sv I i at i i 3 1 KEEPS LETTER SECRET British Government WUfafot Reveal kaiser Views INCIDENT IS BELIEVED CLOSED Fact Lorl Tweedmooth Showed Missive to Foreign Secretary Puts Admiralty Chiel in Better light Lord Jaebery Attacks the Times as Yellow Journal Sayi Paper Has Endangered Peace jLondon Mar 9 The government has decided to Keep private tne pergonal letter written by Emperor William toXord Tweedmouth first lord of the admiralty in which it wag charged by the London Times his majesty attempted to influ ence legislation in the matter of the naval estimates of Great Britain How this decision which was an nounced in both houses of Parliament tills evening will please the country remainsremains to be seen Since A Balfour speaking for the opposition indorsed the policy of the cabinet It may be predicted that the public may consider the Incident closed A remark made by Lord Rosebery that the nation was making itself ridiculous overthia affair finds much support The discussion to day was brief and dry All the participants proceeded as if they were walking on eggs for criticism of the ruler of another nation is a delicate business Foreign Secretary Consulted The fact that Lord Tweedmouth consulted Sir Edward Grey the foreign secretary before replying to Emperor Williams letter was the only new fact brought out and it goes far to diminish the criticism of Lord Tweedmouth because it relieves him of all suspicion of anything resembling disloyalty to the interests of the navy The character of Emperor Williams letter is now generally understood The spiciest passage is believed to be the reference to Lord Esher that he had bet ter occupy himself with drain pipes and keep his hands off the navy Lord Esher was engaged In improving the drainage wyj tern of Windsor Castle when Emperor William was there recently An amusing featureof the affair is that all the sensational newspapers of London are lecturing the Times for its sensationalism hi exploiting the story Asquith Makes Announcement Herbert Asquith chancellor of the exchequer made the announcement in the House of Commons In a couple of curt sentences Mr Asquith who was acting as premier told A Balfour and his other questioners that he had nothing to add to his statement of Friday save that Lord Tweedmouth immediately upon the receipt of Emperor Williams letter showed itto Sir Edward Grey who agreed the letter had no ofltcial character and should be treated as a private communi cation It Is clearly out of the question con ttnued Mr Asnuith to lay private and personal correspondence on the table In the House of Lords the first lord of the admiralty described the letter from Emperor William as quite informal and very friendly Jord Tweedmouth ex pressed tils surprise at what he called the extraordinary outburst of the press during the last few days in connection with this matter He vouchsafed the information that he had on several occasions received letter3 from the German Emperor The particular letter was a private and personal one Lord Tweed noih declared very friendly tone and quite informal a Rosebery Attacks the Times The feature of the session of the House of Ixrds vasa speech by Lard RoseV bery who had the Prince of Wales in a seat besidv him The former premier made an attack upon the yellow JournalismJournalism of England with special referejee to tfe inferences drawn by the London Times from the letters We have witnessed Lord Rosebery raid the whole world drawing the absolutely insane inference that the German Emperor was attempting to influence Lord Tweedmouth with the view of cutting down the naval estimates and checking the increase of British armaments This country has been placed in an unseemly and ridiculous position and 1 am quite sure the idea mentioned never entered Emperor Williams head or the head of any educated person entitled to remain outside of a lunatic asylum There Is a section of the press which seeftis anxious to create bad feeling between these two countries and there Is an impression abroad that because Great Britain has arrived at a friendly feeling for France she should be hostile to Germany This section of the press took up this trivial incident to excite morbid suspicions between the two countries suspicions which In my opinion gradually are developing into danger for the peace of Europe In view of the anti German excitement prevalent at th9 present time especial interest attaches to the official announcement made this evening that the Prince rnd Princess of Wales are going to Germany the end of this month to visit Emperor William and the Empress Times Still Unrepentant Public opinion with regard to the discussion in Parliament yesterday of Emperor Williams letter to Lord TweedmouthTweedmouth as revealed by the press comment Tuesday morning is riot altogether satisfied with the official statement There still are grumblings especially from the section devoted to the anti government campaign in ravor of a big navy at the decision not to publish the correspond ence Nevertheless a majority both of the opponents as well as the supporters of tne government agree that the unfortu nate affair should now be permitted to drop into well deserved oblivion The Times however shown Itsolf thnr oughly unrepentant In an editorial after remarking that neither Lord Tweedmouth nor Mr Asquith denied any of its state ments and accusing Lord Rosebery of speaking wltnout knowledge the Times proceeds to say The Emperors letter no doubt con talned what may be called banter but It was in substance a long and elaborate argument intended to persuade Lord Tweedmouth that the German naval prep aratlons contain no menace at the present time or in the future to Great Britain and therefore he ought not to induce Great Britain to augment her fleet Tha Times contends that the British naval plans are still dependent upon the Jumping of the parliamentary cat and that therefore It was quite possible for the German Emperor to bring influence to bear despite the fact that the naval estimates already were completed Kaiser Resents Injustice The following from an authoritative source in Berlin describes the Kaisers attitude on the discussion In Great Britain on the development of the German navy The Emperor thinks it extremely unjust that in the English press responsibility for the Increase in the material expenditures involved by the augmentation of armaments has always been laid at Germanys door during the last eight rears The German naval programme was decided upon in 1900 and Germany has strictly adhered to it since then In spite of the demands of the German navy league All she has done has been to replace her old ships Germany is only bunding In accordance with her requirements for defensfrof her trade Great Britain is free to lay down as many ships yearly as she wants and nobody has a right to say a word yj me emperor it is declared feels himself so much an Englishman that he ioubly resents the doubts cast upon Germanys sincerity of motive seeing in them distrust of his own word wnpe0pxe dosTuaaj from savsamf pao separately and was Joined to the body1 In in JrTeguIar line former president of the New York Met chants Association and a committee of minority stockholders of the Metropolitan Street Railway Company in which the governor Is asked to remove Mr Jerome from office The answer is in tbe nature of a gen eral denial of the charges The governor said he vould announce the procedure to be followed kfter he had examined the document Each of the twenty three charges against him was taken up by Mr Jerome and answered in detail With reference to the charge which relates to Mr Jeromes campaign fund which was In charge of Howard Gans who was one of his assistants Mr Jerome says that save and except in a few Instances he was not Informed and did not know by whom the contributions to the expenses of his campaign were made Defends Untennyer Gift The answer sets forth also that the largest contributor to the fund so far as Mr Jerome knows was Samuel TJnter myer who has been for a long time a personal friend of the district attorney Mr TJntermyers contribution was 5000 The charges alleged this contribution was improper because Mr Untennyer waa an attorney for James Hyde formerly vice president of the Equitable Life Assurance Society To this the reply is made that Mr Untennyer at that time did not represent Mr Hyde In criminal matters and that neither before nor since that time has any evidence been produced to indicate that Mr Hyde had been guilty of any criminal act With reference to the charge that he had failed to bring prosecution for an alleged criminalconspiracy forthe flotation of illegal worthless and fictitious securities of the United States Shipbultd ing Company in 1902 Mr Jerome replies Impossible to Prove Crime That while It was probable that a crime hadbeen committed and that certain persons connected with the enterprise had been guilty of procuring money by false representations the legal evl dnce to prove the falsity of the representations could be secured only by tak ing the testimony of the witnesses tx fl different States Under the elementary criminal law MrV Jerome rays depositions of witnesses taken without the Jurisdiction ara not available and that he had no means off securing the attendance of the wltnesiav whose testimonies would have been es4 sentlal to make a case and that he waar therefore powerless to prosecute In reply to the allegation that the OfcMj trlct attorney had lost almost completely the confidence of tbe people the answea sets forth some of the numerous letters received since these charges have been filed containing assurances of confldenoei and expressions of approval
