Sport Wilt Continue BY FITZ GERALD The death knell of boxing in New York under the Frawley law ill be sounded aCmidnight tonight but since Got Whitman issued his statement that bouts in legitimate clubs will not bViHterfered with lovers of the sport are quite willing to agree that every cloud has its silver lining Apparently boxing isnt going to take the count in the Empire State after all Until Gov Whitman made known his attitude on the question of the club membership system of holding bouts it was thought that the sport had seen its finish in New York for the time be inj at least As he led the fight against the iFrawley measure and as It was only after1 he had made it a personal issue that the legislators acceded to his demands to wipe the law off the statute books friends of boxing were theSopinion that he would put a ban on the club system Whitmans Attitude a Surprise tThty were agreeably surprised yesterday to learn that the governor con sidered bouts held in clubs with a le Sttimate membership perfectly legal ertjajnly the boxing promotors in New Tork are going to see to it that the membership of their clubs is legitimate As most of the clubs have charters it is quite likely they are legitimate anyway The outcome of the efforts of certain new Tork clubs to hold bouts for members only in the next few weeks Will be awaited with interest by followers of the sport In the meantime friends of boxing are lining up their forces to fight for the enactment of another law which will legalize the spqrt in New Tork A bill which would permit the holding of bouts under the law will be introduced at the coming session of the legislature Under the Frawley law boxing was conducted on a fairly high plane in New Tork The State obtained a handsome revenue each year from the tax it levied on receipts but bicker ing among the members of the commission and an unsavory expose of Conditions led Gov Whitman to make his fight against the law The framers of the proposed measure aim to profit by mistakes in the old law Will Improve Conditions So BUCceBSful were the workings of the Frawley law when it first went into effect that it was copied by other States and boxing enjojed a sudden boom Then undesirable eelements got to work TnNew Tork and they slowly but surely undermined the game If the sport does come back in New Tork under the protection of a specific law it will be op a better basis than ever before The death of a young boxer simply hastened the doom of the Frawley law It was later discovered that the man met his death not directly by reason ofjL blow Americans were beaten in a legal action brought by Kury Hageman the court of appeals today deciding that the Boston baseball organization must pay Hageman the salary he alleges is due him In 1912 Hageman signed a contract to play at J400 a month He was transferred to Jersey City and later to Den er His salarv was cut in Denver and the court holds that while a player may be transferred his a resolution requesting the redistricting in all minor league territory finally amended it to include only leagues of Class or lower The resolution which would have enabled the dissatisfied clubs of the American Association to carry out their merger was recieved with opposition when presented to a committee appointed to change the constitution of the National Association pt Baseball Leagues Thomas Hickey president of the American Association and Senator Cooper attorney for the Kansas ity club were among those who attacked it The committee of which A Baum of San Francisco president of the Pacific Coast League was chairman held its session behind locked doors and none of its members would discuss what occurred The other members of the committee are John Farrell of Auburn secretary of the National Association Morris of Fort Worth Tex president of the Texas League Dan ONeil of Hartford Conn president of the Eastern Association and Blewltt of Seattle president of the Northwest League When the convention reconvenes at 10 oclock tomorrow the resolution will be presented for passage Tearney wants a committee of three appointed with full power to act on readjustment of territory and a report of John Farrell secretary of the National Association of Baseball Leagues today revealed the inroads the war made on the minor leagues last season Ten leagues were obliged to suspend and several were forced to shift their territory to stir up new interest The American and National leagues and the Class AA and A leagues turned only 60000 into the hands of the minors for drafted players as compared with 150000 to J200000 under normal conditions Suspension until the end of the war of ten or twelve small leagues including two or three weaker organizations in Class probably will be recommended by President Sexton of the National Association at the meeting to morrow War taxes on traveling expenses and gate admissions and heavy subscriptions of the baseball public to the liberty loan and war chanties will force the smaller organizations to close if they attempt to start President Sexton said tonight President A Tearney of the Three I League which suspended its season last Officials of the Chattanooga club of the Southern Association filed a triple petition before the board of arbitration here today asking settlement of a dispute involving Kid Elberfeld manager of the club last season and Players Hyatt and Graft whom Elberfeld sold to Little Rock two days before the close of the season After the sale Elberfeld signed to manage the Little Rock club next season The Chattanooga club claims Elberfeld was under contract as manager for 1918 The club also wants the sale of Hyatt and Graff set aside and the releases of five other players Elberfeld set adrift cancelled
