enough to do in administering the affairs of the municipality without supervising the affairs of the Public Utilities Commission the Federation of Citizens Associa tions yesterday began a campaign to have Congress provide a separate utilities commission Every member of Congress received a letter from President Westlake of the association proposing that Congress take the matter In hand without
