By CATHERINE J. ROURKE The Spectrum Real estate developer Ted Lee first came to Mesquite six years ago with plans for a hotel casino. He finally launched construction Aug. 22 of Rancho Mesquite, the town's fourth large-scale hotel gaming facility. Scheduled for completion in April, the property sits across from the Virgin River Hotel Casino at the comer of Pioneer and Mesa Blvd.

The four-story, 215-room structure will' feature a "mission hacienda" architectural design and provide 500 jobs, Lee said. The facility will also feature a 500-seat amphitheater, a travel agency, a karaoke bar, a one-hour photo outlet and a barber-beauty supply shop. In addition to a traditional buffet and coffee shop, a food court will offer a variety of fare including Italian, Mexican and Chinese food plus an ice cream parlor. The hotel plan calls for internalized corridors with block and plank construction, in contrast to the popular wood and stucco. It also boasts itself as the only hotel in Mesquite to install central heating and cooling along with higher ceilings and wider rooms, according to Las Vegas architect Domingo Camberiro Corporation.

Lee, president of Urban Land of Nevada, and his son, Greg, vice president, claim Rancho Mesquite differs from its predecessors by incorporating the local community directly into its operation. "We want to have independent businesses run by local residents as part of the facility," he said.

Greg Lee added, "We want to keep everything affordable while expanding the name of Mesquite on a national level via the Holiday Inn franchise." Raised in a small central California town and educated at Harvard, Lee went on to law school.

Shortly thereafter, he was instrumental in starting the University of Hawaii's East-West Center, a government program which promotes mutual understanding between the United States and Asia. "It occurred to me that there were more urban problems in U.S. ghettos and that I could probably accomplish more at home than overseas," Lee said. remained skeptical whether or not the town could sustain another gaming enterprise. That was six years ago.

While -confident, Lee still harbors some concerns, pointing out that Mesquite has three new casinos all hitting the market in a one-year span. "It's undesirable but unavoidable," he said. Lee suggested the need for the town's hotel and gaming establishments to form a trade association whereby they could collaborate in promoting Mesquite as a destination resort. Greg Lee. who abandoned law practice in New York to assist his father, reflected a similar view.

"Instead of being overly-concerned about marketing our own establishments, casino owners should concern ourselves with appealing to different markets with different themes," he said. "And more importantly, as a we must market the town Itself." He obtained an MBA in real estate and planning, practicing commercial development law in San Francisco. Meanwhile, Lee had been considering Laughlin as a potential investment opportunity but declined possibilities. Passing through a few years later, Lee was stunned by the town's incredible growth in such a short period of time. "It opened our eyes," he said.

"We learned that 70 percent of the country's discretionary income lies in the hands of people over 50." Next Lee pulled out a Nevada map, pondering where the next Laughlin might be. "We drew a circle around Mesquite even though we had never been there before," he said.
