Graveside services were held Saturday at the Davilla Cemetery, Utah Foundation Reports: Residential property taxes expected to increase in 1991 Although residential property taxes rose only slightly last year, it is expected that the increase will be substantially larger this year (1991).

this is the opinion of Utah Foundation, the private tax research organization, as expressed in their latest comparison of residential taxburdens in Utah. The report points out that compromise legislation enacted by the 1991 Utah Legislature will shift some ofthe property tax burden from state-assessed property owners to locally-assessed property owners. This was done to resolve a property tax crisis brought about by a July, 1990 decision of the Utah State Supreme Court. At that time, the court ruled that Utah could not arbitrarily discriminate against one class of property simply because it is assessed by the state rather than by the county. According to Foundation analysts, it is expected that property taxes paid by residential property owners will rise about Business to be taught at UVCC An associates degree in international business is now available at Utah Valley Community College (UVCC).

The State Board of Regents approved an associate of applied science degree in international business, to be added to its business management program at UVCC. "Current economic and political changes in the world, have caused us to recognize a growing necessity for business graduates to have a strong international perspective in their training," said Kerry Romesburg, president of UVCC. "In 1988, Utah exports amounted to $843 million, and jumped to $1.25 billion in 1989, up 34 percent. Quite a remarkable increase." To assist in the establishment of the international program, The School of Business received a $55,000 grant from the U.S. Department of Education which can be renewed a second year bringing the College an additional $55,000.

"As the world's, markets become more competitive, there are increasing needs for business graduates who have training and skills in international marketing, economics, and politics," said Ian Wilson, dean of the School of Business at the College. "The idea of adding an international business program to the curriculum of UVCC has become a must ifUtah Students are to compete in the fast -emerging global economy." The international program will include credit and non-credit courses and focus on international business principles and language, with strong emphasis given to international co-op work experience and international business conferences. Beth Tolbert, a local real estate agent, has been appointed to a four-year term on UVCC's governing board.

Romesburg, president of UVCC. was surprised by my appointment to the UVCC Board of Trustees, and I am excited to explore new horizons.

I think UVCC is a wonderful school and I'm excited to see it become a fouryear college through careful planning and guidance by the board," said Beth Tolbert, an associate broker with Pine Valley Reality. 1.1% this year even if there is no overall increase in property tax receipts in 1991. Property tax increases for business and other locally-assessed property owners will be somewhat more. This increase, which is based on an overall statewide average, is likely to be considerable more in communities having a high proportion of state-assessed property. In addition, it will be higher in those communities that decide to raise more revenue from the property tax this year. In 1990, the property tax on a $75,000 home averaged about $731, or 0.9% of the home's full value.

this tax ranged from a low $420 in the unincorporated area of the South Summit School District to a high of $897 in Milford. Taxes charged on a $75,000 home in Orem averaged about $606 last year. This was equal to 0.81% of the home's gross sales value and compares with a property tax level of 0.83% during 1989. The study notes that the average property tax on a $75,000 Orem High registration The following schedule has been students to register, pay fees and FEE PAYMENT SCHEDULE Seniors, Monday, Aug. 19 Juniors, Tuesday, Aug.

Since 1985, the average tax increase has amounted to only about A major factor for the slower growth in property taxes during recent years ease enactment of the "truth in taxation" legislation in 1985 which made it more diffucult for local officials to raise property taxes in Utah.

Among other things, the "truth in taxation" laws require that taxpayers must be informed of a public hearing whenever local governments plan to raise property tax revenues. It is expected that Utah's "truth in taxation" laws will be put to the test this year. The new property tax laws will 1 result in an increase in 1 property valuations for tax purposes in 1991. Unless tax rates are adjusted downward, tax burdens will increase for the taxpayer and local units will receive a revenue windfall.
