The NFL does not annouce such disciplinary action.

McALLEN, Texas (AP) Mike Miller passed for three touchdowns and Donnie Williams ran for two more to lead Southwest Texas State to a 42-13 NCAA Division II football championship over North Dakota State in the Palm Bowl Saturday. Miller hit wide receiver David Vela on scoring passes of 35 and 64 yards and tossed a 40-yard scoring strike to Vaugn Deary. Williams scored on runs of four and six yards as the Bobcats overpowered the Bison defenders. Southwest Texas State shutout the North Central Conference champions in the second half of the regionally televised game.

The Bison offense sputtered to a standstill after running back Mike Kasowski left the game after he suffered a shoulder injury in the second half. The Lone Star Conference champions ended the year with a 13-1 record, while the Bison took a 10-3 record back to Fargo, N.D. Southwest Texas dominated play after taking the lead 14-7, with 13:27 remaining in the first half. A crowd of 9,514 watched as North Dakota State got on the scoreboard first on their first possession of the game. Running back Kevin Peters broke for a 30-yard gain on the third play of the game and quarterback Mark Nel-lermoe took it in three plays later from the one to cap a 69-yard drive.

The Bobcats retaliated in the second quarter, scoring two touchdowns in just over a minute. Williams dashed six yards for the first score to cap a 51-yard drive that began when Southwest Texas recovered a bobbled punt. North Dakota State gave up the ball again on its own 39 and Miller found captain Carlos Junquet. Ashe, who earlier had said he would forfeit the match if it appeared the U.S. team would be disqualified for the well-publicized on-court behavior of its members, rushed onto the court and talked to McEnroe while Junquet approached umpire Bob Jenkins of Britain.

After his brief conversation with McEnroe, Ashe then talked to Junquet. But following the third game, as the two teams changed ends, Clerc said something to McEnroe and the two charged toward each other with the net in the middle. Ashe again rushed onto the court, this time stepping between the impetuous American star and Clerc. In the eighth game, McEnroe fell hard on his right shoulder as he was attempting to make a shot. After sitting on the blue-hued carpet and rubbing his right forearm just below the elbow, he arose slowly and pointed to a spot where the seams of the carpet had pulled loose.

Clerc then took Ashe and referee Kurt Nielsen of Denmark to his side of the court where he proceeded to pull up part of the carpet. When the right-hander started to pull up another section, Nielsen apparently gave him a warning. After a 23-minute delay to repair the court, Vilas held serve at love to run the score to 5-3, Argentina, and Clerc also held at love to even the match at one set each. There were only three breaks in the first two sets two coming in the first stH with Clerc the victim both times. But the third game began with three consecutive breaks and the Argentines, going after their first Davis Cup title, taking a 2-1 lead.

Clerc held serve to give Argentina a 3-1 advantage before McEnroe and Fleming broke Vilas in the sixth game to put the match back on serve. The Americans broke Vilas again in the 10th game at love to take the third set 6-4. But after McEnroe held serve to open the fourth set, Ashe returned to the court to restrain the volatile left-hander and he started after Vilas and Clerc. During the changeover, Ashe talked heatedly to his star player and McEnroe, although he could not be heard, was demonstratively replying to his captain. Again as the changed sides, Clerc and McEnroe traded comments and started toward each other.

When the confrontation ended, Nielsen moved from his customary spot in the stands to a chair at courtside immediately behind the umpire. Later, McEnroe confronted a photographer, who was winding film during play. When the photographer spoke in Spanish, McEnroe snapped back at him in Spanish. McEnroe lost his serve in the ninth game of the fourth set when the umpire overruled a linesman and called McEnroe's volley out at game point. Clerc then held at love and the match was tied at two games each.

The crowd of 11,888, the largest ever to watch at tennis match in Cincinnati, chanted "U-S-A, U-S-A" and waved American flags as the players moved into the fifth and final set. A small group of vocal Argentinian supporters, most of them seated immediately behind the Argentine players, responded by waving their flags as the tension mounted. Fleming lost his serve in the 13th game when Clerc snapped a cross-court forehand service return at game point. The shot stunned the crowd into silence. Not even the Argentine group appeared to believe that Clerc and Vilas were able to pull off the upset.

But it was not to be. The Americans broke Vilas at love to knot the score 7-7 before McEnroe had to stave off two match points and four deuces before holding his serve. "They played great better than they are capable of playing," McEnroe said after he and Fleming outlasted Jose Luis Clerc and Guillermo Vilas 6-3, 4-, 6-4, 4-6, 11-9 Saturday and gave the United States a 2-1 lead over Argentina in their best-of-five Davis Cup finals. McEnroe, the world's No.l player, can give the United States its 26th Davis Cup championship by beating ere in Sunday's first of two singles matches at Riverfront Coliseum. Vilas, ranked sixth in the world just behind his Davis Cup teammate, will take on American Roscoe Tanner in the last match. Argentina must win both singles matches Sunday to win its first Davis Cup title. "Davis Cup produces this sort of elevation of intensity and caliber of play," U.S.

captain Arthur Ashe said. "I think Clerc and Vilas could not have played too much better for being a pickup team. The caliber of play was exceedingly high. Some of the points were unbelievable." The caliber of on-court conduct by McEnroe was not of the same high quality, and it forced Ashe to make several trips onto the court to separate his volatile star from Clerc and Vilas. "Obviously, I was a little upset," McEnroe said, "but it doesn't take a hell of a lot to get to me." "Tempers are going to flare," Ashe admitted.

"That's the chance I took when I named McEnroe and Fleming to play. I'm not condoning it. I'm trying to keep my team from getting warnings and admonitions. Anyone who expects everybody to be angels is nuts." Fleming said the Davis Cup competition creates "twice as much emotion. There's so much more at stake." Bob Jenkins of Britain, who umpired the match, said "the conduct is understandable.

The tension that mounts, you can understand the players reacted accordingly. I don't think anyone mean anything as a permanent insult to anyone." But even Jenkins was impressed with the play. "I don't think I've ever been involved in a more exciting match," Jenkins said. McEnroe and Fleming, who combined to win the men's doubles titles at both Wimbledon and the U.S. Open this year, leaped into the air with joy when Vilas' high shot went wide, ending the 4-hour, U-minute battle.

Clerc and Vilas, who have played doubles together only on the Argentine Davis Cup squad, were decided underdogs going into Saturday's battle against the world's top doubles team. But McEnroe, who had to be restrained on the court several times by U.S. captain Arthur Ashe, was off his usual game and only Fleming's sparkling serve enabled the Americans to win the opening set. McEnroe, who just finished serving a 21-day Volvo Grand Prix suspension, had his first clash following the second game of the second set.
