street and Pennsylvania avenue last night the proprietor is out 10 worth of dishes and Is in 120 worth of gold teeth the latter having been knocked down his throat by one of his assailants of whom there were six Edward Bell of 118 street southwest and Henry Hunt and William Lusby both of 311 New Jersey avenue southeast were aresled by Policemen Armstrong McKeever and Morris of the Sixth precinct They are charged with assault and with destroying private property The other men in the irod got away when the police arrived A little before 10 oclock two men went Jnto the restaurant and ordered stewed oysters After eating them it is alleged they started out without paying for them fityroy Keronakos who was acting cashier in the absence of the proprietor asked them for the money They replied in an insulting manner it is said and then went out In the meantime Chaconas came back and was told of the occurrence It was not long before the two men returned with four friends and asked to see the waiter to whom they had been talking Chaconas says they jnade a threat and then he told them if trey had anything to say or any complaint to make to tell him about it Then the fighting began TRIES SUICIDE BUT FAILS George Tucker an Upholsterer Shoots Himself in Back of Head George Tucker an upholsterer fifty years old of 1106 Sixth street northwest attempted suicide yesterday afternoon by shooting himself In the back of the head with an old army rifle He was removed to the Homeopathic Hospital and after having his wound dressed returned to his home Tucker fired three shots two of which lodged in the bed in which he was lying The other grazed his head inflicting a slight wound According to the story of his mother Tucker was despondent over business and domestic troubles He Informed his mother yesterday morning that he was tired of living and had decided to kffl himself Mrs Tucker said she tried to dissuade him but while she was attending to household duties on the first floor of her home she heard rifle shots She hurried to the room occupied by her son and found him lying across the bed with a rifle under his head I ve done it mother he cried out when Mrs Tucker entered The police were notified and the man was removed to the hospital AID FOR FAMINE SUFFERERS Appeal Likely to Be Made to Relieve Starving Millions in China It is quite likely that an appeal win be made to the country within a few das for furds to aid the starving millions in China The State Department has received further advices from official sources In China which show that the situation there Is nothing less than terrible A dispatch from Nanking said that B0 000 people in that locality alone were actually starving It is estimated that 15000000 are suffering from the lack of food One of the ideas for relieving the situation is to send a shipload of grain The work will of course be carried on through the National Red Cross Officials of that organization are now making further January 17 and 18 The Bureau of Education has been ad ised ir George Parkin of the Rhodes trust that the next examination in the United States of candidates for Rhodes scholarships will be held on January 17 and IS 1907 The examinations are held in each State and Territory under the direction of the committee on selection in each State Killed by Automobile Express Wagon MUes Hawkins a colored street cleaner died at his home 2262 Eighth street northwest Tuesday from the result of injuries he sustained by being run over by an automobile express wagon on Friday December 14 The accident occurred at the corner of Maryland avenue and Four and a half street southwest The name of the driver of the wagon has net been learned by the police Markets to Close Christmas Day The Commissioners have ordered that the Eastern Western and Georgetown markets shall open not later than 5 a and close at 11 on December 24 and shall be closed all day on Christmas The same markets have also been ordered to open not later than a and close at 11 on December IX and to open at 6 a and close at 11 a on January 1 1807 Refuted Employment Agency License Branson Phillips 8 Seventh street northwest yesterday waa refused by the Commissioners a license to conduct an employment agency The refusal was based on the alleged admission of Pal lips to an agent of the research committee of the public education association that he had a yearly contract with disorderly bouses MaJ Sylvester started an investigation yesterday into the charge made by Mrs Viola Bywaters In her testimony at Cul pepee Tuesday that a physician of this city known as Dr Leon had performed an illegal operation on her Dr Leon or Leon Thompson of 457 Missouri avenue northwest who the police say is the man accused stoutly denies having ever seen or heard of the Bywaterses He maintains that a grave mistake has been made and declares he has never treated a woman answering Mrs Bywaters description Inspector Boardman said last night that no stone will be left unturned to trace down the guilty party If Dr Leon is guilty the inspector says his men will soon find It out for they are now making a thorough investigation Information Is being gathered from every available source said Inspector Boardman and It Is thought some definite knowledge will soon be in the hands of the detectives Sentenced to Gallows Dr Leon was once convicted of murder and sentenced to hang the police say but took his caBe to a higher court and won He has frequently been arrested for performing alleged Illegal operations The police have received no communication from Mrs Bywaters or her family regarding the investigation now being conducted but on account of the past record of Dr Leon MaJ Sylvester thought it advisable to make an investigation on his own initiative Whether the District attorneys office will take any cognizance of the accusations against Washington physicians in connection with the operations on Viol Strother now Mrs Bywaters while she was in this city Is yet to be determined according to a statement made yesterday bv Assistant District Attorney Harvey Given The question said he is properly one for police investigation That Is the usual channel through which complaints of such a character would come to the office of the district attorney and then this office would determine on its line of action No Complaint Received Of course any one interested could make a formal complaint to the office and thus the matter could be brought to us officially Up to the present time we have received no report from the police and no formal complaint This office knows no more than has been published in the papers as to matters brought out at the inquest into the death of Bywaters Conrad Grieb proprietor of the Hotel Montrose Fourteenth and streets northwest where Mrs Bywaters testified that she had registered as the wife of Bywaters while in this city underjroing the operation refused last night either to confirm or deny that Bywaters and the young woman had registered at his hotel He said I refuse to discuss the case It Is nobodys business what happens at this place Dr Walter of this city who according to Mrs Bywaters testimony at the coroners inquest attended her at the Montrose Hotel when she came here to submit to th operation said yeijerday that he had been called to the hotel merely to treat Mrs Bywaters professionally after the operation had been performed She was in a serious condition lie said Admitted Their Identity Bywaters and the girl admitted their identity and when he suggested that they marry they declared that it was their intention to do so According to Dr Walter Bywaters and Miss Strother were most devoted By waters he said apparently was much attached to his mother and made frequent trips to Culpeper to see her while Miss Strother was 111 here at the hotel Miss Strother told him said Dr Walter that Bywaters was the only man she had ever loved and Bywaters made protestations of great affection for the girl In Dr Walters opinion Bywaters was anxious to postpone the marriage because he was short of cash Bywaters told Dr Walter the latter said that he had been defeated for the office of treasurer of Culpeper County but he expected to be elected the next time and would then be on his feet financially Miss Strother told him he said that she expected to get some money from her fathers estate Dr Walter said also that he had never received a cent for his services to Miss Strother Dr William Walter with offices at 487 street southwest has been subjected to considerable annoyance oecause a Dr Walter has been mentioned in connection with the Bywaters case There has been no allegation that Dr William Walter had anything to do with the case SUBURBS BEING IMPROVED Northeastern Association Congratulates Itself on Past Successes The association should congratulate itself upon the many public Improve menta that have been secured through its efforts during the past year said President A Lawson at the meeting of the Northeastern Citizens Suburban Association in the Pathfinder building at Langdon last night Hardly any of our requests have been refused he continued Mr Lawsons words were due to the reading of several communications from the Commissioners in which it was stated that as a result of the associations petitions estimates would be made for a chemical engine company to be placed In the community and that estimates would also be made for the addition of four rooms to the Langdon School A third letter from the association for a water system in the school building waa referred to the committee on buildings and repairs of the board of education who promised to Install water pipes before the winter was over A resolution offered by I Baker petitioning the Commissioners to start as soon as possible work on the northeastern suburban sewer from Eastern Branch through Mills avenue to Brookland was adopted A resolution was passed Instructing the secretary to urge the Commissioners to Improve Rhode Island avenue between Fourth and iSixth streets northeast It was resolved that the executive committee urge the passing of the bills recently introducd in the Senate and House for the improvement of Twentieth street between Franklin and streets northeast Another resolution presented by Knopp was adopted requesting the Commissioners to have Contain 142000 Names 20000 MORE THAN THIS YEAR Big Book Shortly to Be Issued by Andrew Boyd Will Be Practical Demonstration of Greater Washington Government Clerks Number 28000 More Than 100000 Residents Colored Evidence that the Greater Washington is on its way to realization Is furnished by the Washington City Directory for 1907 published by Andrew Boyd which will show an increase of approximately 20000 names over that of last year The directory which is still unfinished will not be Issued until the middle of January but the work has progressed to the point where an estimate of the population can be based upon the returns already made The name John King invariably appears about half way through a city directory said Mr Boyd who has published more city directories than any other man in the country In all my experience I have never known this name to be farther thn a few hundred names from the middle of the book We are always Expatriated women have received a large share of the attention of thi special commission on naturalization expatriation and passports which reported to Congress yesterday A revolution In the present code of laws under these headings is proposed and ample means are provided for the American widow or divorcee to regain a place under the American flag Under no circumstances would the commission put a hardship on such women as Mme Gould or the Duchess of Marlborough to prevent them from regaining their American citizenship if they make application within one year after they have parted from their foreign husbands The same privileges are to be extended to widows Such a renaturalization will have the effect of naturalizing minor children born under other flags and In the case of the Castellane boys would bring about an interesting situation should the former Anna Gould decide to come to America to live and take up allegiance to Uncle Sam Members of Commission The special commission included Dr David Jayne Hill Minister to the Netherlands James Scott solicitor of the State Department and Galllard Hunt chief of the passport bureau of the State Department If the recommendations of the commission are followed It will also have a discouraging effect upon rich Americans living abroad and enjoying the protection of the United States while spending their American made money in European capitals Nor will such types of ex AmericansAmericans as William Waldorf Astor be put to the trouble of declaring the United States is a bloomin blarsted country tloncherknow and renouncing their citizenship AW they Will have to do Is the fact they are American citizens The Armenians Germans and Poles have caused the State Department no end of trouble in demanding protection A plan for keeping an accurate record of Americans living abroad is provided for All Americans living outside of this country are to be required to register with an American consular officer at least once a year Passports for Near citirens The commission suggests that the Secretary of State should be authorized to extend protection and grant passports to persons who have declared thair intention of becoming American citizens but that in the book by right when a propositipn to take into full membership a similar organization which has been in existence in the Navy Department for many years was considered and adopted By this action the War Made Administratrix Justice Gould sitting In the Probate Court yesterday granted ancillary letters of administration on the estate of the late Frederick Alvey assistant assessor of tho District of Columbia to his widow Mrs A Alvey of Frederick Md Bond was fixed at 5000 the value of the estate In the District being estimated at 3000 Letters of administration were granted to Mrs Alvey by the Orphans Court of Frederick Md where she gave bond for 30000 William Chism Drops Dead William Chism seventy four years old of 2215 street northwest dropped dead on the street near 2314 street about S15 with Care The canvass for 1S07 has been made with great care and we have been able to secure better results than ever before Last year a number of apartment houses refused to furnish lists but this from the number of names in the directory for this varies in different cities In New York for instance the number Is one fifth of the total population In Washington it has formerly been estimated at responsible for the death of Pasquale Mazanzane an Italian who died at the Emergency Hospital on Tuesday last as a result of Injuries alleged to have been inflicted by Wilson The assault which is alleged to have caused the Italians death occurred last Monday night Wilson it is said struck Mazanzane In the head with an ax when the latter remonstrated with him about talking to Mazanzanes wife Marshall Cockrill In Jackson four years ago For this crime Jett is now on trial He had made a previous confession implicating Judge Hargls and Sheriff Edward Callahan Jett to day claimed to be alone on the second floor of the courthouse when he fired six shots at Cockrill who was standing across the street The two men had exchanged shots two weeks before and in his statement to day Jett said that it was a case of his life or Cockrills The prosecution believes he is trying to shield two other men when he says he was alone at the time he murdered Cockrill GIRL SEEKS HEE FATHEE Chicago Man Mysteriously Disappears in New York New York Dec 20 Miss Margaret Mar lard of 904 Humboldt street Chicago called at police headquarters to day to ask assistance In her efforts to find her father Frederick Marlard from whom she has heard nothing since October 3 Miss Malard told the sergeant that her father drew 3000 from the bank about the middle of September and left for New York On October 8 the young woman added her mother died leaving 25000 in personal and real property I must learn whether or not my father la dead or alive said Miss Malard it was learned that Frederick Malard had
