la an epidemic of social betterment In the clUes of the United States said Frederick Howe of Cleveland Ohio former State senator at a meeting at the Young Mens Christian Abso ctaUon building yesterday afternoon His subject was The City Problem and he discussed the work of bettering the condition of the masses in congested districts and told of the efforts which are being made along that line The democracy of to day Is bound to come Into nossesslon of the benefits that have accrued to It from the jasOcen tury declared Mr Howe The speaker said that during the latter part of the nineteenth century there was an upheaval toward the improvement of conditions for the masses In the United States Germany England France and New Zealand He said that the most and worst poverty was in the cities but It was in the cities that the most sympathetic appreciaUon of the condition of the poor had been realized and a movement in their behalf started Proposals called dangerous yesterday he declared In regard to the manner of municipal government are to day being used alnjost universally Doing Away with Bosses The city Is making use of the tools at hand for the public welfare and there has been a wonderful velocity of public opinion toward a more clean and free government and the doing away with bosses and cliques as shown in the cities of Chicago Cincinnati New York and Philadelphia Mr Howe told how Clevelands penal system had been revised with the purpose of making men and not money out of the prisoners He said that men who are arrested for being drunk or vagrants a now educated to feel some moral responsibility and are given the opportunity to receive mental and manual lnstruc Uon so that they may be of some use to themselves and to the community when they are freed lAst summer in Cleveland the prisoners for petty offenses were put on a farm and given almost absolute freedom During the whole summer only three escaped and the prisoners who regretted the fact most were the remaining prisoners who felt ashamed that any of their number should break the trust put lit them Shaking Off Graft The American city promises to be the most generous In Its democracy with the kindest attitude toward poverty and crime said Mr Howe The clUes are freeing themselves of graft and It is the common people who are making reform general The large corporations which endeavor to control the vital needs of the city are the enemies to fight Any Interest which finds it necessary for Its salvaUon to corrupt a community should be crushed by the community The city must step In and protect Itself The city that does these things will be the greatest History shows that the greatest city is the freest city Ownership and control of Its vital channels and the right to be free is the issue of one irremediable Society Is In the state of sin of mortal sin and there results therefrom a necessary evil Men may dream of a condition whence all evil suffering misery poverty will be banished but that Is a dream a beautiful dream If you will but only a dream It Is heaven not earth The poor you will always have with you No alchemy can change all the woes of life Into happiness But there is another kind of evil which results from accidental conditions which shocks the Christian conscience which could and therefore ought to be remedied Man is born Into this world to enjoy every reasonable pleasure and happiness And if there are those who on account of social conditions do not thus live Inasmuch as that condition may be attributed to society it Is a crime for society to tolerate it And notwithstanding the progress made by the working clas In the last hundred years a progress truly astonishing that condition exists for large numbers Every man should receive for his labor a living wage enough compensation to enable him to live in frugal comfort to meet the demands of his state to see his family grow and to protect him against old age It should not be necessary for the wife and the mother as well as the father to leave home and work in order to supplement the too small gain of the husband ani father And civilization cries out against the Iniquity of young boys and girls of tender age being obliged to work In factories to supplement both Their eyes become bleared their bodies bent they live In a fetid atmosphere both physical and moral and never reach full development Saturday night at the Public Library voted to empower its legislative committee together with the officers of the federated clubs to sit down and pray with members of Congress to remove the duty on works of art This unique motion was made by Mrs Mary Lockwood Mrs Edith Sage Emerson chairman of tne committee on art said that many fine art objects are being kept out of the United States by the unwillingness of their owners to pay duty on them If admitted free these works Miss Emeron said would eventually find their way into museums where they would benefit the public The Washington Colony secretary to the Board of Indian Com missioners presided Rev DyotM pastor of the United Congregational Church of Brooklyn preached the sermon and Rev Dr Judson Swift the field secretary made the report The subject of the sermon was Religious Knowledge It was a most earnest and eloquent plea for the dissemination of Christian truth showing that a true knowledge of God Is the strongest force for righteousness both with the Individual and the nation The secretary reported sixty nine new publications and two new periodicals added to the societys list during the year The new publications include fifteen different languages and the total number of languages and dialects in which the society has published Christian doctrine is 173 and the grand total of all publications from the home office fop eighty one years Is 759843 665 copies Visits Made Families The colporteurs employed during the year the report says have made 279 480 family visits and have distributed 63520 Volumes making the total results of colportage for sixty five years 15955848 family visits and 16 651458 volumes distributed and 9 375 983 cases in which prayer was offered or personal conversation had on the subject of Christianity The greatest problem looming on the national horizon is that of Immigration The figures Indicate that with the fiscal year ending June 30 next more than four million Immigrants will have arrived during the preceding four years They must be lifted to the plane of good citizenship The Christian literature published by the American Tract Society is indispensable In this work The society colporteurs meet and welcome them at Ellis Island the national gateway and also follow them to their homes with the literature and a personal visit The children and youth are directed to the mission stations and Sunday school The tract society is distributing literature among the immigrants In thirty four languages and dialects In Island Possessions The mission work In the island possessions is largely dependent upon the Spanish publications of the American Tract Society Its over three hundred distinct publications in Spanish prove to be the strong right arm of the missionar
