of the past few years which has been rapidly growing year by year the passenger business of nonblock slgnaled lines has increased with that of others and many passengers have been killed in collisions In the few serious collisions that have occurred on block signaled lines the management and discipline in every case with possibly one exception have been shown to be glaringly faulty demanding government investigation This demand is urgentr The Terra Cotta Wreck Of the Terra Cotta wreck the report says While the commission was engaged in considering the question of block signaling there occurred In the District of Columbia December 30 1908 a disastrous rear end collision In which forty three persons were killed and many others were Injured This accident was inquired into by the commission An extra train of empty passenger cars struck a regular train heavily loaded with passengers upon a division of road which was equipped with block signal system of manual control Several Intelligent and credible eyewitnesses testified that a red signal was displayed against this extra train at a block signal staUon passed by it shortly before the collision occurred that the signal was disregarded and that the train proceeded at a high rate of speed This was corroborated by telegraph operators who heard the operator In charge of that signal Immediately report by wire the fact that this train had run by his red signal The men who were employed upon this train testified that if a red signal was there they didjwt see it The testimony was conflicting and contradictory between the menf onWhe train and those at the station as to tne character of the signal displayed when this extra train passed the block signal station next preceding the one at which it was alleged the danger signal was disregarded Inexperienced Men Employed Inquiry was made as to the care with which employes in charge of trains and engines and of block signal stations were selected and as to the thoroughness with which their fitness for the positions was tested and determined Many young and rather Inexperienced men are employed as block signal operators but it was not shown tnat neglect or lack of experience on thelr part contributed to thii disaster If the preponderance of evidence as to the condition of the signal at tho last signal station passed by this train before the wreck occurred Is accepted the men in charge of that extra train are thereby convicted of having run by a danger and positive stop signal On the other hand if their own testimony as to the condition of the signal at the last Mgnal station but one which they passed before the wreck occurred is accepted they are thereby convicted of having entered the block under a caution signal which under the rules of the company required that they run through the block with extreme care and with train under full control and of having run through that block at a high and dangerous rate of speed especially in view of the fact that at the time a dense fog prevailed which tact under the rules would require ex traordinary care ana caution Absence of Discipline Many references were made to inci dents or instances of more or less important infracUons of rules by employes and of absence of rigorous discipline by the company This wreck was caused by disregard of rules and signals upon Dart of the men In charge of the extra train Inquiry did not disclose act or omission on part of other employes or defect In the operaUng rules of the company which contributed to this awful occurrence These men took charge of this train at noon and the collision occurred about 7 cTclock In the evening Investigate Wrecks The commission then goes on to urge the investigation of wrecks saying The investigation of collisions derailments and other serious accidents on railroads by competent experts is a matter deserving the careful attention of the Congress A recommendation to authorise such investigation has been made In previous reports and the same recommendation is now again made All persons traveling on railroads and all men employed on engines or trains are Interested In this matter A railroad manager may have reasons possibly in some cases from his own standpoint good ones for concealing the facts of a wreck but It is to the public interest that they be disclosed as a warning to others and to throw light on means of prevention PIRE LIEUTENANT PUNISHED Deprived of Holidays and Seduced in Grade for Intoxication Lieut Linklns of No 3 engine company District fire department will be deprived of his days off for six months and has been reduced six numbers in grade with warning of dismissal on repetition of the offense as a result of charges of drunkenness on December 25 The action was taken yesterday by Com missloner Macfarland upon the recom mendation of Fire Chief Belt Lieut Linklns was suspended by Bat tallon Chief Henry for intoxIcaUon He pleaded guilty and asked leniency Capt Proctor of No 3 engine company also asked that Linklns be dealt wiUi lenienUy on account of his previous good record as a fireman Characterizing handbook gambling as a menace to society Judge Kimball yesterday sentenced Bert Myers alias Samuel Emery to six months in Jail and fined him 1500 for handbook making Previous to the sentence Attorney Sillers for Myers asked for clemency because of Myers previous good record and physical condition His plea proved of no avail Myers was found guilty on one of two charges filed against him It was charged Myers accepted a bet of 10 on a horse from William McMillan In passing sentence Judge Kimball said This handbook gambling Is not only danger to society but a great men ace It Is an inducement to those of small salaries to gamble away their earnings hard as the work is to gain these small stipends In many cases In the vain hope of Improving their financial condition It has led I have no doubt in many other instances to the beginning of defalcations embezzlements and other kindred crimes It is an evil which must be broken up and I propose to do It If it is In my power No one coming before me convicted of this offense may hope for anything less than a jail sentence unless under most peculiar and distressing circumstances The warning to this effect went abroad fully a year and a half ago Mr Myers engaged in this handbook business with his eyes open and knew what to expect Of the three handbook convictions made in the Police Court term Just past two of the defendants are serving terms in Jail In addition to paying heavy fines The other case Is before the District Court of Appeals FEDERATE JUNIOR REPUBLICS Bishop Satterlee Officiates at the Fro cathedral Chsrch of the Ascension Funeral services for Allison JJaifor Jr were heldfromthe family residence Fifteenth street and Rhode Island avenue northwest atk J230 oclock yesterday afternoon and at the Procathedral Church of the Ascension at 2 oclock The services at the house were conducted by the Evangelist Chapter Knights of the Rose Croix Ancient and Accepted Scottish Rite Masons and by Washington Commandery No Knights Templars The Macnic officers who read the burial service were Jacobus Jones thirty third degTee matter Ell wood Morey thirty second degree senior warden Fred Bock thirty third degree junior warden and Frank A Sebring thirty second degree orator The services at the church were conducted by Rt Rev Henry Yates Satterlee Bishop of Washington assisted by Rev William Tayloe Snyder rector of the Church of the Incarnation The entire front of the church was filled with large and beautiful floral offerings from the various lodges and organizations to which Mr Nallor belonged and from friends The mest conspicuous of these was the large double eagle emblem of the Scottish Rite order from the local bodies of that organization There were wreaths from other Masonic bodies from the Oldest Inhabitants Association and from Central Lodge No I Capt Frank Gibson and Bishop Crosby rep resenting the Almas Temple Patrol acted as ushers at the church Masonic exercises were conducted at the grave in Rock Creek Cemetery by St Johns Lodge The honorary pallbearers were Supreme Commander James Richardson of the Southern Jurisdiction Scottish Rite Masons George Moore active member of the supreme council for Alabama Dr A Chamberlain active member of the supreme council for Texas James Trimble who also represented the Olaest Inhabitants Association William Boy den librarian of the supreme council Augustus Coolldge grand master of Masons Harrison Dingman grand Explains Proposed Boys Association Commissioner Macfarland Is In hearty accord with the plans to form a federation of Junior Republics after the design of the National Junior Republic at An napolis Junction where he spent Saturday afternooT with the officers and trustees of that Institution and with William George of Freeville the founder of the original organization We were all very much Impressed with the proposition to form a federation Commissioner Macfarland said jesterday and I hope it will be carried out Mr George who has had such wonderful success with the original Junior Republic at Freeville would under the proposed plan be the director of the national organization and free to give time to the personal examination of and advice and encouragement to any Junior Republic that needed his assistance Hitherto he has been practically con fined to the work of building up the original Junior Republic at Freeville although he has spoken from time to time in other parts of the country The origi nal association has been In operation long enough to have a fine lot of successful graduates some of them remarkably successful and Its alumni add greatly to Its strength and Its power to help other republics The establishment of new Junior Republics has been systematically discouraged by the trustees of the original Junior Republic at Freeville because they wanted the latter fully developed so as to be useful as a training school and in other ways for new Junior Republics so that there might be a perfected tpe to which new republics could conform But now they are willing to encourage the formation of new republics and to release Mr George for national work under such a proposed federation Massachusetts Illinois and California which have been waiting
