LAPPEN'S 222 E. Wis. Ave. Appleton JC-D Sessions Attended by Klein MENASHA Four Twin City officials attended orientation sessions on the civil defense fallout shelter program Monday. Mayor John Klein and Supt.

of Schools M. J. Gegan, both of Menasha, attended an orientation session at Green Bay. Neenah Mayor Chester S. Bell and Wayne Bryan, director of Civil Defense, took part in a similar briefing at Fond du Lac.

Both briefings were conducted by Ronald F. Triechel, of the state Department of Civil Defense, and a representative of the Ninth Naval District. Within the next 30 days a survey will be conducted in every city and village in Wisconsin to discover buildings that can be used as public fallout shelters, Mayor Bell reported. "The first step is for local authorities to canvass their areas and secure the consent of every owner of a building which might accommodate 50 or more citizens," he said. a team of architects and engineers will visit each city and make an inspection of the places pointed out as possible shelters.

"Data developed in their inspection will be processed and a visit made to determine which places are more suitable. Later, an attempt will be made to enlist owners in making the buildings available as public shelters. "It is expected that the Government will stock locations with the necessary supplies. "This is not a substitute for the home shelter program, Mayor Bell pointed out, "but hoped to find enough places to accommodate 25 per cent of the population." Members of New York Stock Exchange For Quotations Market Information on All Over- The-Counter and Listed Securities DIAL RE 4-1475 Street Shows Decline 60-Stock Average Off 1.20 at Noon As All Have Drop NEW YORK (AP) The stock market continued to decline on slackening volume early this afternoon. The Associated Press average of 60 stocks at noon was off 1.20 at 262.20 with industrials off 1.80, rails off .20 and utilities off .80. Industrials sagged on a fairly broad front, losses running mostly from fractions to a point or so. A few of the recent big gainers dropped 2 or more.

One Factor Analysts said that the failure of the steel shares to respond more vigorously to the week-to-week news of increasing steel production was one factor in breeding caution. Seasonal influences, including the distraction of the holiday period, and the desire to take long-term profits on certain issues which are near their highs for the year, also were involved. Steels, motors, chemicals, oils, tobaccos, drugs, utilities, and aircrafts were generally lower. General Foods fell more than 2. Plus Signs Crown Cork was 3 lower.

Unilever Ltd. and Unilever N.V. kept minor plus signs. The rise and fall of these stocks in heavy trading last week was one reason cited for the current market uncertainty. The Dow Jones industrial average at noon was off 3.08 at 724.63.

Prices were mixed on the American Stock Exchange in fairly active trading. Corporate bonds were irregularly higher. U.S. government bonds were firm.
