CACHE JUNCTION, Utah (UPI) Passenger rail service returned to northern Utah's Cache Valley today, following a 10-year absence. Amtrak's "Pioneer" train, which runs between Salt Lake City and Seattle, was scheduled to pull into Cache Junction at 1 15 a.m. Some 45 resident of nearby Logan and surrounding communities planned to ride the train from Salt Lake City to the junction.

It will contain 200 moveable multi-warhead nuclear missiles that will be sheltered in underground chambers. Each missile will have 23 separate chambers in which it could be housed, meaning 4,600 shelters will be built. The missile would be transported around its 23-shelter home on a huge train-track system. The idea behind the project is that the Soviet Union would not be abe to tell which one of each missile's 23-chamber shelters actually housed the MX. The Air Force admits it wants to base the entire system in Utah and Nevada, but Congress required it to study the feasibility of putting all of it (full basing) or part of it split basing) in New Mexico and Texas.

It is not known when a final decision on the system the largest construction project in this country's history will be made. Force has been given the same message: Put the MX system somewhere else. The hearing was the next to the last one planned in New Mexico before the Air Force produces the final EIS on the project, which will be built in either the barren lands of Utah and Nevada or the fertile lands of east New Mexico and west Texas. HUNTINGTON, Utah (UPI) -Emery Mining Corp. operator of the largest underground coal mining complex in the West has broken ranks with the Bituminous Coal Operators Association to seek an independent settlement with the United Mine Workers of America. Emery President Neil Savage said Friday, "We've waited too long to return to work." The firm operates five coal mines owned by Utah Power Light Company in Utah's Emery County. Savage said he has sent a letter to the association withdrawing his firm for national talks with the UMW.

He said the company has asked the union and its district officials to open separate negotiations with Emery's 1,300 miners. A spokesman said the utility is "interested" in the development that might result in resumption of work at its mines. However, he said, "We are not directly in solved." SALT LAKE CITY UPI Police hunting a man who allegedly cashed some of $2.4 million worth of traveler's checks stolen from a Canadian post office have a good clue: A photo of the suspect that he dropped while officers were chasing him. The Salt Lake City Police Department has released copies of a photo of the suspect taken from the man's wallet. Copies of the picture were distributed to law enforcement agencies several western states, where about $100,000 worth of the stolen checks have shown up recently.

SALT" LAKE CITY (UPI) Utah Democratic Party Chairman Dale Lambert says the Republican-controlled State Legislature is trying to "gerrymander" congressional districts for the benefit of the GOP. A special legislative committee last week issued three alternate proposals for redrafting Utah's congressional district boundaries to accomodate a third U.S. representative. Two of the proposals would involve putting the west side of Salt Lake County, a traditionally Democratic area, into the new third district. Under either plan, the third district would be primarily made up of heavily Republican counties in central and southern Utah.

Utah's Second Congressional District, represented by Republican Dan Marriott, presently includes all of Salt Lake County and 10 other counties. Its area would shrink to about two-thirds of Salt Lake County. "The proposal to carve the western third of Salt Lake County out of the second district and attach it to the new third district is gerrymandering in the worst sense of the word," said Lambert. "It is an undisguised effort to turn Congressman Marriott's district into largely an East Bench district and further dilute the Democratic balance in the west side (of Salt Lake County) by placing it with the overwhelming Republican majority in the new district," he said.
