proposed west of Las Vegas is the brainchild of Blue Diamond Power Partners of St George Blue Diamond Power Partners a limited liability partnership includes Diamond Generation of Los Angeles a subsidiary of Mitsubishi Corp and Creamer and Noble engineering of St George Creamer and Noble has been in business since 1976 and specializes in civil engineering projects The plant 12 13 years in the planning would be used primarily for peak power generation to pro vide electricity to about 400000 homes Project Manager Terry Hickman said Hickman said the Blue Diamond South Pumped Storage Hydroelectric Project received approval of its environmental impact statement from the ederal Energy Regulatory Commission in December 1996 It then obtained a license from that federal agency in June 1997 The project promoters then received a Bureau of Land Management right of way grant for a 180 acre site 15 miles west of downtown Las Vegas near Red' Rock National Recreation Area On April 5 the Clark County Planning Commission recommend ed approval of the project However Las Vegas resident Peggy Pierce filed an appeal of the project according to Dan Niebaum princi pal planner Clark County Planning Department Pierce a Sierra Club member expressed concern that the proposed project would have a visual impact on nearby Red Rock National Recreation Area The special permit request now goes before the Clark County Board of County Commissioners on May 2 for final approval will be the first privately owned pump storage project in the United Hickman said is unique in that it is not directly on any water He said the project would include a 1 200 acre reservoir at the top of Blue Diamond Mountain west of Las Vegas Water would be released through a 175 foot penstock pipe then drop 1500 feet It would then travel horizontally another 4000 feet to a powerhouse housing a 400 megawatt turbine rom there the water would then travel into a lower 1200 acre reser voir release of water from the upper reservoir to the lower reser voir turns the turbine and generates Hickman said At night during the off peak peri od the water is pumped from the lower reservoir to the upper reser voir to repeat the process is a self enclosed recycled system so there is only 200 acre feet needed annually to make up any loss of he said Blue Diamond Power Partners plan to purchase the initial fill and makeup water for the reservoirs from the Las Vegas Valley Water District The partners are also working on a contract with Nevada Power Company which would purchase the peak power The company expects to secure financing this fall with groundbreak ing in April 2002 The project is expected to take 28 months to com plete with the first megawatt pro duced by the end of 2004 Generated power would be trans ferred on a 230 kilovolt transmis sion line to the Nevada Power Company Avera substation at Russell and Durango Streets in Las Vegas Hickman said Creamer and Noble had done a similar run of the river power project on the big island of Hawaii in the late 1980s Before it was built Creamer and Noble sold it to Synergies Energy Company of Annapolis Md went in as partners to devel op a system of a hydroelectric power projects that did not have to built on a river or Hickman said looked at 45 places in the southwest 13 of them were centered around Las Vegas We knew Las Vegas was a prime location for growth We filed in 1989 with ERC on all 13 sites We decided on this one (west of Las Vegas) site and it has been a long arduous licensing If the Clark County Board of County Commissioners approves the project Hickman said Blue Diamond Power Partners will need to obtain a permit from the Clark County Health Department for dust control measures and then obtain a Nevada Dam Safety permit project does not emit any air emissions as a byproduct of gen eration and most everything is under ground so there little to minimal noise Hickman said it recycles water that is a nice feature where water is a premi um in the Southwest And there is very little impact to fish and wildlife because it is not on a lake or river AAUW invites public to workshops The Spectrum The American Association of
