Official wording on ballot of Metropolitan Federations Amendment SHALL THE PROPOSED AMENDMENT TO ARTICLE OF HIE CONSTITUTION TO PERMIT VOTERS IN A METROPOLITAN AREA WITHIN A COUNTY CONTAINING A CITY OF 50.000 POPULATION TO FORM A FEDERATION OF CONTIGUOUS TOWNSHIPS AND MUNICIPALITIES WHERE THE MOST POPULOUS MUNICIPALITY IS INCLIDED, AND TO FORM A FEDERATION WHICH MAY INCLUDE THE COUNTY GOVERNMENT IF THE ENTIRE AREA OF THE COUNTY IS INCLUDED. SUCH FEDERATION TO EXERCISE THE POWERS AND DUTIES DESIGNATED BY A CHARTER, FRAMED BY AN ETECTED COMMISSION, AND APPROVED BY A MAJORITY OF THOSE VOTING IN THE LARGEST MUNICIPALITY, AND A MAJORITY IN THE BALANCE OF THE AREA OUTSIDE SUCH MUNICIPALITY, BE ADOPTED? YES NO PURPOSE OF METROPOLITAN FEDERATIONS AMENDMENT Imitated by (he General Assembly of Ohio, as an amendment to the Constitution, this measure is intended to offer legal means to alleviate me tropolilan difficulties. It would enable a metropolitan area within the limits of a county (an urbanized area centering around a city of 50,000 or more) to federate its arious municipalities and townships, in all or part of the county, for whatever combined functions and services the citizens might approve. Besides the details of legal procedures the amendment sets forth, it stales clearly thai such a federation may exercise only the specific powers contained in its charter, all other powers remaining within the jurisdiction of the municipali ties and townships involved.

Action under this enabling amendment would be entirely optional. To be adopted by any metropolitan area, this type of federation charter would have to be ratified by majorities of the voters in: I) the entire area to be included; 2) in the most populous city; and 3) in the area outside the most populous city. Official wording on ballot SHALL THE PROPOSED AMENDMENT TO THE CONSTITUTION OF THE STATE OF OHIO, DECLARING UNLAWFUL ANY CONTRACTS AND PRACTICES OF EMPLOYERS AND LABOR ORGANIZATIONS WHEREBY MEMBERSHIP OR NON-MEMBERSHIP IN A LABOR ORGANIZATION, OR PAYMENT OR NON-PAYMENT OF MONEY TO SUCH AN ORGANIZATION ARE MADE A CONDITION OF EMPLOYMENT OR CONTINUED EMPLOYMENT, BUT SAVING, FOR NOT MORE THAN TWO YEARS, CONDUCT PURSUANT TO A WRITTEN AGREEMENT MADE BEFORE THE EFFECTIVE DATE OF THE AMENDMENT, BE ADOPTED? YES NO PURPOSE OF ABOVE AMENDMENT To prohibit by constitutional law the power now held by those union which have been designated as the official agents of plant employees in collective bargaining procedures wi'h employers, to compel workers to join or to pay dues to the union as a condition of employment after a probationary period on the job..
