of the general staff with a view to establishing a fixed policy in relation to the installation maintenance and operation of all military means of Intelligence transmission and others are to be held before the matter Is brought to a conclusion Representatives of the engineers signal corps cavalry field artillery coast artillery infantrj tank corps and air services which branches of the army are concerned with the use of such systems have ettended the conferences Present consideration of the sub ject is concerned with the question whether the signal corps personnel alone shall lnstal maintain and operate all telegraph telephone radio sideration with a view to determining whether it is a satisfactory weapon for the purposes Intended what capacity magazines should be issued whether tripod is desirable whether luminous sights should be is sued whether a blank cartridge firing device should be Issued and how the sights should be graduated Officers Promotion Examinations Fairness to army officers that have had special or unusual service In connection with the emergency has led to an important decision in regard to their examination for promotion in the regular army Tn view of the fact that many permanent and provisional officers of the regular army have spent much of their service during the war in arms this other than those in which they hold permanent commissions boards for examination of officers for permanent promotion and boards for examination of provisional officers for permanent commissions have been directed to take that circumstance into consideration and to modify examinations so as to be fair to Individuals and at the same time to protect the Interests of the army Any permanent officer below the grade qf captain and an provisional officer that has served with an arm or staff corps or department other than the one in which he holds his permanent or provisional commission is authorized to apply to the adjutant general of the army for orders to report for examination before a board of officers of any arm of staff branch with which he has served Designations and Demotions Between November 11 1918 and Two and perhaps three reports will come ijrom the subcommittee of the Senate naval committee that in estigated awards of medals and crosses in the navy following charges submitted by Rear Admiral William Sims and other officers Senator Hale chairman ofthe subcommittee is preparing the majority report in which Secretary Daniels will be criticized severely it Is possible that Senator Polndexter will not agree with all the conclusions of that report and will submit one of his own and of course Senators Plttman and Trammel will submit a minority report Notwithstanding the fact that there has been some talk at the Capitol of calling off the contemplated Investigation of the naval conduct of the war with Admiral Sims charges aB a basis that officer and Secretary Daniels are preparing thoroughly to present their sides of the issue If supplemental investigation Is conducted it will be lntenselv in teresting Admiral Sims has prepared his caBe with great care He will be accompanied to Washington from the Naval War College at Newport unless Mr Daniels succeeds in frustrating him by four or five officers that have been accumulating data from copious records and who will assist in the submission of evidence All records of the Navy Department that relate in any way to the communications and recommendations of Admiral Sfms while In London have been overhauled at the Instance of Mr Daniels The reply to that officers accusations will go much further than was at first contemplated and it is likely that It will assume all the aspects of an attack on him Some officers of the Navy Department have urged Mr Daniels to make as big a fight against Admiral Sims as possible and to spare him In no respect believing that It is essential to present as convincing February 18 1920 some 2302 officers Te eseciX in 6V te IhfishflpWie and regimental or battalion headquarters in the event it is decided to give units of a division charge of the system and permit them to hae their own personnel to perform the signal work Heretofore there has been a lack of uniformity in the matter For example the artillerj brigade of a division has performed its intelligence transmission work with its own personnel and facilities and Bimllar work In the Infantry brigades has been performed by signal corps personnel In behalf of the signal corps reasons have been advanced why that branch should have entire charge of the installation maintenance and operation of means for communicating intelligence Representatives of the other branches have advanced reasons in support of the theory that the work in their respectHe organizations should be performed by their own personnel Ordnance Officers Retire Col Kenneth Morton of the ordnance department lately on duty at Honolulu as ordnance officer of the Hawaiian department was placed on the retired list on February 21 upon his own application after more than 31 years service Lieut Col John Rice will ibe promoted to nil the vacancy in the higher grade thus created Col William Gibson of the same department on duty in the ordnance office in this city will be placed on the retired list tomorrow upon his own application after more than 44 years service That retirement will result In promotion to colonel of Lieut Col David King and Lieut Col Tracy Dickson additional number Five vacancies in the grade of lieutenant colonel of ordnance have existed and these retirements will make two more As no officers of other branches of the service now detailed in the grade of major of ordnance are eligible for advancement to the rank of lieutenant colonel the vacancies are destined to remain unfilled for some time Protection of the Forests As a result of negotiations that have been under way for some time between the War Department and the forestry service arrangements have about been completed for cooperation of the army In the detection of forest fires Probably the system proposed will be put into use on July 1 next It is planned to have the army signal corps establish radio stations at various places In the vicinity of the forests and for the air service to provide airplanes pilots and observers to fly oer the forests and signal to the ground stations the location of fires that may be detected The signal corps aleo will furnish carrier pigeons for use in connection with the system erate army The total number of resignations since the signing of the armistice on November 11 1918 is Si 1 per cent of the resignations in the last seventy years The statistics show the present demoralized state of the commissioned personnel of the service Impairment of morale Is not lessened demotion of regular army officers from their emergency war rank pertaining to their permai ent commissions The demotion process has been going on continuously since the signing of the armistice and it is destined to proceed with increased numbers affected until all have returned to their permanent grades unless remedial legislation Is enacted before expiration of the law authorizing emergency commlBsiona There are persistent rumors in the service that there Js In course of preparation an unusually long list of officers most of whom are on duty in Washington In responsible positions rthat are slated for demotion bn March 15 and officers that may be affected are awaiting wrth apprehension announcement of the lists Embarrassment and complications are destined to occur as a result of the process Officers will find themselves junior in rank to thoso in the same office that hae been serving under them with less rank particularly in the case of emergency officers not belonging in lower grades to the regular army who may be retained on duty Members of Congress that have heard explanations of the Secretary of War and chief of staff in regard to the system of demotion of officers of the army that have adanced emergency rank are far from satisfied with the situation They continue to learnr of examples that are flagrant In the retention of officers In the higher grades occupied by them during the war while their former seniors have been relegated to their permanent places to become junior to those still possessing higher temporary commissions It is argued that the whole affair could have been managed better by beginning at the bottom in the demotions and working upwardly and so avoid the awkward situation that now prevails with certain officers suddenly finding themselves subordinate in rank to those to Whom they had been seniors There are thirty eight demoted generals now of the rank of colonel land lieutenant colonel in tue ciass at the General Staff College In this city all of whom served with distinction abroad and some of them as division commanders while others of the eame permanent rank who never went to France continue tremendous advantage that sometimes is overlooked by our own critics in drawing comparisons between expen ditures here and among our allies am Proposed Aviation Legislation Sessions are being held at He may give owners of land anywhere in the United States and its Territories 1 percent of any price they niay choose to ask It is pointed out that the bill as pow drafted would not prevent a dishonest official from Indefinitely renewing these options for lands Congress never would agree to acquire The other bill would empower the Secretary to make a present of a valuable option to former owners of lands He could return them to the former owners where compensation had not been made but they could have the option to refuse them which it Is surmised would be exercised where the Secretary was not parting with a bargain In case of such refusal the Secretary could sell the land by private as well as by publio sale at a price he appoints Abolition of Naval Districts Consideration is being given In the House naval affairs committee to a proposal to abolish the naval districts the cost of maintaining which members of the committee regard as excessive The Navy Department does not believe that action of that kind would be to the Interests of the service District commandants have come to perform useful service Experience of the war has brought out forcibly thej necessity for coordination in all nval activities and for continuing cooperation and cordial relations with other branches of the government municipalities and citizens In general In relieving the Navy Department of administrative details in their respectiverespective districts district commandants are performing Important duties and the system of administration is i decentralized Mobilization of hundreds of thousands of men emblem of the corps on their collar Heretofore they haveworn It only on their caps or hats whereas officers have displayed the emblem both on the collar apd head gear It was found in France that it was difficult to distinguish marines from soldiers Later the commander of the marine brigade authorized the men of his organization to wear the emblem on the collar but this expedient was not formally authorized by the commandant of the corps Following that Incident the matter of authorizing all enlisted men of the corps to wear the emblem on the collar was agitated and a recommendation to that effect now has been approved The emblem for enlisted men will be smaller than that for officers and it will be bronze for the khaki and winter field uniforms and brass for blue uniforms Somo 250 probationary officers of the mrne corps who were appointed on August 10 and 15 and September 15 1917 and who became permanent in the corps two years after those dates were examined last Octbber for the purpose of determining their rela tive rank among those of the same dates of appointment The marking of the papers of that examination has been a long and laborious task considering the number of
