Works Quietly to End Hunger Economist Offers Different View Than Shoe-Pounding Appleton area residents were treated on Friday evening to a view of the United Nations markedly different from the shouting, shoe-pounding picture of the U. N. at work that has been drawn for them in past weeks. C. W.

McLean, regional economist for North America with the food and agriculture organization of the United Nations, was the speaker. The 15th anniversary of the founding of the United Nations was the occasion, and the League of Women Voters, Lawrence College, the Business and Professional Women's Club, and the Altrusa Club were the co-sponsors. Some Before UN Beginning with a clearly outline of the six principal organs of the United Nations, McLean gave a description of specialized more, agencies which work to carry out the program of the economic and social council. Some of these, such as the international telecommunications union, antedate the United Nations by as much as 80 years. One, the international atomic energy commission, is only three years old.

But all cooperate with the United Nations. McLean's work is with the Food and Agriculture Organization, with the goal of conquering "the hunger which continues to cast shadow over more than half of the world's population." Complicating the problem is the tremendous surge in numbers; the world's people doubled in number in the 60 years between 1900 and today and will double again in only 35 years. Begin Campaign In an effort to overcome the "indifference, apathy, and lack of action" of much of the world toward the problem of hunger, the food and agriculture organization has begun a freedom from hunger campaign designed to focus attention in this area and stimulate constructive action. This three-pronged program of education, research, and action will reinforce national programs such as the food for peace campaign of the United States. McLean stressed in closing that the challenge to overcome mankind's traditional enemies of "war, pestilence and hunger" can only be met by the concerted efforts of all nations.

Undramatically and quietly, such efforts go on in the many specialized agencies of the United Nations. No Army Draft for Japs, Leader Says TOKYO (AP) Prime Minister Hayato Ikeda told parliament today he did not intend to establish military conscription in Japan although forces were 15,000 under the authorized strength level. Replying to Socialist questioners in the lower house, Ikeda said there were four and a half times more military applicants than the number to be recruited in the forces. "If there are 15,000 vacancies it is because we want to select only the best elements," he stated. Government plans were for 500 men in the ground forces, a 1,115 plane air force and a navy of 116,000 tons.

Lutheran Pastor To Speak on Holy Land, Mid-East The Rev. Samih A. Ismir, pastor of Grace Lutheran Church, Tomahawk, will present an illustrated lecture of the Holy Land and the Middle East from 7 to 9 p.m. Sunday at St. James Methodist Church, 350 W.

Capitol drive. He is the second speaker in a series of family fellowship Ismir programs at the church. The Rev. Mr. Ismir was born in Jerusalem about one half mile from the Garden of Gethsemane and a quarter mile from Calvary.

He received his elementary and high school education mission schools in the Holy Land and in 1948 became a refugee of the Arab Israeli war. He came to the United States in 1951 and in 1955 graduated from Concordia College, Minn. with a bachelor of arts degree. He served as an intern in a Lutheran Church in Bethlehem for a year and in 1959 graduated from Luther Theological Seminary, St. Paul.

Railway Express Asks For Routing Change Post-Crescent Madison Bureau MADISON A proposal of the Railway Express Agency to route its Wrightstown station business through its Appleton terminal been received by the public serv. ice commission and will be given a public hearing at the Outagamie county courthouse in Appleton on Nov. 16. The company specified that it does not intend to discontinue service at Wrightstown. of New Orleans Is Critically Ill BATON ROUGE, La.

(AP) Archbishop Joseph Francis Rummel of New Orleans was in critical condition today after suffering his second serious setback in two days. A spokesman at Our Lady of the Lake Hospital took said the 84- for year-old prelate a turn the worse yesterday as pneumonia set in and his heart weakened. The archbishop has been confined since Oct. 9 when he stumbled, breaking an arm and leg. The archbishop has become the center of an integration controversy in recent years.

Several Catholic lay leaders took him to task for his condemnation of segregation as being "morally wrong and and appealed directly to Pope John XXIII halt any integration in New Orleans churches and schools. His first encounter on the segregation issue came in 1955 when he closed a small church south, of New Orleans for its refusal to allow a Negro priest to say Mass. The church has been closed since. Color Slide Lectures Set At 3 Churches The Rev. Herman Bielenberg, of Warren, Fellow of the Photographers' Society of will present a program at 8 p.m.

Wednesday at First Methodist Church. The color slide lecture, titled "Footprints of the Creator," is being sponsored by the Appleton Methodist Men and cosponsored by the Appleton Council of Churches. There will be no charge. The program will be a chance to see photography work done by the Rev. Mr.

Bielenberg, holder of La Belle award presented by the P.S.A. He also has been presented with eight gold cups, five gold medals and over 250 other awards. A second lecture, entitled "Voice of Creation," will be given by the Rev. Mr. Bielenberg at St.

John Evangelical Reformed Church at 8 p.m. Friday. A third program is being planned for 7:30 p.m. Saturday at St. Timothy Lutheran Church, School Court, Menasha.

The Rev. Mr. Bielenberg is a Lutheran minister who served "a parish at Oil City, Pa. for 32 years. Circuit Judges Ask Changes in Jury Verdicts Post-Crescent Madison Bureau MADISON A simplification of the procedures involved in special verdicts in trial courts is proposed in a recommendation to the state supreme court by a committee of the state board of circuit judges, The report will be discussed at a public hearing durig the next several months, said Chief Justice John E.

Martin of the state tribunal. In August, a circuit judge's committee, headed by Judge which Arold F. Murphy ad onf Tenth Circuit Judge Andrew W. Parnell is a member, requested special verdict changes in a report to the Board of Circuit Judges. The changes, in essence, ask an amendment of state law by the Supreme Court to give trial courts greater discretionary power.

In effect, the changes would make the present complicated special verdicts on which juries must vote a great deal simpler. It is an attempt to speed 1 up trials, Judge Parnell commented. Lodge Says Reds Won't Succeed in World Domination MILWAUKEE (AP) Henry Cabot Lodge, Republican vice presidential candidate, said last night that the world faces 25 years of international tension but that the Communists will never succeed in global domination. "The Communist mind is a very special thing they don't re(spond to reasoning," Lodge said in a television interview taped for later viewing. "After the next quarter century, I think we'll be in a better fix." Lodge said the Communists have the determination to take over the world and that it will be this nation's task to counter their moves.

He said it would take 25 years to bring what he called "American revolution" thinking throughout the world. Lodge said the situation is serious but the Communists are "not going to take over the world." When asked by a panel of three newsmen if Vice President Richlard M. Nixon should allow the issue of defending the off shore islands of Quemoy and Matsu to drop, Lodge replied tartly, "he (Nixon) didn't bring it up it was brought up in a television debate it's hard to let go." Adopted Son of GOP Congress Candidate Drowns in Home Pool BEVERLY HILLS, Calif. (AP) -The adopted baby son of GOP congressional candidate Alphonzo Bell Jr.

A governess grabbed a second adopted son, Matthew, also 10 months, at the pool's edge, but Alphonzo III was already in the pool. Police said the toddlers somehow managed to unhook the screen door leading from their nursery into the pool area.
