Provision for this committee was made at -yesterdays meeting of the directors aft er the question had been informally discussed for an hour It was represented in this discussion that building operations are at a standstill and are likely to remain so for months unless special or organized effort is made to solve the problem The discussion developed two prominent features which it was said constitute the chief stumbling block to progress in building namely the labor situation and the prices of materials The labor situation was described as being a persistent demand for continuance of the wages and hours of 1918 Builder Explains Conditions One builder said the question of wages cculd be eliminated provided laborers would work the regulation 8 hour day He said that because of the high prices for everything the worker buys he did not see bow the worker could afford to labor for less wages than in 1918 but he emphasized the fact that the laborer could show a willingness to aid in the reconstruction movement by giving eight howrs of faithful work for the wages paid So far as the labor problem enters into the situation this builder thought living up to the 8 hour day was the solution of the problem With reference to materials much was said which showed that the dealersdealers in supplies are unwilling to concede lower prices except on the basis of the profits realized during the war period It was shown that these profits were much larger than in normal times Material Is Chief Problem The chief purpose of the inquiry therefore will be directed to a solution of the material problem President Brown was authorized to name a committee with representatives from the material men from builders real estate men banks and the public which shall make the investigation and report The question of making the commissioners of the District associate members of the board was referred to the committee on law to draft an amendment to the by laws Henry McKee was elected a member of the board of directors to fill the vacancy caused by the resignation of Robert Harper who retires to give undivided attention to the affairs of the Chamber of Commerce A resolution was passed providing for the usual summer outing of the board in the nature of a shad bake and a committee will be appointed to make the arrangements Admitted to Membership A resolution of eulogy upon the Official to Receive Shipments at 3 Per Cent Commission The project contemplating conversion of at least one of the District owned markets into a municipal market experimental station for the distribution of food without the intervention of middlemen will be adopted by the Citizens Food Council at Its meeting In the District building tonight The project will then be submitted to the District commissioners two of whom have expressed them Belves in favor of it As was outlined In The Post several weeks ago the plan provides for a point to which produce from all over the country may be consigned by farmers to Washington with assurance that it is to be graded and handled by a government licensed commission agent at a fixed rate of commission probably 3 Jer cent Under existing conditions it is pointed out by citizens who have made a study of distribution the commission mans profit ranges from 10 to 15 per cent while the wholesaler It is said adds a profit of from 10 to 20 per cent The project will be presented tonight by John McGrath president of the council The Department of Agriculture has pledged its support Heavy supplies of vegetables coupled with a slow demand
