JtepuhricanT candidates leaders and party managers while admitting that the Democrats lead in the party affiliation as recorded say that those figures He They point to former elections in Baltimore at which the Democrats affiliated vote exceeded that of the Republicans and yet the candidates of the latter won They further claim a majority of the declined vote They also claim what is undeniably true that Republicans in large numbers have affiliated this year with the Democrats in order to partici pate nest year In the primaries of the latter which they anticipate will more enlivening than their own Fore seeing local fights Democratic ward lead ers have induced the Republicans to reg isterras Democrats to help thetn out lit the city and State primaries next year when Msprizes will be at sUke The Republicans in Maryland because of the large negro vote avoid priniary fights as far as possible There is therefore the greater Incentive for Republicans to takV a hand in Democratic primaries In Prince Georges and Montgomery counties which are loselyt allied witH Washington geographically and otherwise recent elections show hundreds of voters registered a pembcrats but who mark the ballot for imports duty biit to the decrease of reVenues due to the reduction in tariff Schedules The main reliance of the Democrats is the Presidents feat in steering the country freebf war with Mexlca and entangling alliances in the European war The Presidents popularity has tlsenin Maryland Six months ago ft was waning because of his throwdown of United States Senator Smith and the congres sional delegation in appointments If Senator Smith is reelected and If he does not receive more recognition than has been given him at the White House In Federal appointments in Maryland Re publican incumbents may hold their jobs longer than they believed would be their good fprtune Storm Centers of Campaign The storm centers of the campaign in Maryland are in the Fifth and Sixth dis tricts which border on the District of Columbia Democrats are working to retain these districts which they won in the Republican slump two years ago Republicans are working to regain lost prestige there In the contest in the Fiftlv district Washingtonians have a peculiar interest because the Democratic and Republican candidates in that district axe closely identified with Washington Richard A Johnson theDemo cratlo candidate is alson of tlia jlte Kurtz Johnbh one of the mosJprbmU nent merchants arid capitalists in the city in his day He was aj native of Dorchester county Md Mr Johnson is a son in law of the late United States Senator Arthur Gorman the leader of the Democratic party in Maryland for a generation arid st Democrat xf national prominence He is backed by Arthur Gorman jr who wields a wide and potent influence in Maryland Democratic politics He is also supported by the most Influential Democrats of the District who were instrumental in nominating him over Frank 0 Smith the incumbent Outside of the support of the leaders of his party Mr Johnson is making good on his own account as a cam paignerV He has developed Into an effect tive speaker and mixer Mudd Making Active Campaign Sydney Mudd the Republican candidate is the son of that other Sydney Mudd who represented the southern Maryland district in Congress as a Republican for fourteen years He Is a ch oft the old block bold aggressive and resourceful In politics as was his father Mr Mudd is a lawyer arid resigned the office of assistant district attorney of Washington to become a candidate for the Republican nomination for Congress in the district so long represented by his father He won the nomination with ease Since the primaries he has been makingan active tour of his district accompanied by a brass band mounted on an autrf truck which arouses the enthusiasm of country folk especially colored people The fight between Messrs Mudd and Johnson Is closer than many Democrats Jxre Willing to admit despite the advahr lags pusssseeu uy xur oonnson in party affiliation records Both Appeal to Labor Vote In the Sixth district the Democrats have renominated David Lewis who they say has restored the district onihe map where it was placed by the late Louis McComas 30 years ago The Republicans have nominated State Senator Fred NZihlman of Alleganj of which county Mr Lewis Is also a resident In both nominations here is recognised the labor element In Allegany county an element which is popularly supposed to be the dominant political factor in the district The candidates and spellbinders are practically appealing to this vote How it will Jump is uncertain It will probably split even In other counties of the district including Garrett Washington Frederick Montgomery in each of which ther labor vote does not cut as wide a swathas In Allegany voters Irrespective of party affiliations and who are not identified with labor organizations say they are given the option of voting for a labor candidate Hence the voting wiir to some ex tent be a personal one with party affiliation cut out Tariff an Important Factor The district1 has a decided leaning toward protection which will be an Important factor in the line up of voters Mr Lewis is said to be undergoing a grooming bySenator John Walter Smith and other regular organization leaders as a candidate two years hence if he wlfis Whether Senator Penrose is tobe pen allied by the Vares who are the leaders of the great downtown section of the cityr because of his opposition to the candidacy of Representatlye William Vara for the and their only headway Col Roosevelt provides another doubt ful element His meetings have been large and enthusiastic It has been dem onstrafed that there Is a Very large independent vote In Pennsylvania the large number of persons who registered as nonpartisans showed that and the principal question is Whether the bulk of this vote will go tftrPalmer or Plnchot May Have Aided Pinchot Until Roosevelt came Into the State it was safe to say that Penrose was in the lead that Palrnerwas second and Pinchot a poor third Roosevelt however may have aided Pinchot considerably The effect of the third candidates strength is different here from in other States The voters are arrayed Into two classes those who want to vote for Penrose and those who want to vote against htm The fact that those who want to vote against him are divided is clearly In his favor The more strength Pinchot gets the more he will take away from Palmer One third arid possibly one half the Democrats In Pennsylvania will vote for Penrose This may seem surprising but it Is true The Democratic party has been badly split under the leadership of Palmer and McCormlck The manner in which they have ignored the party workers in the distribution of patronage has caused widespread discontent They have put Into office men who have never been Identified with Democratic politics Ignoring the workera Old Guard Thrown to Penrose The old guard Democracy supported City Solicitor Ryan of Philadelphia for the nomination for governor Great bitterness resulted from his defeat Palmer has stated in the past that the old guard had to be rooted out and it has been rooted out It hs been rooted out of the Democratic party and Into the ranks of Penrose Split tickets are likely to be a feature pf this coming election There are thousands of independents who will vote for Brumbaugh but who will not vote for Penrose and a great many Democrats will vote for Penrose who will not vote for Brumbaugh but or McCormlck so that they can take oath when they register for the next election that they voted for a majority of the Democratic candidates at the preceding election The local option Issue Js also figuring largely The prohibition vote w11 go against Penrose but notf against Brumbaugh because the latter Is personally pledged to local option although the Republican platform omits the issue In addition to the full Republican vote Brumbaugh will receive an enormous Independent vote for the simple reason that he is regarded as one of the strongest and ablest pen who ever appeared Jn Pennsylvania politics and his
