senate of the Virginia general assembly today to a measure which represented the work of the temperance people of the State during the past sixteen years when after four hours debate by a voter of 24 to 16 the senate refused to pass the Jordan enabling bill which passed the house by a majority Of 3 votes The Jordan bill provided for referendum oC the State wide prohibition question to a vote of the people upon a petition of per cent of the qualified voters who cast their ballots In the last gubernatorial election Opposition to the bill was on the regal ground that it took from the general
