unnatural to have anything tin der the sunwith three heads whether it be a beast or a form of government The principal complaint of the business men here Is that there Is no one man on whom to place the responsibility for mis management They say that they are buffetted from pillar to post and obtain no results Single Elective Bead The stvernment of the District of Columbia should have a single head and that head should be elected by the peo ple of the District The DIctrJct should also have a representative in Congress elected by the people At present they pay taxes and have no representation whatever a situation which 1 most foreign to American ideas I am heartily In favor of giving suffrage to the District People here would take much more interest in their own government The ballot could bo restricted to persons Intelligent enough to understand the value of good government by adopting a high qualification standard such as we have In Virginia In this way the people would have a government for the best Interests of the District Of course the governor or commis sioner chosen to head the District government should have been a resident of I the District for some time and entirely familiar with local conditions Hut uie people would undoubtedly see to it that he was a man of this character Need of Change Shown Lack of harmony amopg members of the trl headed board ot commissioners is bound to cause vexatious delays and there is an Instance of this In evidence today One of the commissioners holds out against the other two to the matter of selecting the site for the substation provided for In the Union Station bill Notwithstanding that two of these commissioners have approved the proposition to locate this station near Seventh street and that many of the citizens of the District and Virginia have asked that this site be approved the third commissioner has held the matter up in favor of a site which the railways prefer ASKS CABRLAGE BLOCK LAW Man Forced to Remove tep Questions Authority of Commissioners Macdonald who says he recently was compelled to remove a carriage block from the sidewalk In front of his home declares that scores of fluch bloeks are permitted to remain In Various sections ot the city Commissioner Macfarland when asked If there was a law requiring the removal of carriage blocks said he did not know and would rather not discuss the question without consulting the police regulations The matter will be looicea up today he said Discussing the situation Mr Macdonald says Some time ago I received an order from the commissioners directing me to remove my carriage block and I did so Since then I have noticed such blocks all over the city and in some Instances they are situated where they are of ho service and consequently constitute obstructions What I would like to know is Was the order general is there any penalty for refusal to obey such orders and can the same authority which gave the order enforce It It seems to me there is discrimination and I would like to know if such orders are authentic and whether a person may disregard them There appears to be nothing in the building or police regulations the First precinct and when the veh cle arrived at the theater the pair was loaded in and a start made for the station house As the wagon approached Tenth and streets northwest the police say both made an Imsuccessful attempt to escape asked for a watchman for the en tire year but succeeded in setting one only for six months As the demand is light during the summer months I deemed It wise to employ such assistance only during the winter when the demand for accommodation is much greater In the summer manual employment can he obtained readily but when cold weather sets in many men lbsethelr
