to the people of the United States to organize In support of a systematic national defense was voiced by IJndley Garrison Secretary of War in an addrsss tonight at the annual banquet of Group 8 of the New Tork State Bankers As sociatlon Group 8 is composed of the bankers of New York city Secretary Garrison declared that the opposition to national defense is well organized and that unless the people of the country urge upon Congress that they desire adequate national defence the present system which the speaker said was utterly Inefficient would be retained National Forces Essential National Garrison asserted must be continental In scopes and the Federal government must be in authority All proposals he said to build a military system for the United States upon the basis of State troops are pro posala to continue a situation that is Illusory and not real that Is a sham ani not substantial that is a mockery and not honest The Secretary said that while there Is disagreement among military experts as to the particular numbers of troops needed all views agree upon the essential principle that the troops should be national troops There must be he continued a regular standing army and organized Federal troops subject to Instant call This he said has been called a continental army Opposition Is United The opponents of real national defense although a small minority are vigorous and vocal and very busy The opposition although actuated by widely differing motives is united in antagonism The supporters of real national defense are divided and dispersed and therefore ineffective They are wasting their strength by fighting against each other over details Unless It is settled by affirmative legislation that the nation shall raise organize officer train and at all times control the national forces for national defense all other things that are done or left undone are of little orno moment Tou cannot possibly have any military system worthy of the name based upon 48 separate armies operating under 48 separate authorities raised officered and trained by 48 separate commanderscommanders in chief And the suggestion that this hybrid Incoherent utterly Insufficient system Is turned into an effective and trustworthy system by merely providing that the men who go intn fht Stat organization must agree to serve the national government In time of war is deceptive in the extreme That is our present systeroor more properly speaking lack or system What Is suggested Is that the national government which has the most ample power to raise maintain and control tutinnul forces for national defense shall not only refrain from exercising this power but shall parcel it out to States of the Union and then buy back some measure of authority and Jurisdiction Program In Great Danger That thisJ Ineffective and dangerous result is more imminent than the majority of people have any idea of is what I have come here to say to you Those whose self Interest and purpose lies alpng the line of diverting the public demand for real national defense and securing this sham policy are en ergetic and active to procure Just that result Their announced and declared purpose is to add a few thousand nien to the existing organizations oi tne regular army to pass the militia pay bill and stop there If that Is all that the people of this country want then they have agitated themselves to no purpose and have wasted their time and their nerve force and their brain force unnecessarily If this is a satisfactory solution no effort whatever upon anybodys part will be necessary to secure that Is the Peoples Question Let the supporters of a real military system agree that whatever forces the nation Is to rely upon shall be raised maintained and controlled by the Federal
