Spectrum 3M Tuesday, February 18, 1992 Local Region Iron County Commission bows out of broadcast battle The broadcasting battle has for Golden and KUTV to come and say, 'This is what the county is doing wrong' so I can come to you and say, 'This is what action we need to said Burns. "At this point, I'm not convinced we're doing anything wrong. "I reccomend we take no action until there is some legal reason to act any differently than we have for the past 20 or 30 years," Burns added. Commissioner Roy P. Urie also reported that KUTV is now willing to pay for its use of the Southern Utah translator network, a move the commission applauded as a means of avoiding any future contention between regional and local broadcasting interests.

Washington, D.C. to determine the extent of their responsibility in the matter, and Iron County Clerk David Yardley reported his findings at the meeting. "She says this is something that comes up on a fairly regular basis," said Yardley of his conversation with Molly Fitzgerald of the FCC. "There never has been a ruling made by the FCC on this, and as far as concerned, there's not a problem with the way things are now." Iron County Attorney Scott Burns also expressed concerns with the legal ramifications of the county's decision to either support or deny the KUTV proposal, and urged non-involvement as the best course of action. "I guess my position is waiting network affiliates for 20 to 30 years.

KUTV says the broadcast insertion is nothing more than a means of establishing an advertising base to support the installation of sattelite station KUTV Channel 12 in St. George; but Golden continues to charge that Salt Lake City television interests will never spend the millions of dollars necessary to establish such satellite stations when they are able to take advantage of free audience access through insertions into the local translator network. In actively seeking to remove itself from the media battle, the Iron County Commission contacted Federal Communications Commission officials in while the officials have cultivated an active interest in the future of broadcasting in Southern Utah, they also expressed a readiness to eliminate government influence from what is seen as a purely economic arena. The controversy stems from a recent announcement by KUTV that the station plans to insert local news, weather and commercials into its broadcast feed from Salt Lake City at the Levan Peak transmitter. Mike Golden of KCCZ-TV in Cedar City has vehemently opposed that action, claiming that the result would be equal to government subsidy of private enterprise? since several local governments have been providing free use of area transmitters to the Salt Lake City by Phil Chldester staff writer PAROWAN A recent battle between KUTV Television in Salt Lake City and local broadcasting interests has left government officials in Southern Utah struggling to determine which camp best represents the needs of residents.

For at least one area government body, the lack of any legal direction in the matter means that decision could be left to the whims of the free enterprise system. Rod Leavitt, Utah State water commissioner, said at the height of last week's storm, 535 second-feet of water was flowing into the Gunlock Re-servior, most of it coming from the MoodyMagotsu Creek drainage and Tobin Wash drainage systems. Gun-lock lake elevation stood at 3,562 ft. on Feb.

10 before the rains began. The elevation is now 3,568 ft. "There's still a good stream of water coming down the Santa Clara River right now," he said. The Santa Clara River is flowing into the reservoir at the rate of 35 second-feet today. Bowler estimated there were two to three acre-feet of water emptying into Santa Clara River from the Tobin wash drainage area north of Gunlock last week; the Moody Creek area draining the Ox Valley is not flooding at all now; Magotsu Creek was i flowing at approximately six to eight second-feet of water last but has also stopped flooding now.

Pawcoon Wash, draining near Tenneco mine, is a short drainage area, Bowler said, and will produce a flash flood condition and then stop as soon as the rain stops. Today, the wash is damp with no water flowing; however, Jackson Wash, which drains into the Beaver Dam 'm not, however, been without its positive results as well: in a meeting last week of representatives from the counties sharing an interest in the Frisco Peak translator network, it was discovered that the Millard County Commission owed $10,320 on power line charges at the site and the commission agreed to pay Washington, Iron and Beaver counties shares of that amount based on local population as part of a 1993 budget, according to Urie. The county representatives also agreed to seek payment from the four Salt Lake City network affiliates for use of the Frisco Peak translator network, Urie added. will be a little more expensive than existing dorms at Manzanita Halls, where students pay $380 a quarter plus utilities. The new units will cost $550 a quarter including utilities.

When completed, the new housing may very well be the "best student housing in Cedar City," he said. One of the problems of the current housing shortage is that SUU's resident student housing is the lowest priced among all the state's higher institutions while local rent has been increasing at the rate of 10 percent per year. The affordability of SUU student housing may be deterring developers from building more apartment units. Once approval is obtained from the state board of trustees, SUU will bond for $4,700,000 and refund an additional bond for $600,000 to build the townhouses. The new resident housing, along with a private development of duplexes and apartments near the 600 South freeway overpass may help alleviate, but not solve, the growing housing needs of singles and young marrieds in the city, including the 4,000.

(Spectrum Nancy Rhodes) New student housing promises to be an oasis in the middle of university life by Kathleen Chrlstensen Staff writer PPT ap rTTY In an effort to alleviate the growing housing shortage caused in part by a burgeoning student body, Southern Utah University is seeking approval from the State Board of Regents to build housing for 288 single college students, says SUU Vice President of Student Services Sterling Church. The University used funds from the sale of the Steel Building to buy land along Interstate 15 south of Thunderbird Stadium and has drawn up blueprints for 48 townhouses. The project will not emulate the massive dormitory housing of the 60s, 70s and 80s, said Church. Instead, the two-story townhouses will be independent of each other. Approximately 500 square feet larger than the student apartments at Manzanita Halls, they will have three bedrooms with a large sink area.two commodes upstairs, and a kitchen-living area on the main floor.
