Suggests Lodging Authorltj VTltH President Lancaster Petition Rejected as Unfit for Publication DISTRICT IN CONGRESS HOUSE The Lloyd subcommittee of the District committee concluded hearings on the commissioners bill to centralize all local school authority in the commissioners The District items in the urgent deficiency bill were adopted by the House sitting as a committee without objection Representative Cary of Wisconsin introduced a resolution to place the sale of all beverages brewed or distilled under the Jurisdiction of the excise authorities making it necessary for dealers to obtain licenses the same as saloons Representative Barkley of Kentucky introduced a prohibition bill for the District its terms being identical with those of the Sheppard bill pending in the Senate There was a reneral feeling among Interested parties last night at the close xt a two dars hearing on the subject that the Lloyd subcommittee of the House District committee will seek a middle ground upon which to base its recommendations with respect to the proposal to concentrate all local school authority In the commissioners The most probable solution It was thought If any change Is to be made at all was that suggested by Representative Robert Page of North Carolina who Is chairman of the appropriations subcommittee in charge of framing the District budget Mr Page proposed that the power of appointing the members of the board of education be transferred from the Justices of the District Supreme Court to the commissioners and that no other changes In the present system be made whatsoever Suggests President Name Board Earlier in the day Chairman Lloyd remarked that a good suggestion for a compromise would be to vest the power of appointing the board in the president He did not couple with the suggestion however any kind of a statement Indicating that he would urge Its acceptance by the other members of the subcommittee On the contrary Mr Lloyd judging by his statements and his queries to witnesses feels that the present system should not be disturbed Right at the end of the hearings It was brought out with considerable force that the justices of the supreme court are quite willing indeed anxious that the appointing power be taken away from them Not Judicial Function Mr Lloyd himself stated that he conferred for an hour with ope of the Justices Wednesday night and gained the information that the members of the court do not feel that the appointing of the board of education is a judicial function The Interest of the District school teachers most of whom are obviously opposed to a change of any kind did not lag yesterday They were present In numbers almost as large as on the opening Jay Practically all of them were women They did not miss a word of the various arguments and now and then they fractured not seriously however the congressional rule of silence at committee hearings The petition prepared by Lancaster in behalf of the Northwest Clti aens Association which provoked a discussion on the opening day of the hearing was excluded from the subcommittees records yesterday as a thing unfit for publication Scorned and Spurned Representative Ragsdale of South Carolina made the motion to exclude He said the references of Col Lancaster were an Insult to the teachers and pupils of Washington schools Representative Ftocht of Pennsylvania rose and asked If there was any person In the audience representative of the clti senship of the District who cared to disavow the Lancaster petition Before however any one had a chance to fulfill his request Mr Focht decided to take the matter In hand himself He said he wished to make his denouncement of the petition very emphatic We said he speaking for the subcommittee scorn spurn and repudiate it Applause From Teachers Then the subcommittee perfunctorily and unanimously voted to return the objectionable document to its writer Mr Lancaster was not present The proceedings in this connection were punctuated with applause from the school teachers mostly women who were present Short concluding speeches were made by President Blair Commissioner Newman and Corporation Counsel Syme Before the speeches were made however Chairman Lloyd presented for printing In the record all of the petitions and memorials which have been received by the subcommittee from organisations societies and cltlsens The Lancaster petition was not among these It lay on the table and was pushed about by the members of the subcommittee until the hearing was adjourned and then Representative Johnson asked a clerk to mall it to its author Newmans Final Plea Mr Newmans final plea for legislation to centralize the control of the school establishment in Washington dealt chiefly with arguments presented by the opposition during the two days of the hearings He said that many of the witnesses had asked for a retention of the present system on the theory that It was well to let well enough alone He decried such a principle as not conducive to the best there is In governmental activity He said It was not a good rule to follow closely under any conditions for it would be an absolute bar against advancement It was his understanding he said that the present judges of the District Supreme Court were anxious to divest themselves of the duty which makes it necessary for them to appoint the members of the board of education Interrupted by Lloyd Chairman Lloyd Interrupted to say that he Mr Lloyd had talked for an hpur last night with one of the justices and was impressed that the Justices At Rapid Rate This Nation Would Then Get Attention legal fraternity whether or not the school board members could be removed The answer invariably has been that there Is no way to remove them That being true I submit that the condition tends to bad administration There should be no body so constituted that is charged with the expenditure of any sum that can not be renoved by established machinery System Bad Says Page While I know of no instance in which any member of the present board should have been removed nor have ever heard a removal aavocatea i think this condition is administratively bad Furthermore I do not believe It conducive to goodadmlnistratlon that any branch of governmental activities should be so divided Where responsibility Is lodged there should be given authority The bill under consideration does not meet my views but I have a very definite proposal It Is simply that an amendment be made to the existing school law transferring to the commissioners the appointment of the school board I cannot see that it would In the slightest degree affect the adminis tration of the school board and yet It would form a link between the District and the school board and places author ity where responsibility is given Cant Eliminate Politics In the sense that politics has been referred to in these hearings my mind cannot grasp an organization that Is not susceptible to political Influence under our form of government You may make the school system more susceptible or you may make It less but the danger will abide as long as our present form of government lasts A committee representing the Board of Trade was before the committee yesterday in opposition to the commissioners recommendations The committee was headed by Frederick Fennlng Martch The United States with an established naval building program of adequate proportions will occupy a po sition at the end of the European war to call an international conference for limitation of armament Secretary of the Navy Daniels informed the House naval affairs committee yesterday Representative Thomas Butler of Pennsylvania who believes that It would be well to wait until the end of the war before deciding what Increases Mr Daniels as to the reason for the proposed immediate increase Hopes for Brighter Day In the present state of world madness said Mr Daniels when we are at peace and all the rest of the world is at war I should say even If we are not In actual danger we ought to inoculate against the germs of the disease We hope to see the day come when we can stop the competitive building of naval armaments When this war ends we hope to be able to Invite all the nations to come together and agree to stop building The fact that we are building at a rapid rate and are big and strong will enable us to appeal to these other nations and show them the futility of keeping up this race Why cant we wait until this war is over and then decide what is the best policy If we could build ships in a few weeks I would prefer to wait said Mr Daniels but that cannot be done The Secretary said he was in favor of Improving the efficiency of the ma rlne corps and thought It would be well If the officers of the corps were proficient In navigation and other sub Jects In which a naval officer of the line receives instructions Asked by Representative Ernest Roberts of Massachusetts as to the number of dreadnoughts in commission he placed the number at seven This disposes of the controversy raised as to whether the Michigan and South Carolina belong In the dreadnought class They congressional district and that additional appropriations be made for toe militia He did not believe however that a period of intensive training for Federal volunteers could be accomplished Instead he proposed that a colonel for each volunteer regiment be appointed from the regular army and also a non commissioned staff that the troops be enlisted for two years and trained In such ways as might be found practicable in each district In that time he said about the same amount of instruction could be given as in six months of intensive training For Compulsory Service LJke all other regular army officers who have appeared before the military committees Gen Carter thought compulsory military service was the only means of fully insuring the nation against attaok though he believed it unwise to attempt to enact such a measure at present saying that the young men of the country should be given an opportunity to come forward as volunteers No Trench Warfare Here The huge regiments of several thousand men used in some European armies he said were wholly unsuited to American conditions and he dismissed as not worthy of consideration the suggestion that 16 lnch howitzers would be needed for Bill to Make District Dry In the House as well as in the Senate there is now pending a bill to make the District dry Representative A Barkley of Kentucky is author of the House measure He introduced It yesterday The bill is In the precise terms of the Sheppard bill presented to the Senate several days ago Both would make It unlawful to manufacture or sell Intoxicating liquors In the District after November 1 1916 It was regarded as somewhat novel that a member of Congress from the State that produces more whisky than any other Commonwealth In the Union and that now has three fifths of all the whisky in the United States In Its bonded warehouses should blossom forth as a champion of prohibition Representative Barkley said it Is his Intention to push the bill to turn the National Capital dry He said it is a mistake to accuse Kentucky of being a whisky State for 114 out of Its 120 counties are dry SENATE DONE TILL MONDAY not understand the justice with whom hetaiked to say specifically they were bent on Tammany lslng the school establishment Representative Page appeared before the committee at the request of Mr Lloyd am not here to advocate this legislation said Mr Page I do not think such radical legislation Is wise But I vn satisfied there should be a change In the law as to the administration of the schools of the city of Washington Adjournment Taken to Permit Committees to Do Their Work In order to permit the committees to work steadily on the preparation of legislation the Senate adjourned last night until Monday This course was decided on at a conference of administration senators The Philippine bill will be taken up Monday and a vote probably will be reached within a few days By that time It Is hoped that conservation measures and the rural credits bill went to Salonikl In order to succor Serbia Greeces ally and as an answer to the mobilisation by Serbias traditional enemy Bulgaria Serbia attacked on two sides was not In position to obtain from the Greeks the 150000 men stipulated for in the treaty of alliance It was to replace these men that the allies went to Salonikl at the request of the Greek government which otherwise refused to mobilize Greeces Benevolent Neutrality Greeces neutrality has from the beginning been a benevolent one toward the allies This has been declared to them officially not only by Ventzelos but also by his successors several times yet during recent months the Greek government has permitted Germans and Austrlans to violate Its neutrality by using the Greek coasts and islands as a base for provisioning their submarines The fact that no one has been able to locate this base exactly proves the cleverness of the Germans but their fury At the presence of the allies at Castellorlzo Corfu and other well known submarine nests shows the reality of the organization How then since that time can one invoke even the neutrality of Corfu where on the very eve of the French disembarkation there was a complete German staff How can one invoke this neutrality which was established as the condition of a gift made by England to Greece and not In the interest of Greece but in that of Eng land As to the violent epithets the king applies to the policy of the allies they cannot change the truth The Greek government was so little convinced that the Galllpoll enterprise would be a failure that they tried by every means to take part in it and it was only their exaggerated demands that caused their iniineratlon to be refused If th entemrise has been a failure and the Serbs have been crushed the fact is due right an impartial people are in proclaiming that she will be crushed 24 CONVICTS ESCAPE Cut Through Plank Eight Inches Thick at Cummins Ark Little Rock Ark Jan 20 Using a saw made from a knlfeand cutting through a plank 8 inches thick 24 white convicts whose terms ranged from one year for minor felonies to life imprisonment for murder escaped last night from the State convict farm at Cummins Ark and are still at large Cartorysk two German columns melted so rapidly under the fire of the Russian artillery that their armies in that theater Tqavo been forced to remain supine ever since At Olyka the Austro German counter attacks were so costly that the storming columns eventually fell back to the second line without the slightest pressure by the Russians Hand to hand fighting of an organizing wltn the purpose in vieW of forcing the Republican national convention to name a progressive member of the party as its candidate and to adopt a genuinely progressive platform They also propose to work as a unit in both houses of Congress for progressive constructive legislation Their plans have been so well formulated that an agreement has already been reached by which progressive Republicans will not contest with each other in the same State for delegates to the national convention In States where two or more progressive Republican candidates are making a fight for delegates the friends of the contestants are to confer and determine who shall remain in the field and who shall withdraw Strongest Man to Ron This is to be determined upon the showing of strength made at these conferences the object being not to divide the progressive Republican vote in the primaries and to insure as many delegates as possible pledged to some progressive candidate The initial steps in this organization were taken last Saturday night at a private dinner given at the Capitol Park Hotel near the Capitol building There were present at this dinner either by person or by proxy the following senators Borah Cummins Kenyon Gronna La Follette Clapp Sterling Norris Works Polndexter and Jones Senator La Follette was out of the city but his personal representative was present and spoke for1 him authoritatively-Another dinner is to be held at the same place tomorrow night It was said last night that probably twice as many members of the House as the number of Senators indicated were In the organization Cummins and La Follette Agree One of the chief objects of the organization being to effect thorough cooperation with respect to the presidential nomination North Dakota will furnish the first Instance of the effect of the agreements that have been reached In this State where the primaries are among the first to be held both Senators Cummins and La Follette have strong friends and the fight already Is on for delegates At the dinner last Saturday night It is said a cast iron agreement was made that these two aspirants for presidential honors would not split up that field There Is to be a showing of strength and to whomever at the conference to be held is able to show the larger measure of support will be given the field Cummins and Roosevelt Too In this way it Is hoped a majority of delegates may be chosen to the Chicago convention pledged to support a progressive candidate but not unalterably tied up to any particular man It was said yesterday that Cot Roosevelt recently told his friends and followers that Senator Cummins was one of the men whose nomination would be acceptable to him This attitude on the part of the colonel however may be due In some degree to a statement the Iowa senator also Is said to have recently made This was to the effect that if he Mr Cummins saw that he could not be nominated he would not attempt to boldhls delegates hard and fast but would
