Commission member Cheryl Parrino to become chairman of the panel. "Cheryl Parrino has spent her entire professional career at the Public Service Commission, compiling impressive credentials," the governor said in announcing Tuesday his appointment which must be confirmed by the state Senate. She would succeed Charles H. Thompson as chairman of the three-member commission. Parrino, a Wisconsin Rapids native, was executive assistant to Charles Thompson before the governor appointed her a commissioner in February. She is chairman of the board of the Wisconsin Public Utility Institute and vice chairman of the board of the Wisconsin Center for Demand-Side Research. She was executive assistant to former PSC Chairman Mary Lou Munts from 1986 to 1987. When Munts term expired, Parrino was an acting commissioner from February to June 1989 before John T. Coughlin was appointed to replace Munts.

Parrino joined the PSC as an auditor in 1976 after graduating from the University of Wisconsin-Madison with a degree in accounting. She received several promotions while working as an auditor, and was named director of the commission's Bureau of Utility Audits in 1982. The PSC regulates the states electric, gas, water and telephone utilities, setting rates and approving building plans. "In her 15 years at the PSC, Cheryl proved that she is more than capable of assuming the chair," the governor said. "I know she will continue to lead the agency in the right direction."
