"Our local news shows will also remain the same," Southard emphasized, adding that the change in affiliation "does not affect our staff at all. In fact, it should not affect the staffs of either station." Southard said no Federal Communications Commission action is necessary in order for Channel 5 to change its affiliation from NBC to ABC.

"The FCC does not get involved in network affiliations or in programming, for that matter," he explained. He said, however, that the FCC does require a copy of the contract between a network and its local affiliate to be filed with the agency. A Channel 5 news release on the change quoted James Duffy, ABC-TV president, as saying the network had "carefully studied the Green Bay market and feels the station and the network will be helped by making the switch in affiliates. We are particularly impressed with the management at the station and their strong commitment to local news." 'Southard said that although ABC's high opinion of Channel 5's local news programming was a major factor in the network's decision, the station's strong penetration of the Upper Peninsula through its WJMN-TV satellite at Escanaba, Mich. halfway between that city and Marquette, Mich.

The network future of WLUK-TV, Channel 11, the present ABC affiliate 'in this market, was uncertain today, but spokesmen said the station expects to begin conversations soon with NBC with an eye to affiliating with that network. WLUK-TV is owned by Post Corporation of Apple-ton. "We have been in conversation with ABC corporate headquarters in New York over a period of some months and came to a final decision (on affiliating with ABC) Monday morning," Robert O.

Southard, WFRV-TV vice president and general manager, said today. Hesaid thedecision followed ABC's "expressions of interest" in moving to Channel 5 as its Green Bay market affiliate. So far as Channel 5 is concerned, Southard said, "it was one of those difficult decisions-," adding that the station has had "a warm and cordial relationship" with NBC since 1959. "With NBC, we have built WFRV-TV into one of the top affiliates in the nation," Southard said. The exact date of Channel 5's changeover from NBC to ABC "is kind of up in the air," Southard said, "but we're hoping for early April or even earlier, if possible." He said the precise timing will depend upon "further negotiations" between the two Green Bay stations and the two networks involved.

Pressed for a prediction on the future of NBC in theGreen Bay market, the WFRV-TV general manager said "it would be my guess" that WLUK-TV will become the area's NBC affiliate. "The basic reason for shifting our affiliation from NBC to ABC," Southard commented, "is our admiration for ABC management and ABC's innovative programming, especially in reaching viewers in the younger demographic group."
