ALfdN TUESDAY MAY 23, 1956 Streets, Basements Flooded by Downpour In Wood River Area New Sewer tern Is Inadequate torrential i-pour of rain Monday after noon wrought minor havoc on Wood River streets, flooding some to the point where motor vehicles stalled and, most vexing Of all, creating a backwash from the sewer into basements of homes located in the lower areas. What City Manager Ray Harbaugh described as the "dismal performance" of the city's new two million dollar sewer system, provoked from him a statement to the effect that the sewer couldn't be worse." "It makes me sick to know that the city must pay, through 1958, a total of $2,252,000, including interest, for a sewer sys tern which won't do the job many residents expected," Harbaugh said. He said that it was the package deal, the combination storm and sanitary sewer, which has provided a sewer which "will always" back up into basements in low areas which have not been equipped with plugs- and the proper plumbing. Harbaugh said that the city's principal problem, as demonstrated by the down-pour, is to avert future flooding of basements. This, he said, can be expected to reduce itself to a choice between flooded streets, in Some areas, or flooded'base- ments.

"In which case," he said, "we'll take the flooded streets." To prevent sewer lines from becoming completely filled with water and forcing sewage back into basements of homes, some of the street may have to be stopped off, Harbaugh said. "This may mean that water will stand in the streets a little longer in some areas and may irritate some motorists but "we'll have to prevent the basement flooding if it is at all pos- Harbaugh said. While "the down-pour was at its beighth firemen made two fire runs, Fire Chief Russell Pinkerton said. A wall socket was spitting fire at 457 Hamilton and a water heater had become overheated at 475 Prospect St. On Jennings avenue, between Second and Third streets, residents lightning had apparently struck a fire plug which was spouting water.

Investigation revealed that em- ployes of street department were in the act of testing the iplug when the rain struck East Alton Youth Gets AB Degree at McKendree EAST Archer, son of Mr. and Mrs. Revel Archer, 200 Goulding was graduated from McKendree College, Lebanon, May 20, with an AB degree in business education and a minor in 4 psychology. Sammis ol Bethalto, who already has decided that he would like to become a priest some day. Tony, in his first year at St. Bernard's School in Wood River, took an immediate interest in the mass he attended every morning before school and soon was asking his mother to bUy him statues and to place an altar in his bedroom. Mrs. Sammis presented Tony with' his first statue, a group, the Holy Family.

Soon friends began adding to Tony's collection until now he has eight religious statues, religious. pictures, prayer books, a Bible and a replica of a chalice. Then, Mrs. Sammis made him his long-awaited altar from two chests of drawers. Tony takes all this seriously and understands the meaning of all the articles and their places in devotions.

When his cousins corge to visit, he attires himself in a bathrobe, draws a cross on the back, and the' children "play church" 'with Tony as the priest. Recently, when a woman guest of the Sammis' became ill and the doctor was administering aid, Tony knelt at his altar and said a prayer for her. Tony has attracted the notice of others, too, with his unusual seriousness for a six-year old, and has been chosen by the graduating eighth-graders of St. Bernard's to present their diplomas in Commencement exercises on June 3.
