at the deliberate Effort emanating it is supposed from the French Riviera to keep the ever welcome stranger from our gates by spreading rumors that the Eternal City was almost under water and that It would notbe safe to come here as the country around could not be passed I It would be rather amusing if it did not do such harm as the truth la that Rome has not had such a magnificent winter for fest Rome Feb 12 The Methodist Association denies the published statement that it has been arranged for termer President Roosevelt to speak at the Metnoaist Churc during his visit here It Is only known that Mayor Nathan Is prepared to offer the senatorial hall in the capltot for a lecture if Mr Koosevelt consents to deliver one Mr and Mrs Charles Fairbanks have just left Rome on their way north their itinerary being partly dictated by the receptions which their roreign friends and admirers or American citizens abroad irrespective of party wish to give them to honor their own country in the person of the man who once held 6econd office in the republic While In Rome Mr Fatrbanks plans had to be changed twice once to give way to the pressure of the American ambassador in Berlin and the AAmeriCan colony there who wished to give him a banquet on Monday and again on the insistence of John Griffiths the American consul general in ixmaon anifl the American pilgrims there who will fete Mr Fairbanks on March 9 though he had originally decided to sail for America on March 5 However of all the experiences of Mr Fairbanks in his years journey around the world what took place in Rome the incident with the Vatican will remain in history and it is therefore well to try to give a precise account of what took place making an effort to be absolutely impartial and without prejudice in one way or the other Urged to Visit Pope Even before starting from America when his journey had been decided on and It was known that he would come to Rome Mr Fairbanks was approached by his many Catholic friends in the United States and urged to visit the Pope He said that he would be delighted to do so and pay his homage to the venerable head of such an important section of the Christian church to which so many millions of loyal American citizens adhere Of course it never entered Mr Fair banks head that the simple acceptance on his part of an invitation to address members of the Methodist Church to which he and his family belong could give offense to anw one especially as he as both private citizen and second official of the United States had often acknowledged and pair drespect to other Christian churches outside of his own denomination Indeed his last act as Vice President of the United States was that of inaugurating a Catholic parochial school Careful Plans to Avoid Clash Once in Romme all measures were taken to avoid any friction between the quir inal and the Vatican and Ambassador Leishman whose experience in Constantinople had rendered him an able pilot to navigate between the scyll and charyb dis of such a cours had arranged every i thing in a most satisfactory manner The Vatican does not object to foreigners especially non Catholics who have occupied official position in their uwn country being received by the king tirst but there is always an interval of at least one day between the audience with the king and the pontiff The ambassador went even further in consideration of the high position Mr Fairbanks had occupied In America He did not wish that an audience should be asked for him as for ordinary individuals no matter how distinguished so when he notified the court of the arrival here of the former Vice President of the United States lie expressed the desire that similar courtesies be extended to him here as had received in the countries already visited The king immediately granted an audif nee to Mr Fairbanks and honored both him and his wife with an invitation to the court hall Contemporaneously Bishop Kennedy the rector of the American College nere with equal diplomatic tact was arranging for an audience with the holy father Mr Fairbanks had pot orjly asked for this but had also expressed the deepest desire to see the head of the Catholic Church and his appreciation of such an honor being conferred upon him Bombshell From the Vatican The audience with the king took place on Saturday and that with the Pope was fixed for Monday so that the unwritten rules existing between the two hostile camps were respected All seemed going well when suddenly in the midst of the rto Mr Falrbanks while he 1 was em zing the merits ot the Roman Cath olic Church iniupllf ting the human race and while 150 American students were electrified by3hls patriotic address In trustlns to tbeqaathecmlng generation the care and gloryof the Stars and Stripes a message came from the Vatican that Mrairbanks must either give up his audience with the Pope or give up an announced speech ia the American MethodlslfChurch here Mr Fairbanks did not hesitate He declared that of all the personages la Rome the Pope was the one he most desired to see but that there could not even be a question of choice or of fair Judgment The Vaticans Side However the reverse side must also be considered While Roman Catholics as is i provea in America nave nouuug aBua the Methodists here In Rome the situation is different Thee Is no doubt that the American Methodists have started In the stronghold of Catholicism a vast and powertul organization whlchthrough educational institutions and other proselytizing means seeks to convert Roman Catholics which Is not done by other de nomlnatlohs There Is therefore a kind of open challenge between the Vatican and the Methodists here the bitterness of the holy see arising from the fact that it considers the field tor propaganda so vast in all parts of the world as not to require that such efforts be centered in Rome How Rome Views It The weekly review Rome the organ of the English speaking Catholics today publishes a long editorial on Charles Fairbanks former Vice President of the United States which Is believed to have been Inspired by the Vatican The editorial says Mr Fairbanks Protestantism is broad and logical and allows him to put his stalwart shoulders to the wheel to help on every good cause Though a strong party man in politics hlsdevotion to party does nol make him desiraithe disappearance of all parties but his own and he has the same theory with regard to religion He is a Methodist but he has no wish that Methodism should be the only religion in America Mr Fairbanks is a type of millions of good Americans friendly to the Catholic Church and believing that it makes little difference what a mans religion is provided he does his best to live up to it After reviewing the Incident between the former Vice President and the Vatican the review emphasizes the tolerance of the Vatican and points out that a man may spend his whole life working in the Vatican archives and galleries without even being questioned as to whether he is a Turk or an aethist He may even be a diplomatic representative to the Holy See without being a Cat olic Limit of Liberality But even the all embracing liberality of the Vatican continues the review cannot include the Methodist organization here which entered Rome through the breach made September 20 1870 with Garibaldis red shirters Many animosities have resulted in the spirit of the system of the Methodists Their organization as established does not minister to the wants of visiting Methodists here but is directed toward prevertlng the faith of the people Not only that but th Methodists have always been blttetly and avowedly anti papal eagerly welcoming every opportunity to discharge their venom against Cathliclsm and the holy see Statistics complied by themselves show that the cost of making a single Roman a Methodist averages 7000 francs 1400 During the last 40 years they have spent twelve millions in this unholy work of proselytizing Catholics especially Catholic Children Mr Fairbanks did not know these facts or he would not have given his promise to speak In the Methodist Church J4 hours before the time fixed for his audience with the Pope Otherwise he would have understood how incompatible was his public appearance in this hot bed of anti Catholic proselytism and anti papal bitterness with an audience with the holy father B0MAH BEJJCS TJKEABTHED Excavations Disclose an Ancient Guardhouse and an Archway Special Cable to The Washington Poit Rome Feb 12 Recent excavations of the Forum and the Works of Art He Says Guilty of Madness for Large Examples Special Cable to The Washington Post Berlin Feb 12 Dr William Bode of the Kaiser Frederich Museum whose recent purchase of an alleged mid Victorian wax bust as a real work of Leonardo da Vinci has attracted the attention of the whole art world and who as a reward or solace has been made an excellency by the kaiser has been writing articles In a German review on Berlin museums and American competition Dr Bode has decided among other conclusions that the American taste i limited The result Is that good pictures may still be found in continental galleries for which Americans have not artistic longings He finds that Amerl cans are prejudiced In favor of certain great names Gladly they buy the larger works of Rembrandt Velasquez Van Dyck Hals Vermeer Titian Rafael and Botticelli They will be guilty of any madness to obtain one of these but they care nothing for the smaller workg of the same artists Moreover the works that they purchase must be showy and pleading to nature The Biblical motives of Rembrandt and the allegories of the martyrs of Rubens are not salable to Americans This his excellency says is a good thing for the benefit of the rest of the world because tne value or a collection is not to be es timated by a few dominant pictures as many a minor picture supplies as much enjoyment as a most Imposing DIRTY HANDS Uncleanliness Plays Havoc With Lives Says Writer Special Cable to The Washington Post London Feb 12 Dirty hands are causing more deaths than bullets poisons railway accidents and earthquakes combined writes Eccles In the February number of the British Health Review We cannot call that murder which lacks intent to kill he continues but so near to murder is It that with in creased public knowledge the time is sure to come when dirty handed people will have to endure an opprobrium that will make them skulk in shame People who are willing to tolerate the visible dirt are pretty sure to be none too careful concerning the dangerous dirt The two kinds get blended It is however not only possible but actually probable that there are foul and filthy hands that are by their own ers kept manicured till finger nails shine and every Vestige of visible blackness has disappeared They wash as they eat and sleep under the guidance of a clock That there is a fitness in time for washing in order to be clean has not dawned upon them It is the unseen dirt that plays the mischief with human life because it Is alive and can multiply indefinitely It is quite likely that nearly all normal persons wash their hands and on getting up in the morning or after particularly dirty forms of work hut with very many the absence of visible dirt is sufficient excuse for the neglect of washing at all other times of the day Hands that are able to pollute water by a mere touch cannot possibly be shaken without leaving behind evidences of unnamable dirt These are the kind of hands thst handle our bread our meat our pastry our fruit and jjur money Jlr Eccles asserts that dirty hands may lead to plague cholera typhoid fever consumption diphtheria scarlet fever and many other diseases government and has been elevated to the grade of pasha has long been one or the leading figures In the Young Turks regime He was one of the most prominent tnen of that party long before the revolution of July 1S08 After the proclamation of the constitution by Abdul Harold Hakki went to Constant nople to take charge of the ministry of education under Grand Vizier Klamll Pasha the fervid friend of England After Klamll Pashas failure to meet the desires of the Young Turk Committee of Union and Progress and the proclama tion of Hilml Pasha as hfs successor Hakki was appointed minister to Italy where he remained until shortly before his own nomination of grand vizier One of Best Men In spite of anything his foes can say Hakki Pasha is one of the best men Turkey possesses He is a good natured broad minded clever and well educated statesman who can be criticised only for being extremely Chauvinist Hakki Pasha traveled all over Europe in order to study and during his trips across the continent lie learned many things AH this makes a very approachable man of Hakki Pasha which Is Important from an American and a business point of view It Is true that conditions in Turkey are not at their best Political and interna Uonal disorders are largely responsible for the present state of affairs On one side is Bulgaria always1 resenting the fact that Turkish authority is striking hard the rebellious Bulgar Macedonlan population helping the bands of such Bulgarian highway robbers and assassins as the Komltadjis On the other slde there is an Arabian revolution in the Yemen and Hodeida districts There is still an upheaval of the Albanian popula tions many uprisings in the Kurd and Armenian provinces and worst of all the Cretan affair with th possibility of a Greco Turkish war in the near future Has Hope for Future Among such political difficulties Turkey is still looking forward with hope There is always marked interest in civilizing day by day the empire of the JChallfs By this I mean that Turkey ot today knows almost exactly what it means to be a really civilized country in the modern meaning of the ward It needs to be refonfied after the style of the other civilized countries of the world But to do this Turkey must find both money and men and she has neither the one nor the other European capitalists for years squeezed the country making Immense profits of which Abdul Hamid and his imperial gang took a very good share Every English German or French enterprise was backed up by Its government political profit being its main object Railways docks and mining In Turkey as carried out In the last 50 years were nothing but political enterprises The Young Turks knew this and now that they are in power they are extremely suspicious of the proposals of any European concern showing a desire to do business in Turkey The recent history of telephone plants and that of the Tigris and Euphrates steam navigation project caused almost a scandal the latter concern being In a large measure responsible for upsetting the ministry of Hilml Pasha Railways harbors irrigations mines steamship building1 and many similar enterprises are now open in Turkey The country has Immense wealth but money is needed to develop It Any good enterprise entering Turkey at the present time can make a good Investment and reap large profits quickly but on one condition that such enterprise shall not have a political purpose The Turks suffered much from such kind of enterprises under the old regime and they are careful now not to allow similar abuses on the part of foreigners whose chief object is to gain a political foothood in the most disputed land of Europe Field for Americans Under such conditions it seems highly advisable for American business men to take a more substantial Interest In the present openings In Turkey repeat from a non Turcophile point of view that present political conditions in Turkey have nothing to do with thefinancial opportunities here Indeed as a matter of fact the Ottoman empire needs nothing but improvements after getting them the Ottoman populations WJd easily find the way to prosperity The country both in Europe and Asia Is rich fertile productive but unexplolted It lacks that moving spirit that prevails in our States of Texas and Arizona and other similar lands where nature provided for everything long before human beings applied their forces to the utilization of her resources Those who have traveled either in the European provinces or the provinces of Asia Minor have stood In wonder before the beauties and wealth nature has scat tered everywhere There are powerful rivers capable of producing an Immense electric power to put In motion many In dustrial Works There are wide fields producting good crops but the methods of farming are those of the times of Hesiod with the ox drawn plow hold ing the main place It is understood that by such methods the average production of Turkfsh crops scarcely meets the demands of the country Flour Is Imported from Marseille Bulgaria and Trieste In the meantime Greece a nonproduclng country pays for wheat from Russia and Bulgaria when Turkey could supply most of her needs A Maritime Country Turkey is largely a maritime country The shores of the Black Aegean and Marmora seas and InxaddItloh the Mediterranean Red Sea and Persian Gulf are in the hands of foreigners who are trying to obtain concessions for the construction of various harbors Other Euro pean concerns propose the establishment vi agrivuiiuiai uauninpraer to promote farming and crop growing 1 Turkey can produce everything it needs however capital to start Thel Young Turks government is willing toj grant favorable concessions In order toj bring capital Into the country but iff has had too much experience to trust any more European capitalists with the same eagerness as In the days of Abdul the Damned HATS LAEGER THAN EVER and effects are to be seen inthe foulards and like materials DONNA prime minister He will in all likelihood be compelled to dissolve parliament for it Is Improbable that he will obtain a ma jority In the present parliament The un relenting opposition of the lusth party would lrrtltself prevent any parllamentary leglslation even If the cabinet were supported by the Other political parties A Fighting Cabinet The Khuen cabinet will therefore be a fighting one Count Khuen Hedervary has long since established his reputation as a man of energy first as governor of Croatia and rater as prime minister He hopes that the general elections following the dissolution of parliament will bring him In ajnore tractable house For this purpose he will bring pressure to bear lo insure the return of a majority consisting of the constitutionals old liberals and the Kossuth faction of the independent party It remains to be seen If he will be successful The two previous dissolutions of parliament have only resulted in Increasing the forces of the opposition This may prove to be the case In the present Instance Confident of Gains The leaders of the justh party the radical element of the Independent party and the most numerous parliamentary group are confident that their following will be still further increased at the next elections In any case there are few partisans of the existing regime of union with Austria lnHungary and the present contest may very well hasten the inevitable upheaval which is expected sooner or later to result in Hungarian Independence As a matter of tact the opinion Is steadily growing throughout the kingdom that the day is drawing near when Hungary rrius become Austrias Irreconcilable enemy The increasing differences with Austria and Francis Josephs advanced age are the factors which make the Magyaisi think that the decisive hour 1 near at hand Francis Josephs refusal to consent to Hungarys commercial Independence from Austria hashastened matters Loyal partisans of the union with Austria are steadily becoming rarer among the Magyars As for the other races in the kingdom the Savs more particularly were formerly in sympathy with Austria But Francis Joseph Has been compelled to let them Jbe crushed by their Magyar rulers who though in a minority form a united solid phalanx against their adversaries Croatlans Slovanlans Slo vacks and Roumanians The dynasty has therefore nothing to hope from these non Magyar races WillFound ftew Empire The writer has Interviewed parliamentary leaders of various political factions and summed up tho prevailing opinion is that on declaring their Independence the Hungarians will found a new empire with a tendency to predominate over the neighboring Balkan states The Hungarians will not make the mistake of founding a republic which Russia would certainly not tolerate For in 1849 tne Magyars were checked by the Russians not only on account of the Austro Russlan alliance but because the Kossuth insurrection was first and foremost a republican movement and the czar was determined that no democracy should bo fowfuedon his frontiers The newly founded Hungarian empire will undoubtedly be Russias rather than Germanys protege The Magyars do not love the Germans whether they be Aus trlans or Prussians They argue moreover that once Independent If allied to Germany they would Simply become vassals of the German emperor whose yoke might prove heavier than that Of their present Austrian ruler PAEIS SUFFRAGETTES AROUSE Are to Stand for Election in Every Constituency Special Cable to Tha Washington Post Paris Feb J2 The French suffragettes promise to
