Frank "Frog" Seebantz, 705 N.

Richmond Appleton, was released from the Langlade County jail Tuesday afternoon following a hearing before Circuit Judge James Jan-sen. Seebantz' attorney, public defender Michael W. Hoover of Wausau, asked for a stay of the judgment pending appeal. Jansen, noting that Seebantz owns two parcels of land in the county and had made all previous court appearances, granted the stay and allowed him to be released on a $15,000 signature bond. Seebantz had been held in the county jail here awaiting transport to prison since being sentenced May 6.

He was found guilty in February by a jury of aiding and abetting Randolph J. Whiting, a former Oconto man convicted in March 1985 of killing of Margaret Anderson of Green Bay. Whiting was arrested Aug. 30, 1984, at Seebantz' mobile home near Glea-son, about 12 miles northwest of An-tigo. Seebantz, former president of the D.C.

Eagles motorcycle club, pleaded not guilty to the charge, contending that he was negotiating with Apple-ton police to turn Whiting in. No date has been set for any appeal proceedings. month. The report also noted that the year involved extra activity on the part of the Library Board developing plans for a new library. The architectural firm of Stubenrauch Associates was employed to do a feasibility study of the new library site at Eighth and Hemlock streets.

Friends of the Clintonville Public Library was organized in the fall of the year. Initial membership of 50' has risen to about 150, the report said. Although a proposal to begin construction of the library failed to receive council backing for 1986, the Friends group remains supportive through fund-raising efforts. The report also explains that as part of a plan to make the local library's resources available for sharing with other libraries and to provide quality service to local users, a comparison of the Clintonville holdings with the state-wide database, WISCAT, was started. Two people were employed to compare and match the local library titles with those on WISCAT and to record the necessary information.

The titles will now be listed in WISCAT to make the library's collection more accessible to other libraries in the area. CLINTONVILLE "Hie Clinton-ville Public Library is progressive and involved in seeking better ways to provide access to the many materials available for use at the local, regional and state levels," said head Librarian Harriet McCauley in her annual report to the Clintonville Common Council. The written report, submitted in mid-May, states that during 1985, Library Services and Construction Act funds were used to help develop guidelines for the preparation and presentation of library budgets for state libraries serving smaller communities. The Clintonville library was selected as one of a few libraries to be interviewed to learn how the budget is prepared and presented to the Common Council. As one of 20 libraries involved in a pilot project for Output Measures for Children's Services, statistics were gathered at the local library in April and October of last year from the children's and adult departments.

From the data collected it was learned that during 1985, the city library circulated 6.9 books per capita in the local school district; 42.9 of the school district residents are registered patrons of the library; and 32,851 visits were made to the library with an average of 2,738 visits per APARTMENTS Special Rental Incentive $300 Gift Certificate (Fnini American of Appleton ft iih Earh I Yr. Police suspected that water entered near a water pump on one of the two engines.

The craft was found mostly submerged by a park department employee who was moving equipment in the boat house, which is located on the north side of the Fox River next to Doty Park. At noon, police were pumping water from the boat and its bilge in order to inspect the craft closely. The exact cause of the leak had not been determined, but Capt. Ken Foster said some problems with leakage had been experienced this year. "We've been to every good boat man in the area to try to find out what the problem is, and they don't know," Foster said.

"Now we're going to go back to the factory." Police Chief D.J. Forcey said chances are good the boat can be repaired. The water is about six feet deep where the craft sank. Police had used a sling and block and tackle to raise the stern in order to pump out the bilge.

Neenah Police Officer John Towns said, however, that he did not number the blood samples until after returning to the station because of the cold weather, and he could not be absolutely sure the samples were numbered correctly. Fink unsuccessfully called for a mistrial because of the "misleading" nature of that evidence.

Hospital will get $3,493 SHIOCTON Elementary students here recently raised $3,493 for St. Jude's Hospital for Children, Memphis, by participating in a mathathon. This is the second year the school has participated in the event which allows students to practice math learned in the classroom while raising funds for the hospital. Students collected pledges for the number of correctly completed math problems. Last year the school raised $3,351.62 which was the second largest amount raised by a school in the four-state region of Illinois, Michigan, Minnesota and Wisconsin.

Even though the amount this year increased, Shiocton's placement slipped to fourth because of increased interest in the project. Top fund raisers locally were Bonnie Strebe (eighth grade) with Elizabeth Hill (first grade) with $108; Lee Block (second grade) with Denelle Wilkinson (sixth grade) with $102; and Christopher Fielding (second grade) with $101. 5 "1 C-135 R.0.
