For example, schools must now pro-; vide financial counseling to student borrowers when they enroll and when they graduate. Deputy Education Secretary Madeleine Kunin said Friday that default rates are improving at these and other for-profit trade schools, but she conceded they were still too high.

The default rate for proprietary schools was 24 percent in fiscal 1993, down from 30 percent the year before. "Needless to say, we would like to bring it down further. Any default rate is not good for American taxpayers," Kunin said. Congressional Republicans have criticized the Education De partment for allowine hieh- default schools to continue participating in student loan programs. Kunin said the department has been cracking down on high-default schools and tliat the over all default rate should continue falling.

"Some of the bad apples are out," Kunin said. The all-time high was 22.4 percent in 1990.
