Analysts said the high volume level seemed to indicate growing interest in the market on the part of institutional investors who have so far waited, out the recent rally. "I don't think the big guys are convinced yet, but it's interesting to see how they're poised, how they're nervous," said Larry Wachtel at Bache Halsey Stuart Shields. "I think the big boys are hot to trot here." One indication of that was a show of strength by IBM, long a favorite of institutional investors. Treasurer Office Time May Change State Representative Tom Johnson (r-95. Cambridge) has introduced a bill in the Ohio House that would require county treasurers to take office the January following their election, rather than in September of the subsequent year.

"The reasoning behind letting county treasurers take office some 10 months after their election is archaic and no longer needed," Johnson said. "County treasurers now have competent staffs and modernized methods that enable newly-elected treasurers to carry on the office's duties without problem." Johnson explained that under present law, a county treasurer is elected in November, but cannot take office until September of the next year, while most other lour-year office holders begin their duties in January. "When the people elect a new treasurer, they should have the person in office in January, not nearly a year later," Johnson said. "This legislation will enable the people to have their elected candidate in office at the earliest possible date and at the same time eliminate a part of Ohio's law that is no longer serving a useful House Bill 441 will now go to the House Reference Committee where it will be referred to a standing committee for lurther studv. (AP) A state senator wants a politician's life to be even more testing than it already is. Sen. Carl Thompson has introduced a bill to require candidates for state office to take a test on the workings of government The results would be published before election day. "I'm serious about this bill." said the 65-year-old lawyer who has served in the state Senate for 26 years. "The test would be administered by the Department of Administration.

If people don't understand educational, nursing home and welfare programs, how can they make recommendations and legislate?" Thompson said that failing the test would not disqualify a candidate, although voters might be impressed enough to give that hopeful a failing grade at the polls. Not surprisingly, Thompson's proposal has not been well-received. Assembly Speaker Edward Jackamonis asked: "How could an exam test your ability to be on both sides of an issue at the same time? How could an exam test your ability to say one thing and do another? How could it test your endurance to shake hands at a fish fry?" (AP)-No one is perfect, not even Albert Einstein. Hubbard Phelps made that discovery when Einstein spent Ihe summer of 1934 at picturesque Watch Hill on the shore and gained a reputation as an absent-minded sailor.

"He would go out in the morning and sail due west until he ran aground at Napatree Point. The next day, he did the same thing. It went on all summer," Phelps, a Westerly photographer, said Friday. The centennial of Einstein's birth was being observed around the world last week. The scientist, whose theroy of relativity revolutionized physics, died in 1955.

Phelps, then 19, said the dockmaster rented Einstein a small boat, and pointed it out to sea each day. "A lot of us had boats at the time, little outboards and skiffs. The guy at the dock would say. 'Mr. Einstein is halfway across the bay.

If he goes aground, turn him around and send him recalled Phelps. 40V 3a. 3'a 40'-B 3'? 34'. 33 15a 144 908 NL US Gvt Divid Grwth Stk Incom Fidelity Group: 17V, 52 52', 8 47'e 47 i4 23 Va 36a 8 234. 49'4 491, 60V, 60', 1, 50 14'8 15 5.62 606 6.96 7.50 5.68 6 12 8 14 8 78 For sale '78 Chevrolet panel van, half ton, 8 automatic, 15,000 miles.
