bldg 1 That the true carnival spirit may reign supreme on the evening of September IS when the Posts water carnival will bs leld arrangements have been perfected whereby all the spectators will be enabled to take an active part in the affair It has been decided by those In charge of the carnival that Janeing en the lawns surrounding the tidal basin on all hides will be encouraged on that evening and with this idea In mind arrangements have been made for no less than flvq ands which will be posted at various points Children accompanied by their elders will be encouraged to attend masked and attired in fancy costumes and they and their mothers particularly will tie urged to participate in this fro icing on the lawns The bands will be distributed as foils lows One in the stand at the lower end of the oval which forms the center of Potomac drhv one at the upper end of the oval one near the bureau of printing and engraving one at the southeasterly end of tlie tidal basin and one near the Ssventeenth street entrance vto Potomac drive Music for Two Hours These bands will begin playing simultaneously at 8 oclock and will continue to play for two hours Mothers ijjVlio may bring their children to participate in the merrymaking and who may desire to take some part in it themselves are assured that the strict jsest order wil prevail No objection will of course be made to for the royal barge To Hold Court on Barge The royal barge resplendent with lights and gorgeously decorated will be anchored in the center of the tidal basin A throne for the king will occupy the center of it and upon this the monarch will take his place while his attendants and the courtiers will group themselves on the steps of the platform upon which the throne win be mounted The judges who will have officiated at the regatta to be held in the afternoon also will have places on the barge as will the judges lesignated to award the carnival prizes No decision has been reached as yet as to the Identity of the man who will impersonate Old King Cole It is possible that a well known actor will assume the part for the night or that a member of some well known organization such as the Saengerbund may be selected He will be requirel to live up to the repu tation which he has earned of being a merry cia souL and he will be penalized if he permits his features to relax even once into an expression suggesting anything but joy unconfined Will Start Water Parade Immediately after Old King Cole who is to be the official bestower of prizes as well as the ruler of the carnival has taken his place on the royal barge the signal will be given for the start of the water parade All the canoes launches and motorboats which will have entered the parade will have gathered at the upper end of the river near the Aqueduct bridge in the meantime The revenue cutters which will have charge of the policing of the course will have taken up their positions as will the six torpedoboats which the Navy Department has consented to have participate in the carnival The torpedoboats will be brilliantly illuminated and will be anchored at stated intervals along the line of the parade Excursion steamers which are expected to brlnrj crowds to view this part of the spetncle and other boats which are not entered in the parade will be held in line by those in charge of the policing of the river The exact point from which the parade will start will be decided upon jv the revenue cutter officers and will be an nounced later Launches to lead First In line will come the decorated and illuminated launches and motorboats These will proceed down th river over the marked course and will enter the tidal basin through the inlet There they will be required to select positions which will be assigned to tium and to come to anchor at onco so lhat their wash will not Interfere with the safe progress of the canoes which will make up the second division of the carade The canoes will enter the tidal basin and will encircle the royal barge filing slowly past the judges and will then make for the open river again as it will be impossible for them to remain inside because of the comparatively small size of the basin A number cf extremely elaborate and spectacular decorative schemes are being planned for some of the boats which will participate in the carnival and it is safe to predict that on the evening a scene of unrivaled picturesqueness will be presented to the gaze of the thousands who will visit the shores of the tidal basin and cf the river All of the prizes will be presented Establishment on Accused Officers Beat Van Dever Said to Have Broken Down and Confessed in Cell Housebreaking is the charge registered on the books at the Seventh precinct against Policeman Zeth Vin Dever assigned to that station and who was arrested last night by Inspectors Boyle and Wilson Van Dever is accused of stealing a ham from Fishers grocery store at Wisconsin avenue and street iffCE MAINST 6RE Capt Doyles Men Fail to Find Grounds for Charge Capt Doyle of the Eighth precinct said last night that there was still a lack of sufficient evidence to warrant the arrest of the proprietor of the candy shop In that precinct which has been under suspicion ever since last Wednesday when Crossing Policeman Hawkins made charges concerning it In the juvenile court Ive had three of my best men on the case said the captain and they nave been unable to gather anythin in the way of tangible evidence The place has been carefully watched but nothing out of the way has been seei I have not
