bill providing for the licensing of pool and billiard tables in the District of Columbia In a letter to Senator Gallln ger chairman of the Senate committee on the District of Columbia the Commissioners say The legislation is advisable because a number of pool and billiard rooms are conducted as Incorporated clubs They pay no license fee and are not amenable to the law governing licensed pool rooms The Commissioners explain that these pool rooms may and sometimes do keep open all day Sundays They say that they are not subject to the inspection of the police as they should be in order to prevent them from becoming gaming places Furthermore the Immunity of these places from paying a license tax deprives the District of Columbia of a considerable revenue besides putting the wanted these selections to go through without any delay Harlan told Benson it would be necessary to see William Valk who was In charge of the Forestry Division Harlan said he subsequently told Valk about the conversation and Valk later saw Benson Harlan admitted he agreed with Benson to push the land selections through and offered to perform that work for 15 cents an acre Harlan raid that later he got a letter containing 100 His recollection was faint but after severe questioning he said he thought he gave Valk a part of it probably 10 or 20 Subsequently he received another letter containing 100 and in turn a part of it he said was handed over to Valk Harlan and Valk at this Juncture had a dispute Valk finally refusing to expedite cases Witness said he saw Benson again on October 3 1899 at the Arlington Hotel and they talked about ascertaining the boundaries of several proposed forest reserves He arranged to transact all business direct with Benson and to receive from him direct his share in currency He declined to let Benson send drafts or checks Sent Rogue River Plans To carry out his part of the agreement Harlan testified he sent Benson maps of sections of land In Northern California with the lines of the proposed reserves clearly marked For this task Harlan received another 100 Some amusement was caused when Harlan said he sent Benson a map of Rogue River reserve and Attorney A Worthlngton pressed him for answer as to whether this par ttcular reserve was in Crook County Harlan was somewhat abashed and ic plled that it was in Southern Oregon During Bensons famous interview with Harlan In the Arlington rooms some one was secreted in a clothes closet This was disclosed to Harlan when Benson asked if he would agree to a third party having a hand in the deals Harlan would not agree to this and stepped in anothr closet while the mssterious third party for whom the government has been searching as a witness took flight On another occasion Harlan wrote Benson that he had valuable information which would be worth 500 This tip was that the Secretary and attorney general of the Interior Department and the Commissioner of the Land Office had agreed to an extension of the boundaries of the forest reserve in the San Francisco hills Benson came back with tho reply that Harlan was too slow and that he had received that tip previously However Benson showed his good faith by giving Harlan 250 Harlan told of getting other money from Benson notably thtee letters each containing 100 bills Paid Well by Benson William Valk testified to meeting Benson at an attorneys office in this city in the fall of 1897 He said he had been sent there by Harlan his chief in the Land Office Benson then told Valk the latter said that he had an agreement with Harlan whereby he was to pay 10 cents an acre to Harlan for assistance out of the regular order Benson later furnished Valk with a list of selections in which he was specially Interested In this list Valk said that the names of A Hyde Clark Morris and others appeared These selections were each for 640 acres and there were between 200 and 300 witness said For rushing things through out of their regular order Valk said he went to Har lan for an accounting and Harlan gave him only 10 Valk told of his falling out with Harlan and said he decided to do business direct with Benson Throughout all of his deals with Benson Valk said lie received about 2000 Valk said he knew he was being shadowed and also tnat Benson and Harlan were being watched Valk told of a conversation with Benson at the New Willard Hotel December 16 1903 in room 13 On this occasion he received 100 from Benson The money was not given to him by Benson In person but Valk found It on the washstand In the toilet room This particular 100 was then exhibited by District Attorney Baker It was marked and identified by Valk It appears that a Secret ServUe man had scared Valk into marking the money immediately after getting returned by the grand Jury with assault With Intent to Kill Mrs Herbert Prior to the shootlnsr the husband and wife separated as a result of domestic troubles Herbert made several efforts to effect a reconciliation Finally becoming desperate he tried to shoot her and a moment later shot himself in the breast For several months he was a patient at Providence Hospital Arraigned yesterday before Justice Barnard In Criminal Court No 2 Herbert entered a plea of guilty to the charge of assault to kill Just be fore entering the court room an afr fecting scene took place between Herbert and his wife the latter forgiving him and agreeing to live with him again Wilton Lambert counsel for Herbert told Justice Barnard that when the crime was committed the defendant was under the Influence of liquor Mr Lambert said Herbert had reformed was steadily employed and was supporting his wife Mrs Herbert it was stated had declined to appear as a prosecuting witness aganst her husband and expressed her willingness to give him an opportunity to do better Mr Lambert in urging the court to suspend sentence during Herberts good behavior and his promise to refrain from mistreating his wife said that no objection had been raised by the district attorney Justice Barnard decided to suspend sentence but gave Herbert a severe lecture He was warned that his course hereafter in life had better be above reproach or the court would be compelled to impose a heavy penalty TREATY WITH SPAIN SIGNED Agreement Provides for References of Differences to Hague A general arbitration treaty between the United will make possible the submission of international differences to The Hague tribunal CITY BULLETINS MIGHT END POSTAL DEFICIT Postmaster Generals Argument in Favor of Rural Parcels Posts The recent decrease of 260957 in the receipts of fifty of the largest post offices of the country for March 1908 as against March 1907 will be used by Postmaster General Meyer as an argument for the enactment of the bill establishing parcels posts on rural routes Mr Meyer Is calling the attention of Congress to the idea that the establishment of special local parcels post would wipe out the postal deficit and tend to make the rural free delivery service self sustaining besides being a boon to the farmer and the retail country rnerchant There are now In operation 39033 rural routes serving a population of 15000000 and should an average of five 11 pound packagesbe carried on each trip throughout the year It Is estimated that 15000000 would be realised The net return to the government would be more than
