Final House Vote on Aid Set Today By LEWIS GULICK WASHINGTON PresidenS Eisenhower's pared-down foreign aid bill headed for a final round of roll call voting in the House today. House leaders figured they had enough votes to assure passage despite considerable opposition. That would send the bill to the Senate, where fresh trouble for it was foreshadowed over the weekend.

As tentatively approved by the House Friday night after three stormy days of floor sessions, the bill p'rovides for a 53,800,000,000 aid program next year still more than Congress appropriated last year. Its emphasis was on aid to parts of the world other than 'Europe, and on the use of loans and private enterprise wherever possible instead of outright government gifts. Averell Harriman's weekend entry in die presidential sweepstakes. There was no hint from Eisen- iower himself on how his sudden ntestinai blockage and speedy surgery might affect the decisio'h run again made after recovering from his Sept. 24 heart attack.

Republicans seized on a medical forecast of "rapid and complete recovery" as an indication Eisen- lower would lead the party again. Democrats expressed happiness at he apparent 1 success of the operation, but some took lip the "part- time President" theme again. Harriman abandoned his self- styled an active" candidate status. The front running candidate for the Democratic nod, Adlai Stevenson, said Harriman's entry was no surprise to him. Stevenson said Harriman "has been an eager and active candidate since last fall." The chief surgeon at Eisenhower's predawn emergency operation, Maj.

Gen. Leonard D. Heaton, said he "certainly" saw no reason Eisenhower should not run again. There werei indications Eisenhower would refrain from any quick statement on whether he will tell the American people "instantly" if he ever feels he is not up to another four years in the presidency. Harriman declined to criticize or discuss his Democratic opponents Stevenson and Sen.

Estes Kefauver. He described both as "fine men." Hairiman told his questioners he he would be a better candidate for the Democrats because he could "give the kind of leadership necessary to win" not only the election but the war of ideas with communism. In Chicago, the Socialist party renominated its 1952 candidates- Darlington Hoopes of Reading, for president and S. H. Friedman of New York for vice president.
